Indian Strategic Thinking about East Asia

Since the end of the Cold War, India's strategic horizons have moved beyond its traditional preoccupations in South Asia. India is developing a strategic role in East Asia in particular. At the same time India's strategic thinking has undergone a revolution, as the country that prided itself on non-alignment has moved closer to the West. But India's culture, history and geography still fundamentally shape its worldview. In engaging with East Asia, India is guided by a mosaic of strategic objectives about extending its sphere of influence, developing a multipolar regional system and balancing against China. The interplay of these objectives will frame India's role in East Asia in coming years.     

A new approach for dealing with the startup problem in discrete event simulation

This article proposes a practical, data-based statistical procedure which can be used to reduce or remove bias owing to artificial startup conditions in simulations aimed at estimating steady-state means. We discuss results of experiments designed to choose good parameter values for this procedure, and present results of extensive testing of the procedure on a variety of stochastic models for which partial analytical results are available. The article closes with two illustrations of the application of the procedure to more complex statistical problems which are more representative of the kinds of purposes for which real-world steady-state simulation studies might be undertaken.

Response surface analysis of two‐stage stochastic linear programming with recourse

We apply the techniques of response surface methodology (RSM) to approximate the objective function of a two‐stage stochastic linear program with recourse. In particular, the objective function is estimated, in the region of optimality, by a quadratic function of the first‐stage decision variables. The resulting response surface can provide valuable modeling insight, such as directions of minimum and maximum sensitivity to changes in the first‐stage variables. Latin hypercube (LH) sampling is applied to reduce the variance of the recourse function point estimates that are used to construct the response surface. Empirical results show the value of the LH method by comparing it with strategies based on independent random numbers, common random numbers, and the Schruben‐Margolin assignment rule. In addition, variance reduction with LH sampling can be guaranteed for an important class of two‐stage problems which includes the classical capacity expansion model. © 1999 John Wiley & Sons, Inc.
