This article examines the debates in Israel between 2009 and 2013 over Iran’s nuclear programme as a reflection of a particular type of civil–military or civil–security relationship. It analyses how key actors within that relationship – particularly those with an intelligence background – engaged with media outlets in Israel and further afield to influence domestic and international opinion over how best to contain Iran’s nuclear ambitions. In so doing, it seeks to address one fundamental question: are governments in Jerusalem any longer the final arbiters over deciding what is in the national security interests of the State of Israel? 相似文献

This study examines the failures of the William J. Clinton and Barack Obama administrations to secure ratification of the Comprehensive Nuclear-Test-Ban Treaty (CTBT). It applies an integrated analytical framework for assessing treaty ratification that builds upon previous research in order to understand why the Clinton administration failed to achieve CTBT ratification in 1999 and why the Obama administration has so far failed to advance the treaty in the Senate. The study concludes that CTBT ratification, despite Obama administration pledges of support, remains highly unlikely. Finally, the study analyzes the common domestic political factors present in both cases and suggests areas for further research. 相似文献

This article investigates the little-known plans formulated by Harold Wilson's Labour government to deploy Polaris submarines in the Indo-Pacific region. The scheme was first proposed in 1965 as a response to several problems faced by British policy-makers, including China's acquisition of a nuclear capability, Britain's wish to maintain a meaningful position ‘East of Suez’ at reduced cost, and German pressure for equal treatment within NATO on nuclear matters. Despite extensive high-level discussion, the plans were finally abandoned in mid-1968, as Labour moved more decisively to forsake the world role. 相似文献

A plethora of arguments from the ‘public choice school’ suggest that public goods are ‘under‐supplied’ by comparison with public sector provision of more private goods. The implication is that rent seeking by the ‘military‐industrial complex’ serves, in some measure, to offset potential allocative inefficiency. In this paper a comparison of rent seeking by producers of public goods and producers of private goods identifies a bias that favours public good supply. The bias results from the different way in which collective demand for public goods and for private goods is expressed. The prospect of larger rents to the ‘military‐industrial complex’ implies greater rent‐seeking expenditures in this sector. The extent to which public goods (and, in particular, defence) are ‘under supplied’ is much exaggerated. 相似文献
