ABSTRACT

Since the 1950s, the United States has engaged in nuclear sharing with its NATO allies. Today, 150-200 tactical nuclear weapons remain on European soil. However, the Treaty on the Non-proliferation of Nuclear Weapons (NPT) prohibits the transfer of nuclear weapons to non-nuclear weapon states. The potential discrepancy between text and practice raises the question of how the NPT's negotiators dealt with NATO's nuclear-sharing arrangements while drafting the treaty that would eventually become the bedrock of the international nonproliferation regime. Using a multitiered analysis of secret negotiations within the White House National Security Council, NATO, and US-Soviet bilateral meetings, this article finds that NATO's nuclear-sharing arrangements strengthened the NPT in the short term by lowering West German incentives to build the bomb. However, this article also finds that decision makers and negotiators in the Lyndon B. Johnson administration had a coordinated strategy of deliberately inserting ambiguous language into drafts of Articles I and II of the Treaty to protect and preserve NATO's pre-existing nuclear-sharing arrangements in Europe. This diplomatic approach by the Johnson administration offers lessons for challenges concerning NATO and relations with Russia today.  相似文献

An analysis of US assessments of Germany's development of armored warfare illustrates the problems that intelligence agencies face as they attempt to understand military innovation. The covert nature of German Army's tank research in the years immediately following World War I limited the number of indicators of Berlin's interest in armored warfare. Similarly, the United States possessed at best a fragmentary picture of German experimentation with armor. By the outbreak of World War II, however, US military attaches had nonetheless developed an accurate understanding of German concepts of armored warfare. If the United States is to avoid strategic surprise in the future, it must cultivate intelligence sources and employ considerably different methods from those of the Cold War.  相似文献

Abstract

Why do some small terrorist and guerrilla groups succeed in becoming full-blown insurgencies while many others fail? Proto-insurgencies face many difficulties in creating an insurgent movement: they must create a politically salient identity, harness a compelling cause, create an effective sanctuary, and defeat both violent and peaceful organizational rivals, all while evading the police and security services of the much more powerful state. Outside support is a mixed blessing for proto-insurgents. Often, the ultimate success of the proto-insurgency in becoming a full-blown insurgency depends on the mistakes of the government it opposes.  相似文献

The successful pacification of Fallujah in 2007 during the Anbar Awakening movement was due to the coordinated efforts of US and Iraqi forces to physically and psychologically separate the people from the insurgency. Efforts along security, political, and development lines along with a robust tribal effort eliminated the armed insurgency and set the basis for victory in the area. But a synchronized delivery of these resources was insufficient to defeat the insurgency by itself absent the population's decision to turn against the insurgents. This process began to occur in 2006 and was successfully capitalized upon by Coalition Forces in Fallujah in 2007.  相似文献

This paper presents a modified analytical model to evaluate the trajectories of various lift separation sabot configurations. The aerodynamic forces acting on the sabot surfaces during a supersonic flight are modeled in the present analytical model by incorporating the pressures on the windward side of the sabot due to the detached/attached shock and its reflections and then integrated using the 3-DoF dynamical equations. The trajectory and the aerodynamic coefficients were obtained for these config-urations at a projectile Mach number of 3. The sabot configurations, which include two new designs, are compared with each other and with the conventional free flight trajectory data of the conventional sabots. The mechanical interaction between the sabot and projectile is also addressed in the present work. The comparison shows that the new designs with the aerodynamic surfaces close to the center of gravity, lift-off from the projectile with minimal mechanical interaction compared to a conventional sabot.  相似文献

In this paper we consider the problem of minimizing the costs of outsourcing warranty repairs when failed items are dynamically routed to one of several service vendors. In our model, the manufacturer incurs a repair cost each time an item needs repair and also incurs a goodwill cost while an item is awaiting and undergoing repair. For a large manufacturer with annual warranty costs in the tens of millions of dollars, even a small relative cost reduction from the use of dynamic (rather than static) allocation may be practically significant. However, due to the size of the state space, the resulting dynamic programming problem is not exactly solvable in practice. Furthermore, standard routing heuristics, such as join‐the‐shortest‐queue, are simply not good enough to identify potential cost savings of any significance. We use two different approaches to develop effective, simply structured index policies for the dynamic allocation problem. The first uses dynamic programming policy improvement while the second deploys Whittle's proposal for restless bandits. The closed form indices concerned are new and the policies sufficiently close to optimal to provide cost savings over static allocation.
