This paper investigates civil conflict as a product of the survival strategies of African leaders. Specifically, the paper offers a theory of risk substitution that predicts coup-fearing leaders will undermine the military effectiveness of the state when making an effort to extend their own tenure. While ‘coup-proofing’ practices have often been noted as contributors to political survival, considerably less attention has been paid to the influence of these strategies on other forms of conflict. Utilising data from a number of cross-national datasets, the analyses show that having a higher number of ‘coup-proofing’ counterweights significantly worsens a state's civil conflict prospects. A brief consideration of multiple episodes of conflict further suggests that in addition to coup-proofing undermining the counterinsurgency capacity of the state, some leaders are simply indifferent to – or can even potentially benefit from – the existence of an insurgency.  相似文献

We consider the problem of determining the capacity to assign to each arc in a given network, subject to uncertainty in the supply and/or demand of each node. This design problem underlies many real‐world applications, such as the design of power transmission and telecommunications networks. We first consider the case where a set of supply/demand scenarios are provided, and we must determine the minimum‐cost set of arc capacities such that a feasible flow exists for each scenario. We briefly review existing theoretical approaches to solving this problem and explore implementation strategies to reduce run times. With this as a foundation, our primary focus is on a chance‐constrained version of the problem in which α% of the scenarios must be feasible under the chosen capacity, where α is a user‐defined parameter and the specific scenarios to be satisfied are not predetermined. We describe an algorithm which utilizes a separation routine for identifying violated cut‐sets which can solve the problem to optimality, and we present computational results. We also present a novel greedy algorithm, our primary contribution, which can be used to solve for a high quality heuristic solution. ABSTRACT

This article focuses on the final years of South Africa’s nuclear-weapon program, particularly on the decision-making process leading up to the signature of the 1968 Treaty on the Non-Proliferation of Nuclear Weapons (NPT) by the South African government in 1991. In August 1988, after two decades of defiance, negotiations between the apartheid government and the NPT depository powers (the United Kingdom, the United States, and the Soviet Union) ensued at the International Atomic Energy Agency (IAEA) in Vienna. Despite South Africa being the only state to give up its indigenously developed nuclear weapons and subsequently join the nonproliferation regime, little is known about how the national position on NPT accession and IAEA safeguards evolved. Research carried out in multiple archives using hitherto untapped primary sources and interviews with key actors from several countries show how domestic and regional political dynamics influenced Pretoria’s position on entering the nonproliferation regime. In the process, the F.W. de Klerk government managed to skillfully exploit international proliferation fears to advance its own agenda, thereby connecting South African NPT accession with that of the neighboring Frontline States coalition of Angola, Mozambique, Tanzania, Zambia, and Zimbabwe.  相似文献

In this article, we study a class of Quasi‐Skipfree (QSF) processes where the transition rate submatrices in the skipfree direction have a column times row structure. Under homogeneity and irreducibility assumptions we show that the stationary distributions of these processes have a product form as a function of the level. For an application, we will discuss the ‐queue that can be modeled as a QSF process on a two‐dimensional state space. In addition, we study the properties of the stationary distribution and derive monotonicity of the mean number of the customers in the queue, their mean sojourn time and the variance as a function of for fixed mean arrival rate. © 2016 Wiley Periodicals, Inc. ABSTRACT

This paper examines the career of one of the most notable of Chinese state officials in the mid-nineteenth century, General Zuo Zongtang (1812–1885) at a time when the Qing Empire was beset by enemies on all sides along with the massive Taiping Rebellion (1851–65). The paper explores how Zuo created a coherent and flexible counter-insurgency doctrine that underpinned his suppression of the Taipings, the Nian, Muslim rebels of the northwest and the defeat of a massive Sufi revolt in Central Asia. The paper also shows how Zuo helped convince the Russians to return territory they occupied in Central Asia, thereby preserving the territorial integrity of the Qing Empire in the region.  相似文献
