We consider the problem of assigning alternatives evaluated on several criteria into ordered categories C1,C2,…,Cp. This problem is known as the multi‐criteria sorting problem and arises in many situations such as classifying countries into different risk levels based on economical and socio‐political criteria, evaluating credit applications of bank customers. We are interested in sorting methods that are grounded on the construction of outranking relations. Among these, the Electre Tri method requires defining multidimensional profiles that represent the “frontier” separating consecutive categories Ch and Ch+1, and assigns an alternative to categories according to how it compares to each of the profiles. The explicit specification of the profiles of consecutive categories can be difficult for decision makers. We develop a new outranking based sorting method that does not require the explicit definition of profiles. We instead require the decision maker to assign a subset of reference alternatives to the categories. To assign the remaining alternatives, each such alternative is compared to reference alternatives, and assigned to categories accordingly. © 2008 Wiley Periodicals, Inc. The client‐contractor bargaining problem addressed here is in the context of a multi‐mode resource constrained project scheduling problem with discounted cash flows, which is formulated as a progress payments model. In this model, the contractor receives payments from the client at predetermined regular time intervals. The last payment is paid at the first predetermined payment point right after project completion. The second payment model considered in this paper is the one with payments at activity completions. The project is represented on an Activity‐on‐Node (AON) project network. Activity durations are assumed to be deterministic. The project duration is bounded from above by a deadline imposed by the client, which constitutes a hard constraint. The bargaining objective is to maximize the bargaining objective function comprised of the objectives of both the client and the contractor. The bargaining objective function is expected to reflect the two‐party nature of the problem environment and seeks a compromise between the client and the contractor. The bargaining power concept is introduced into the problem by the bargaining power weights used in the bargaining objective function. Simulated annealing algorithm and genetic algorithm approaches are proposed as solution procedures. The proposed solution methods are tested with respect to solution quality and solution times. Sensitivity analyses are conducted among different parameters used in the model, namely the profit margin, the discount rate, and the bargaining power weights. © 2009 Wiley Periodicals, Inc. We study the assignment of flexible servers to stations in tandem lines with service times that are not necessarily exponentially distributed. Our goal is to achieve optimal or near‐optimal throughput. For systems with infinite buffers, it is already known that the effective assignment of flexible servers is robust to the service time distributions. We provide analytical results for small systems and numerical results for larger systems that support the same conclusion for tandem lines with finite buffers. In the process, we propose server assignment heuristics that perform well for systems with different service time distributions. Our research suggests that policies known to be optimal or near‐optimal for Markovian systems are also likely to be effective when used to assign servers to tasks in non‐Markovian systems. © 2010 Wiley Periodicals, Inc. The swearing in of Donald Trump as the 45th President of the United States presages, at the very least, a period of flux in American strategy with respect to the relationship between nuclear weapons and alliances. In this response to three thoughtful rejoinders to our article, “Nuclear weapons, the United States and alliances in Europe and Asia: Toward an institutional perspective,” we clarify key aspects of our argument and discuss why alliance institutions are likely to be relatively robust in the face of change, how they can influence national decision-making, and argue that they may exert a moderating influence over the new administration.  相似文献

In two landmark articles, longtime scholars Kenneth N. Waltz and Thomas C. Schelling have re-emphasized the utility of nuclear deterrence over nuclear nonproliferation (Waltz) and nuclear disarmament (Schelling). While the thrust of the articles is seemingly different, both are rooted in the same intellectual ground: an epistemology that assumes problem-free inferences, drawn from past experiences, are applicable in future scenarios; a foundational rooting in strategic rationality that entangles them in unsolvable contradictions concerning comparable risks of different nuclear constellations, namely deterrence versus proliferation and disarmament; and a bias in framing the empirical record that makes nuclear deterrence more conducive to security than nuclear disarmament. The common normative-practical denominator, then, is to let a nuclear weapon-free world appear both less desirable and less feasible than it might actually be.  相似文献

ABSTRACT

Perception research can make a valuable contribution to the study of the local dimension in EU peacebuilding. The conceptual framework developed in this article distinguishes between perceptions of the “legitimacy,” “effectiveness,” and “credibility” of EU peacebuilding practices, which are crucial factors for successful peacebuilding. Relying on the case of the EU’s support for security sector reform (SSR) in Palestine, this article shows that local stakeholders—which participate in various EU-sponsored training and capacity-building programs—display considerable support for liberal peacebuilding norms. Yet, perceived discrepancies between the EU’s peacebuilding rhetoric and its SSR activities have severely undermined the potential of the EU’s liberal peacebuilding model in the eyes of Palestinian stakeholders. Critical local perceptions are frequently articulated with reference to the EU’s own liberal peacebuilding discourse, pointing to a lack of inclusiveness of the SSR process and deficits in terms of democratic governance and the rule of law.  相似文献

This article proposes new location models for emergency medical service stations. The models are generated by incorporating a survival function into existing covering models. A survival function is a monotonically decreasing function of the response time of an emergency medical service (EMS) vehicle to a patient that returns the probability of survival for the patient. The survival function allows for the calculation of tangible outcome measures—the expected number of survivors in case of cardiac arrests. The survival‐maximizing location models are better suited for EMS location than the covering models which do not adequately differentiate between consequences of different response times. An analysis of the security vetting files of 19 employees within a South African national department who had been found guilty of financial misconduct in the last five years uncovered that the existing security vetting processes did not detect the financial misconduct of which these employees have been found guilty. This research sets out to establish whether security vetting can be extended to include the detection of financial misconduct within the department and, if so, how. Moreover, if security vetting can indeed be so extended, can it possibly enhance the management of fraud risk across all South African public sector departments? Qualitative interviews were conducted with 27 employees who are key to fraud risk management and security vetting within the researched department. During the interviews, the following five themes emerged: (1) the reasons why employees commit financial misconduct; (2) why it is not detected by the security vetting process; (3) the potential alignment of the security vetting process to facilitate the detection of financial misconduct; (4) the following through on security vetting findings; and (5) sharing these findings with the internal audit and risk management functions within state departments. These themes were probed and are reported on, establishing firstly that security vetting can indeed be extended to include the detection of financial misconduct within the researched department, and secondly that it can enhance the management of fraud risk across all South African public sector departments, given the specific mandate of the State Security Agency (SSA) and the national security vetting strategy.  相似文献

America’s alliances in Europe and East Asia all involve some institutional cooperation on U.S. nuclear weapons policy, planning or employment—from consultative fora in Asia to joint policy and sharing of nuclear warheads in NATO. Such cooperation is often analyzed through the prism of “extended nuclear deterrence,” which focuses on the extension of U.S. security guarantees and their effect on potential adversaries. This article argues that this underplays the importance of institutional factors: Allies have historically addressed a range of objectives through such cooperation, which has helped to catalyze agreements about broader alliance strategy. The varied form such cooperation takes in different alliances also flows from the respective bargaining power of allies and the relative importance of consensus, rather than perceived threats. The article concludes that nuclear weapons cooperation will remain crucial in successful U.S. alliance management, as allies negotiate their relationship with each other in the face of geostrategic change.  相似文献
