A mathematical formulation of an optimization model designed to select projects for inclusion in an R&D portfolio, subject to a wide variety of constraints (e.g., capital, headcount, strategic intent, etc.), is presented. The model is similar to others that have previously appeared in the literature and is in the form of a mixed integer programming (MIP) problem known as the multidimensional knapsack problem. Exact solution of such problems is generally difficult, but can be accomplished in reasonable time using specialized algorithms. The main contribution of this paper is an examination of two important issues related to formulation of project selection models such as the one presented here. If partial funding and implementation of projects is allowed, the resulting formulation is a linear programming (LP) problem which can be solved quite easily. Several plausible assumptions about how partial funding impacts project value are presented. In general, our examples suggest that the problem might best be formulated as a nonlinear programming (NLP) problem, but that there is a need for further research to determine an appropriate expression for the value of a partially funded project. In light of that gap in the current body of knowledge and for practical reasons, the LP relaxation of this model is preferred. The LP relaxation can be implemented in a spreadsheet (even for relatively large problems) and gives reasonable results when applied to a test problem based on GM's R&D project selection process. There has been much discussion in the literature on the topic of assigning a quantitative measure of value to each project. Although many alternatives are suggested, no one way is universally accepted as the preferred way. There does seem to be general agreement that all of the proposed methods are subject to considerable uncertainty. A systematic way to examine the sensitivity of project selection decisions to variations in the measure of value is developed. It is shown that the solution for the illustrative problem is reasonably robust to rather large variations in the measure of value. Typically weapon systems have an inherent systematic error and a random error for each round, centered around its mean point of impact. The systematic error is common to all aimings. Assume such a system for which there is a preassigned amount of ammunition of n rounds to engage a given target simultaneously, and which is capable of administering their fire with individual aiming points (allowing “offsets”). The objective is to determine the best aiming points for the system so as to maximize the probability of hitting the target by at least one of the n rounds. In this paper we focus on the special case where the target is linear (one‐dimensional) and there are no random errors. We prove that as long as the aiming error is symmetrically distributed and possesses one mode at zero, the optimal aiming is independent of the particular error distribution, and we specify the optimal aiming points. Possible extensions are further discussed, as well as civilian applications in manufacturing, radio‐electronics, and detection. © 1999 John Wiley & Sons, Inc. We apply the techniques of response surface methodology (RSM) to approximate the objective function of a two‐stage stochastic linear program with recourse. In particular, the objective function is estimated, in the region of optimality, by a quadratic function of the first‐stage decision variables. The resulting response surface can provide valuable modeling insight, such as directions of minimum and maximum sensitivity to changes in the first‐stage variables. Latin hypercube (LH) sampling is applied to reduce the variance of the recourse function point estimates that are used to construct the response surface. Empirical results show the value of the LH method by comparing it with strategies based on independent random numbers, common random numbers, and the Schruben‐Margolin assignment rule. In addition, variance reduction with LH sampling can be guaranteed for an important class of two‐stage problems which includes the classical capacity expansion model. © 1999 John Wiley & Sons, Inc. We discuss the problem of scheduling several jobs on a single machine with the objective of minimizing the weighted mean absolute deviation of flow times around the weighted mean flow time. We first show that the optimal schedule is W-shaped. For the unweighted case, we show that all optimal schedules are V-shaped. This characterization enables us to show that the problem is NP-hard. We then provide a pseudopolynomial algorithm for the unweighted problem. Finally, we consider three heuristic algorithms for the unweighted problem and report computational experience with these algorithms. © 1998 John Wiley & Sons, Inc. Put-to-light order picking systems invert the basic logic of conventional picker-to-parts systems. Instead of successively visiting the storage positions of the stock keeping units (SKUs) when collecting picking orders, an order picker accompanies successive bins each containing multiple items of a specific SKU along a lane of subsequent orders. Whenever the picker passes an order requiring the current SKU, which is indicated by a light signal, she puts the requested number of items into the bin associated with the order. Such an order picking system is well-suited if the assortment is not overly large and all orders demand similar SKUs, so that it is mainly applied in distribution centers of brick-and-mortar retail chains. This paper evaluates four different setups of put-to-light systems, which, during operations, require the solution of different storage assignment and SKU sequencing problems. We formulate these problems, prove computational complexity, and suggest suited solution algorithms. By applying these algorithms in a comprehensive computational study, we benchmark the impact of the four different setups on picking performance. In this way, warehouse managers receive decision support on how to set up their put-to-light systems.  相似文献

In 1841 Henry Wilkinson in his book Engines of War and William Greener in The Science of Gunnery describe a range of methods then in use for shaping the outside of gun barrels after the barrel forging process, ranging from manual off-hand grinding to the use of precision machines. In the same year G. & J. Rennie published the design of their state-of-the-art lathe that was capable of turning complex and dished barrel forms. This built upon the earlier work of both Henry Nock and John Jones. In the early years of the 19th century both Britain, at Enfield and other locations, and the USA, at Harpers Ferry and Springfield, began to introduce barrel-turning technology. This paper uses measurements taken from a significant number of military barrels made by several makers, and also newly exposed information about Henry Nock and the Enfield Factory of 1815, to understand better the technologies that were applied to military flintlock barrel finishing from the 1780s to the 1840s, and particularly during the major wars of 1793–1815, when high output was paramount. Measurements both of barrel form and out-of-roundness are presented. These allow the interpretation of the techniques being used by different makers at different locations, and raise questions about the purpose and achievement of the complex dished barrel forms found on British military flintlock muskets. This approach also allows us to better describe the earliest factory on the Enfield site, one of the most significant sites in the wider history of UK manufacturing.  相似文献

How much does the United States care about nonproliferation? Recent scholarship suggests that the fear of spreading nuclear weapons was central to the US grand strategy in the Cold War. In one important case, however, this argument does not hold. This article draws on theoretical debates and newly declassified archives to demonstrate the primacy of geopolitics over nonproliferation in Washington’s policy toward India and Pakistan. Despite their rhetoric, Democratic and Republican leaders consistently relegated nonproliferation to the backburner whenever it conflicted with other strategic goals. Moreover, they inadvertently encouraged proliferation in South Asia at three inter-connected levels: technology, security, and identity.  相似文献

Mediators increase the effectiveness of negotiation processes. The art of mediation includes interpersonal skills, ability to convince, and proficiency in argumentation. The science of mediation represents an analytical approach to problem solving, a systematic analysis of the process, of players' positions, and of their goals, aspirations, and concessions. Analytical tools for mediation can be used by mediators, but these tools can also support negotiators in their analysis, verification of their positions, and choices. The knowledge of effective and safe alternatives, of sets of compromises, and the knowledge of the possible outcomes of concessions may be used to develop an effective strategy and to increase a negotiator's bargaining power. Models to analyze alternatives, to verify concessions made by the opponents, to determine effective alternatives, and to search for solutions that yield mutual gains, to aggregate opponents' proposals, to look for coalition members, and to simulate some of the actions of a mediator are discussed in the article.  相似文献

A carrier battle group is operating in an area where it is subject to attack by enemy aircraft. It is anticipated that air raids will occur in large waves. The uncertain time between raids is available for the replenishment of supplies. We consider the problem of how best to schedule ammunition replenishment during this period. The theory of Gittins indices provides the technical background to the development of a range of models which yield a hierarchy of index-based heuristics for replenishment. One such heuristic is assessed computationally in a more realistic scenario than is explicitly allowed for by the models.  相似文献
