We study the problem of capacity exchange between two firms in anticipation of the mismatch between demand and capacity, and its impact on firm's capacity investment decisions. For given capacity investment levels of the two firms, we demonstrate how capacity price may be determined and how much capacity should be exchanged when either manufacturer acts as a Stackelberg leader in the capacity exchange game. By benchmarking against the centralized system, we show that a side payment may be used to coordinate the capacity exchange decisions. We then study the firms' capacity investment decisions using a biform game framework in which capacity investment decisions are made individually and exchange decisions are made as in a centralized system. We demonstrate the existence and uniqueness of the Nash equilibrium capacity investment levels and study the impact of firms' share of the capacity exchange surplus on their capacity investment levels.© 2007 Wiley Periodicals, Inc. Many logistics systems operate in a decentralized way, while most optimization models assume a centralized planner. One example of a decentralized system is in some sea cargo companies: sales agents, who share ship capacity on a network, independently accept cargo from their location and contribute to the revenue of the system. The central headquarters does not directly control the agents' decisions but can influence them through system design and incentives. In this paper, we model the firm's problem to determine the best capacity allocation to the agents such that system revenue is maximized. In the special case of a single‐route, we formulate the problem as a mixed integer program incorporating the optimal agent behavior. For the NP‐hard multiple‐route case, we propose several heuristics for the problem. Computational experiments show that the decentralized system generally performs worse when network capacity is tight and that the heuristics perform reasonably well. We show that the decentralized system may perform arbitrarily worse than the centralized system when the number of locations goes to infinity, although the choice of sales incentive impacts the performance. We develop an upper bound for the decentralized system, where the bound gives insight on the performance of the heuristics in large systems. © 2007 Wiley Periodicals, Inc. We consider a two‐echelon inventory system with a manufacturer operating from a warehouse supplying multiple distribution centers (DCs) that satisfy the demand originating from multiple sources. The manufacturer has a finite production capacity and production times are stochastic. Demand from each source follows an independent Poisson process. We assume that the transportation times between the warehouse and DCs may be positive which may require keeping inventory at both the warehouse and DCs. Inventory in both echelons is managed using the base‐stock policy. Each demand source can procure the product from one or more DCs, each incurring a different fulfilment cost. The objective is to determine the optimal base‐stock levels at the warehouse and DCs as well as the assignment of the demand sources to the DCs so that the sum of inventory holding, backlog, and transportation costs is minimized. We obtain a simple equation for finding the optimal base‐stock level at each DC and an upper bound for the optimal base‐stock level at the warehouse. We demonstrate several managerial insights including that the demand from each source is optimally fulfilled entirely from a single distribution center, and as the system's utilization approaches 1, the optimal base‐stock level increases in the transportation time at a rate equal to the demand rate arriving at the DC. © 2011 Wiley Periodicals, Inc. Given a number of patrollers that are required to detect an intruder in a channel, the channel patrol problem consists of determining the periodic trajectories that the patrollers must trace out so as to maximized the probability of detection of the intruder. We formulate this problem as an optimal control problem. We assume that the patrollers' sensors are imperfect and that their motions are subject to turn‐rate constraints, and that the intruder travels straight down a channel with constant speed. Using discretization of time and space, we approximate the optimal control problem with a large‐scale nonlinear programming problem which we solve to obtain an approximately stationary solution and a corresponding optimized trajectory for each patroller. In numerical tests for one, two, and three underwater patrollers, an underwater intruder, different trajectory constraints, several intruder speeds and other specific parameter choices, we obtain new insight—not easily obtained using simply geometric calculations—into efficient patrol trajectory design under certain conditions for multiple patrollers in a narrow channel where interaction between the patrollers is unavoidable due to their limited turn rate.© 2011 Wiley Periodicals, Inc. This article offers a new analysis of radionuclide and hydroacoustic data to support a low-yield nuclear weapon test as a plausible explanation for the still contentious 22 September 1979 Vela Incident, in which U.S. satellite Vela 6911 detected an optical signal characteristic of an atmospheric nuclear explosion over the Southern Indian or Atlantic Ocean. Based on documents not previously widely available, as well as recently declassified papers and letters, this article concludes that iodine-131 found in the thyroids of some Australian sheep would be consistent with them having grazed in the path of a potential radioactive fallout plume from a 22 September low-yield nuclear test in the Southern Indian Ocean. Further, several declassified letters and reports which describe aspects of still classified hydroacoustic reports and data favor the test scenario. The radionuclide and hydroacoustic data taken together with the analysis of the double-flash optical signal picked up by Vela 6911 that was described in a companion 2017 article (“The 22 September 1979 Vela Incident: The Detected Double-Flash”) can be traced back to sources with similar spatial and temporal origins and serve as a strong indicator for a nuclear explosion being responsible for the 22 September 1979 Vela Incident.  相似文献

This article is the latest in a series of published articles systematically examining Afghan Presidential and legislative elections. Structural problems including fraud, ethno-linguistic block voting, and the Single Non-Transferable Vote have had significant impacts on the development of Afghan democratic elections. The challenge now facing the current Afghan government and future elections is the daunting task of uniting the Afghan people while not repeating the electoral mistakes of the past. The tricky balancing act of fostering an overarching national identity without being perceived as privileging particular identities requires strong leadership and a willingness to challenge traditional ethnic, linguistic, and religious norms when need be. Karzai and Ghani Administrations have seriously failed relative to this dynamic.  相似文献

Kenya’s decision to close the Dadaab refugee camp complex highlights structural flaws in the international refugee regime. While much attention has been paid to Kenya’s reasoning, less has been given to the reactions of organisations and states. Given the state’s primacy in the international system and uncertainty about refugees, Kenya’s decision is perhaps unsurprising. It is contended that the stakeholders were unprepared because of path dependence and disbelief that Kenya would repatriate the refugees. While stakeholder reactions arguably demonstrate concern for refugees, the international refugee regime remains unquestioned, sustaining revenue streams that may fuel corruption, encourage lengthy encampment and prolong conflict.  相似文献

With the failure of liberal peace strategies in the Global South, resilience has recently become the risk management strategy par excellence in peacebuilding. Since it is not possible to predict when the next crisis will take place, peacebuilders must invest in bottom-up adaptive capacities to cope with external shocks. This article moves away from governmentality accounts of resilience which are overtly deterministic and depoliticizing. Instead, it posits that the uncertainty, ambiguity, and complexity associated with resilience mean that we should expect opportunities for contestation and institutional agency. This argument will be illustrated by drawing upon the European Union’s adoption of the resilience approach in its peacebuilding and security policies. The article argues that while uncertainty, ambiguity, and complexity constitute the ontological conditions that underpin the rise of resilience in peacebuilding, they are also likely to lead to its potential demise.  相似文献
