This paper addresses optimal power allocation in a wireless communication network under uncertainty. The paper introduces a framework for optimal transmit power allocation in a wireless network where both the useful and interference coefficients are random. The new approach to power control is based on a stochastic programming formulation with probabilistic SIR constraints. This allows to state the power allocation problem as a convex optimization problem assuming normally or log‐normally distributed communication link coefficients. Numerical examples illustrate the performance of the optimal stochastic power allocation. Stochastic dynamic programming models are attractive for multireservoir control problems because they allow non‐linear features to be incorporated and changes in hydrological conditions to be modeled as Markov processes. However, with the exception of the simplest cases, these models are computationally intractable because of the high dimension of the state and action spaces involved. This paper proposes a new method of determining an operating policy for a multireservoir control problem that uses stochastic dynamic programming, but is practical for systems with many reservoirs. Decomposition is first used to reduce the problem to a number of independent subproblems. We consider scheduling problems involving two agents (agents A and B), each having a set of jobs that compete for the use of a common machine to process their respective jobs. The due dates of the A‐jobs are decision variables, which are determined by using the common (CON) or slack (SLK) due date assignment methods. Each agent wants to minimize a certain performance criterion depending on the completion times of its jobs only. Under each due date assignment method, the criterion of agent A is always the same, namely an integrated criterion consisting of the due date assignment cost and the weighted number of tardy jobs. Several different criteria are considered for agent B, including the maxima of regular functions (associated with each job), the total (weighted) completion time, and the weighted number of tardy jobs. The overall objective is to minimize the performance criterion of agent A, while keeping the objective value of agent B no greater than a given limit. We analyze the computational complexity, and devise polynomial or pseudo‐polynomial dynamic programming algorithms for the considered problems. The class of functions expressed as linear (not necessarily convex) combinations of negative exponential functions is dense in the set of all square integrable functions on the nonnegative reals. Because of this and resultant mathematical properties, linear combinations of exponential densities have excellent potential for wide application in stochastic modeling. This work documents the development and testing of a practical procedure for maximum-likelihood estimation for these generalized exponential mixtures. The algorithm offered for the problem is of the Jacobi type and guarantees that the result will provide a legitimate probability function of the prescribed type. A manpower planning model is presented that exploits the longitudinal stability of manpower cohorts. The manpower planning process is described.
