Strategic terrorism: The framework and its fallacies   总被引:1,自引:0,他引:1  
This article seeks to lay out a comprehensive framework by which those who utilize a campaign of strategic terrorism seek to attain their ends. It identifies a distinctive modus operandi: 1) disorientation: to alienate the authorities from their citizens, reducing the government to impotence in the eyes of the population; 2) target response: to induce a target to respond in a manner that is favorable to the insurgent cause; 3) gaining legitimacy: to exploit the emotional impact of the violence to insert an alternative political message. By elucidating the strategy of terrorism, the analysis also reveals its inherent limitations. Resting on the premise that a militarily more powerful adversary will in some way feel restrained from bringing the full force of its military superiority to bear, the strategy relies exclusively on the exploitation of the psychological effects of armed action, thereby rendering it vulnerable to those who are willing to view the resolution of clashes of interest principally in terms of the tangibles of military power.  相似文献

Fourth Generation Warfare is a theory of contemporary warfare that posits a number of different ideas that are able to shed light on current conflicts. Whilst much of the debate has been concentrated on the linear development of warfare and also on analysis of the current situation of US forces in Iraq, it has resonance for a number of different conflicts taking place in Africa, if only because the US has become involved in contemporary conflicts in Somalia and the Mahgreb. There are clearly significant issues with the US-centric, flawed linear approach to history, but the actual analysis of modes of warfare has much to offer policymakers in a continent that is under-represented in the literature, and is also in danger of being forgotten in the shadow of analysis of Iraq. This paper moves on from criticising the stepped approach to history and looks at patterns of warfare in contemporary Africa, arguing that there is much in the theory that could be used to explain seemingly illogical tactics or patterns, and thus has much to tell policymakers engaged in conflict analysis.

In the aftermath of Israel's stunning victory over Egyptian, Jordanian and Syrian forces during the 1967 Six-Day War, accolades for the victory were often showered upon the Israeli Air Force (IAF). Indeed, many believed that it had been Israeli air power that had been the decisive element in the war by first eliminating the Arab air forces and then obliterating the Arab armies in turn. While the IAF did play an extremely important role in the fighting, it was not the decisive element of Israeli victory, and its impact was felt in very different ways from the common perception. Indeed, an appreciation of the true role of Israeli air power in the war reinforces both the importance of psychological factors in combat, and the ability of air forces to have a psychological impact disproportionate to their physical impact.  相似文献

Unlike many African populations, the overwhelming majority of the Somalis are part of a single, homogeneous ethnic group. All Somalis are Muslim and share the same language and culture. Nevertheless, one of the most terrible civil wars in Africa has been waged in this country for more than two decades. Somalia has been without a functioning central government since the late dictator General Mohamed Siad Barre was ousted in 1991. This essay examines the root causes of the Somali conflict and analyses some of the obstacles that have plagued peace efforts for the last fourteen years. Finally, it identifies peace-building strategies that could help establish durable peace in Somalia. We argue that competition for resources and power, repression by the military regime and the colonial legacy are the background causes of the conflict. Politicised clan identity, the availability of weapons and the presence of a large number of unemployed youth have exacerbated the problem. With regard to the obstacles to peace, we contend that Ethiopia's hostile policy, the absence of major power interest, lack of resources and the warlords' lack of interest in peace are the major factors that continue to haunt the Somali peace process. Finally, we propose ambitious peace-building strategies that attempt to address the key areas of security, political governance, economic development and justice in order to build a durable peace in Somalia.  相似文献
