This paper introduces a general or “distribution‐free” model to analyze the lifetime of components under accelerated life testing. Unlike the accelerated failure time (AFT) models, the proposed model shares the advantage of being “distribution‐free” with the proportional hazard (PH) model and overcomes the deficiency of the PH model not allowing survival curves corresponding to different values of a covariate to cross. In this research, we extend and modify the extended hazard regression (EHR) model using the partial likelihood function to analyze failure data with time‐dependent covariates. The new model can be easily adopted to create an accelerated life testing model with different types of stress loading. For example, stress loading in accelerated life testing can be a step function, cyclic, or linear function with time. These types of stress loadings reduce the testing time and increase the number of failures of components under test. The proposed EHR model with time‐dependent covariates which incorporates multiple stress loadings requires further verification. Therefore, we conduct an accelerated life test in the laboratory by subjecting components to time‐dependent stresses, and we compare the reliability estimation based on the developed model with that obtained from experimental results. The combination of the theoretical development of the accelerated life testing model verified by laboratory experiments offers a unique perspective to reliability model building and verification. © 1999 John Wiley & Sons, Inc. Scheduling a set of n jobs on a single machine so as to minimize the completion time variance is a well‐known NP‐hard problem. In this paper, we propose a sequence, which can be constructed in O(n log n) time, as a solution for the problem. Our primary concern is to establish the asymptotical optimality of the sequence within the framework of probabilistic analysis. Our main result is that, when the processing times are randomly and independently drawn from the same uniform distribution, the sequence is asymptotically optimal in the sense that its relative error converges to zero in probability as n increases. Other theoretical results are also derived, including: (i) When the processing times follow a symmetric structure, the problem has 2⌊(n−1)/2⌋ optimal sequences, which include our proposed sequence and other heuristic sequences suggested in the literature; and (ii) when these 2⌊(n−1)/2⌋ sequences are used as approximate solutions for a general problem, our proposed sequence yields the best approximation (in an average sense) while another sequence, which is commonly believed to be a good approximation in the literature, is interestingly the worst. © 1999 John Wiley & Sons, Inc. MOZAMBIQUE     
Mozambique is widely regarded as a success story. The parliamentary and presidential lections in 1994 marked the peak of the peace process in Mozambique. Despite minor irregularities, the elections were declared free and fair by international observers. Mozambique has succeeded where other countries such as Angola has failed—a stable peace process, multiparty elections and the transformation of the armed opposition into a civil political party. Its transition to liberalism and capitalism brought macro-economic growth rates that are probably envied by many countries in the region. This article argues, however, that Mozambique provides an example of a third wave democracy where the transition from in electoral democracy to a consolidated democracy has not yet been completed, with little progress towards democratic maturity. In particular, the repercussions of the elections in 1999, Mozambique's ‘black’ November in 2000 and the process of recent consultation between the and Frelimo leadership in order to resolve the paralysed state of Mozambican politics underline a tendency towards a permanent entrenchment of democratic minimalism.  相似文献

Conflict resolution processes must meet certain prerequisites and conditions. Unless the warring parties or the mediators meet, it will be difficult to find lasting and just solutions to the conflicts in the Horn (Djibouti, Eritrea and Ethiopia, and Somalia). Most of these conflicts have ethnic or religious components and also have a lot do with the nature of the government institutions and the power distribution among the communities within these states. Identifying the main causes of the conflict and the issues involved in each country is a very necessary first step toward peace. Secondly, conditions have to be identified that would make the current peace agreements work. This includes identifying the specific problems faced by the parties involved; ascertaining the validity of the mechanisms through which the problems will be overcome; and planning how the agreements will be maintained. The knowledge that mediators have about the conflict is often as important as the actual meeting of parties at the negotiation table. This article also evaluates the peace initiatives underway in the Horn and attempts to identify the apparent reasons that prevented their implementation.  相似文献

Abstract

This paper examines the impact of civil war on military expenditure. We employ two measures of military expenditure: the share of military expenditure in general government expenditure and the logarithm of military expenditures. We would reasonably expect a priori that military expenditure as a share of general government expenditure increases during a civil war and that such increases would taper off over the duration of a civil war. We also explore whether the termination of a civil war induces a decline in the share of military expenditure as a share of the general government expenditure in the short-run. We find evidence the of share of military expenditure increases during a civil war and falls in the year succeeding the end of a civil war, and, in particular, if a war ends in a peace treaty. The level of military expenditures, however, rises during civil wars and does not appear to decline in the short-term after the end of a civil war.  相似文献

Since 2002 the Colombian government has been implementing a series of policy initiatives that have sought to coordinate state resources in a neo-classical counterinsurgency approach to fight the country's main insurgent group, the Fuerzas Armadas Revolucionarias de Colombia (FARC), and recover and consolidate the territory. Despite impressive operational successes against the insurgency and other illegal groups, the government has been unable to reassert its control and build legitimacy via the state-building effort known as ‘Consolidación’, in some of the most recalcitrant areas of the country. This article examines two areas where government efforts at consolidation appear to be failing to discuss the limits of COIN theory and practice.  相似文献

Why should deployment affect re‐enlistment? In our model, members enter the military with naïve beliefs about deployment and use actual deployment experience to update their beliefs and revise their expected utility of re‐enlisting. Empirically, re‐enlistment is related to the type and number of deployments, consistent with the learning model. Non‐hostile deployment increases first‐term re‐enlistment but hostile deployment has little effect except for the Army, where the effect is positive. Both types increase second‐term re‐enlistment. Interestingly, first‐term members with dependants tend to respond to deployment like second‐term members. In addition, deployment acts directly to affect re‐enlistment, not indirectly through time to promotion.  相似文献

The global defense‐industrial sector reflects the hierarchy of power in the post‐Cold War world. As in the larger international system, the United States plays the dominant role in the defense sector as well. It is a comparative advantage often used by US policymakers to influence the foreign policy behavior of other states. Curiously, the radical concentration of the world’s defense industrial sector, as described here, has received relatively little scrutiny from either academia or the media, even though it not only reflects the international order but provides the United States with considerable leverage in it.  相似文献

We study the environmental regulation of industrial activities that are organized as projects. Applications arise in construction, ship and aircraft building, and film making, among other industries. Relative to manufacturing, environmental regulation is different in project‐based industries, due to the uniqueness and geographical diversity of projects, and a lack of product takeback programs. Because the amount of waste and pollution generated by project companies can be large, regulators need environmental policies to ensure reduction of waste and pollution. We consider a regulator who attempts to maximize social welfare. We model this problem as a bilevel nonlinear program. The upper level regulator specifies waste reduction targets, which the lower level project companies meet using waste stream reduction and remediation of pollution, while attempting to control their project costs. We find that high waste diversion targets lead to outcomes with little pollution, but excessive project costs and only modest waste stream reduction. Projects that have lower task precedence density, or that have pollutants with different environmental impacts, show larger increases in project cost and time resulting from regulation. We describe a subsidy for waste stream reduction that coordinates the system, and we estimate the value of coordination. We also describe a bonus that encourages truthful reporting by project companies, and evaluate the relative cost and effectiveness of the subsidy and the bonus. © 2015 Wiley Periodicals, Inc.
