This article examines the emerging US Marine Corps concept of ‘Distributed Operations’ (DO) and its applicability to counter-insurgency. DO involves dispersing the force and empowering decentralised units so as to create a network of mobile, agile and adaptable cells, each operating with a significant degree of autonomy yet in line with the commander's overall intent. This concept's applicability to irregular campaigns is assessed with reference to the Malayan Emergency, in which the British and Commonwealth forces employed dispersed and decentralised small-unit formations to great effect. The article teases out the conditions that allowed DO to succeed in Malaya, and comments on the requirements and implications for the use of DO today in the prosecution of the ‘Long War’.  相似文献

As a consequence of the rapid growth of Soviet maritime power during the 1960s, hazardous incidents at sea and in the air became a regular part of the Cold War. Eventually, both Washington and Moscow came to recognize the importance of an agreement limiting this perilous set of interactions, resulting in the Incidents at Sea Agreement that was signed in May 1972. The set of rules and procedures agreed upon helped to calm tensions in subsequent crises and provides ample lessons for placing reasonable limits on other tense maritime rivalries.  相似文献

In this contribution, Jones focuses initially on the experience of Arms Control and Regional Security (ACRS) and the reasons why this group stalled. The sources of tension that emerged in ACRS, and which ultimately led to its suspension, derived mainly from different views on the relationship between the nuclear and other issues in these talks, as well as the composition of ACRS and its role as a group of the multilateral track of the peace process. Jones emphasizes that regional security discussions in the Middle East must address multiple threats on multiple levels, and ACRS was never politically equipped to do so. Thus, despite the real, if limited, success of ACRS, any real security regime in the Middle East will be the product of a much more inclusive process which recognizes the essential importance of cooperatively addressing multiple security challenges, including those related to the problems of social and economic upheaval in the region. Jones concludes with an argument that the time may be ripe to embark on such a process in the wake of the war in Iraq and other far-reaching indicators of change in the region.  相似文献

This paper is a summary of some of the key findings of an eighteen-month MilAIDS research project that focused on how militaries in the Southern African countries of Botswana, Swaziland, Tanzania, Zambia and Zimbabwe had coped with the impact of the HIV epidemic since it had been identified amongst the ranks in the 1980s. As a result, there is a single major source for citation, which is ‘The enemy within: Southern African militaries' quarter-century battle with HIV and AIDS’. The summary does, however, contain other information related to developments that have emerged since the completion of the larger study, bringing us up to date with the contemporary discourse in the field.

The purpose of highlighting some of the elements in the larger study is twofold: to distil its main findings for easier consumption and to draw our attention to salient factors that are considered worthy of replication. A second objective of this brief paper is of course to whet readers' appetite to read the more detailed work referred to above.  相似文献
