ABSTRACTThe practice of dispatching teams of police advisors to other states to build or train foreign security forces began at the end of the nineteenth century, yet there exists no definitive history of the practice, or any definitive theoretical approach underpinning why such missions succeed or fail. Drawing upon their recent edited book on expeditionary police advising, and by examining the donor or sending states, the host nations, and the use of police in counterinsurgency situations, the authors present some key reasons why such missions fail, and lay some groundwork for additional study of this important subject. 相似文献

A variant of established work on the demand for military expenditure is developed based on a practical concept of fiscal space from the perspective of short-term government choices concerning public expenditures. A new indicator, referred to as fiscal capacity, is defined and used as a candidate explanatory variable in an empirical model of European defence spending over the 2007–2016 period. Fiscal capacity is found to outperform simpler measurements of economic conditions, notably GDP growth forecasts, in explaining changes in defence spending efforts as a share of GDP. Regarding security environment variables, the results suggest that Russia has recently come to be seen as a potential military threat by European nations, leading to defence spending increases, the more so the shorter the distance to stationed or deployed Russian forces, and particularly so by those European nations that have a land border with Russia. A prospective exercise is then carried out in order to assess the capacity of EU member states that are also members of NATO to reach NATO’s 2% goal for defence spending over a mid-term horizon. 相似文献

The 1981 Defence Review undertaken by John Nott as Secretary of State for Defence controversially and dramatically cut the capabilities of the Royal Navy’s surface fleet. Many of those involved in these decisions have emphasised the budgetary and politico-strategic drivers for these reductions in capability, and the first generation of academic analysis has broadly followed this position. However, recently released government and private archival sources demonstrate that Nott’s review was initially much more severe than thought, and that this was due as much to the presumptions and assumptions of the key decision makers as to any strategic or budgetary factors. 相似文献

An inventory system that consists of a depot (central warehouse) and retailers (regional warehouses) is considered. The system is replenished regularly on a fixed cycle by an outside supplier. Most of the stock is direct shipped to the retailer locations but some stock is sent to the central warehouse. At the beginning of any one of the periods during the cycle, the central stock can then be completely allocated out to the retailers. In this paper we propose a heuristic method to dynamically (as retailer inventory levels change with time) determine the appropriate period in which to do the allocation. As the optimal method is not tractable, the heuristic's performance is compared against two other approaches. One presets the allocation period, while the other provides a lower bound on the expected shortages of the optimal solution, obtained by assuming that we know ahead of time all of the demands, period by period, in the cycle. The results from extensive simulation experiments show that the dynamic heuristic significantly outperforms the “preset” approach and its performance is reasonably close to the lower bound. Moreover, the logic of the heuristic is appealing and the calculations, associated with using it, are easy to carry out. Sensitivities to various system parameters (such as the safety factor, coefficient of variation of demand, number of regional warehouses, external lead time, and the cycle length) are presented. © 2005 Wiley Periodicals, Inc. The MAD model presents a mathematic treatment of the relationship between aircraft reliability and maintainability, system manning and inspection policies, scheduling and sortie length, and aircraft downtime. Log normal distributions are postulated for subsystem repair times and simultaneous repair of malfunctions is assumed. The aircraft downtime for maintenance is computed with the distribution of the largest of k log normal distributions. Waiting time for maintenance men is calculated either by using a multiple-channel queuing model or by generating the distribution of the number of maintenance men required and comparing this to the number of men available to determine the probability of waiting at each inspection. 相似文献

An availability‐oriented approach has been developed to decide when to replace an aging system. For an existing system, it is optimal to operate another year if and only if the incremental cost per available year is less than the lifetime average cost per available year of a new aircraft. We illustrate our approach using United States Air Force KC‐135 tanker data. In demonstrating our approach, we find it will be optimal to replace the KC‐135 by the end of the decade. 相似文献

A nonparametric selection procedure ??bs was proposed by Bechhofer and Sobel (1958) and studied by Dudewicz (1971) in comparison with other procedures under normal and uniform alternatives. He found ??BS always required larger sample sizes, sometimes substantially so. For 2-point populations we find more extreme results. We also find that ??BS may be substantially better than reasonable competitors designed specifically for 2-point populations.
