Democratic rule requires, amongst other things, orderly civil-military relations. Zambia's military, with some exceptions, have generally remained under firm civilian control, unlike many forces in the region. Initially the military was based on the British colonial model but during the struggle for independence the force was indigenised. Instead of representing a colonial power, the military came to represent a specific political viewpoint: one party participatory democracy. President Kaunda, the leader of UNIP, was chiefly responsible for the politicisation of the military and ensuring its loyalty to the ruling party. Quasi-military institutions such as the Combined Cadet Force and the Home Guard Unit were useful links between civilian and military personnel. When Frederick Chiluba, leader of the MMD, took over in 1991 he tried to make the military more professional and curb its power over civilian affairs. A defence council and parliamentary regulation were instituted to avoid further military coups. 相似文献

Nuclear deterrence is sometimes treated as a known quantity—a definite thing that keeps us safe and ensures our security. It has also often been used as a justification for possessing nuclear weapons. Nuclear deterrence, however, is based on an unexamined notion: the belief that the threat to destroy cities provides decisive leverage. An examination of history (including recent reinterpretations of the bombing of Hiroshima) shows that destroying cities rarely affects the outcome of wars. How is it possible that an action that is unlikely to be decisive can make an effective threat? Recent work on terrorism suggests that attacks against civilians are often not only ineffective but also counterproductive. And a review of the practical record of nuclear deterrence shows more obvious failures than obvious successes. Given this, the record of nuclear deterrence is far more problematic than most people assume. If no stronger rationale for keeping these dangerous weapons can be contrived, perhaps they should be banned. 相似文献

The threat posed by the proliferation of weapons of mass destruction is real and urgent. Combating this threat requires a new and comprehensive approach by the federal government. This article proposes two dual‐ascent algorithms and uses each in combination with a primal drop heuristic embedded within a branch and bound framework to solve the uncapacitated production assembly distribution system (i.e., supply chain) design problem, which is formulated as a mixed integer program. The insurgency in southern Thailand has proven to be intractable over the last few years. The insurgents, who comprise several different groups, have largely retained the initiative in a series of relatively unsophisticated operations. Although involving ethnic Malay Muslims – and marked by an increasingly strong Islamist ideology – the insurgency has been predominantly ethnic rather than religious. External jihadist involvement has been minimal at best. The recent coup in Thailand may improve the odds of reaching some form of accommodation with the southern insurgents; but it is likely that the south will remain a continuing security problem for Bangkok. 相似文献

Multiple ethnic insurgencies have existed in Myanmar since independence. The military junta's response has been extremely brutal at the tactical level, but has shown some political astuteness at the strategic level, with a series of ceasefires with most of the ethnic groups. Despite these ceasefires – most of which have resulted in the continued existence of quasi-independent armed groups – other ethnic movements have continued their armed operations.
