New worst-case results for the bin-packing problem

In this note we consider the familiar bin-packing problem and provide new worst-case results for a number of classical heuristics. We show that the first-fit and best-fit heuristics have an absolute performance ratio of no more than 1.75, and first-fit decreasing and best-fit decreasing heuristics have an absolute performance ratio of 1.5. The latter is the best possible absolute performance ratio for the bin-packing problem, unless P = NP. © 1994 John Wiley & Sons, Inc.     

Should we be using cost of capital in calculating holding costs of consumable inventory?

The DOD directs the usage of 10% of item cost as the cost of capital in the calculation of inventory holding costs. This 10% cost is not totally justified and a complete review must be accomplished to bring this factor to a meaningful and more useful value. The current logic supporting a 10% cost of capital results in a continuing perturbation which forces the Air Force to operate in a less than efficient mode when using the economic order quantity for consumable purchases.     

Honour,Comradeship and Betrayal: Lord Capel’s Sword

The sword which is the subject of this article and which will be referred to as the Capel sword, is a fine example of what has become known as an Irish basket-hilt. Whilst there are other examples in existence, what makes this sword unique and particularly important is the fact that it is known to have been owned by two important Royalist military leaders, Lord Arthur Capel and Sir John Owen. These two extraordinary men came from different backgrounds but their fate was linked through circumstances beyond their control. The story this sword tells is one of comradeship, loyalty, total belief in a cause, betrayal and ultimate sacrifice.     

Suppression of enemy air defenses (SEAD) as an information duel

Blue strike aircraft enter region ? to attack Red targets. In Case 1, Blue conducts (preplanned) SEAD to establish air superiority. In the (reactive) SEAD scenario, which is Case 2, such superiority is already in place, but is jeopardized by prohibitive interference from Red, which threatens Blue's ability to conduct missions. We utilize both deterministic and stochastic models to explore optimal tactics for Red in such engagements. Policies are developed which will guide both Red's determination of the modes of operation of his engagement radar, and his choice of Blue opponent to target next. An index in the form of a simple transaction kill ratio plays a major role throughout. Published 2002 Wiley Periodicals, Inc. New inequalities for finite and infinite group problems from approximate lifting

In this paper, we derive new families of facet‐defining inequalities for the finite group problem and extreme inequalities for the infinite group problem using approximate lifting. The new valid inequalities for the finite group problem include two‐ and three‐slope facet‐defining inequalities as well as the first family of four‐slope facet‐defining inequalities. The new valid inequalities for the infinite group problem include families of two‐ and three‐slope extreme inequalities. These new inequalities not only illustrate the diversity of strong inequalities for the finite and infinite group problems, but also provide a large variety of new cutting planes for solving integer and mixed‐integer programming problems. © 2008 Wiley Periodicals, Inc. A discounted machine-replacement model with an expected future technological breakthrough

A machine-replacement problem is analyzed in a technological-development environment, in which a new-type machine (built by a new technology) may appear in the future. The solution of the replacement problem depends on purchasing, operating, and resale costs, and on the probability distribution of the market debut of the new technology, and it indicates whether to replace the existing machine now with an available similar type of machine, or to continue to operate the existing machine for at least one more period. A dynamic discounted cost model is presented, and a method is suggested for finding the optimal age for replacement of an existing machine (under rather general conditions of a technological environment). A solution procedure and a numerical example are given.     

Mean residual life of coherent systems consisting of multiple types of dependent components

Mean residual life is a useful dynamic characteristic to study reliability of a system. It has been widely considered in the literature not only for single unit systems but also for coherent systems. This article is concerned with the study of mean residual life for a coherent system that consists of multiple types of dependent components. In particular, the survival signature based generalized mixture representation is obtained for the survival function of a coherent system and it is used to evaluate the mean residual life function. Furthermore, two mean residual life functions under different conditional events on components’ lifetimes are also defined and studied.     

Resequencing with parallel queues to minimize the maximum number of items in the overflow area

This article treats an elementary optimization problem, where an inbound stream of successive items is to be resequenced with the help of multiple parallel queues in order to restore an intended target sequence. Whenever early items block the one item to be currently released into the target sequence, they are withdrawn from their queue and intermediately stored in an overflow area until their actual release is reached. We aim to minimize the maximum number of items simultaneously stored in the overflow area during the complete resequencing process. We met this problem in industry practice at a large German automobile producer, who has to resequence containers with car seats prior to the assembly process. We formalize the resulting resequencing problem and provide suited exact and heuristic solution algorithms. In our computational study, we also address managerial aspects such as how to properly avoid the negative effects of sequence alterations. © 2016 Wiley Periodicals, Inc. The cyber conceptual framework for developing military doctrine

Militaries rely on secure communications. Despite the permeation of cyber-systems throughout the operational environment, there is little readily available doctrine on cyber-warfare. Doctrine that does exist has not been coherently integrated. This paper introduces a Cyber Conceptual Framework, consisting of five questions pertinent to the future use of cyberspace. The authors enunciate a definition of cyberspace, expand on existing military doctrine to reject the conceptualisation of cyberspace as a domain, define cyber-conflict, define cyber-attack and describe the four components and five levels of a cyber-attack. This work develops a common framework from available doctrine and a lexicon for future discussion.
