This article deals with the problem of setting priorities for the execution of maintenance packages at randomly occurring opportunities. These opportunities are of restricted duration, implying that only a limited number of packages can be executed. The main idea proposed is to set up a model for determining the optimal execution time for the individual maintenance packages and to develop cost criteria for deviations from the optimal time. In this article we use the block replacement model, but the approach can be easily extended to include other optimization models as well. We consider the problem of allotting locations in the geostationary orbit to communication satellites, subject to angle of elevation and electromagnetic interference constraints. An optimization framework is used as a means of finding feasible allotment plans. Specifically, we present a two-phase solution procedure for the satellite location problem (SLP). The objective in SLP is to allot geostationary orbital locations to satellites so as to minimize the sum of the absolute differences between the locations prescribed for the satellites and corresponding specified desired locations. We describe two heuristics, an ordering procedure and a k-permutation algorithm, that are used in tandem to find solutions to SLP. The Tactical Warfare Simulation Program is a procedure by which the major interactions among opposing military units and terrain features can be treated in a tactical limited warfare situation. It is a critical-area, sequence-of-event model and is programmed in SIM-SCRIPT. In this program a military unit is described by such properties as strength, size, location, velocity, and attrition rates. Some of the events which can occur to a military unit are entering/leaving terrain features, becoming engaged/disengaged with opposing units, retreating, reaching an objective, and breaking. The paper consists essentially of two parts. In the first part a linear economic impact model is presented whose structure is based on subcontracting flows. The structural coefficients are defined in terms of flows per area. The model is derived from two identities that are analogous to the income and expenditure identities of national income accounting. The parameters are prime contracts and when one or several of the prime contracts are changed, the model determines the impacts of such changes on the various regions that have been selected. The impacts can be combined with regional multipliers to derive changes in regional income and regional employment. Fragmentary data for this kind of model have been collected on a one-time basis by DOD in 1965 and some results based on the data are presented. The second part of the paper is concerned with normative economics. A scheme is suggested, called compensated procurement, that outlines how the Department of Defense might employ the impact model in a macroeconomic setting. The basic idea is that a stabilization fund be established to finance an array of potential projects which are contracted for to balance sudden shifts in defense demand. The rate of the disturbance may depend upon the current state of the system. Capacity expansion models are typically formulated in the context of some finite horizon. Because the firm lasts longer than the horizon, a bias can enter into the optimal solution from the model horizon chosen. Recently, Grinold [8] has proposed a “dual-equilibrium method” for ameliorating possible distortions. Although the dual-equilibrium method has superior analytical properties to other methods, it is conceptually more complex. This paper studies three tool replacement/operation sequencing strategies for a flexible manufacturing system over a finite time horizon: (1) failure replacement—replace the tool only upon failure, (2) optimal preventive tool replacement for a fixed sequence of operations, and (3) joint scheduling of the optimal preventive tool replacement times and the optimal sequence of operations. Stochastic dynamic decision models are used for strategies 2 and 3. The optimization criterion for strategies 2 and 3 is the minimization of the total expected cost over the finite time horizon. We will show through numerical studies that, with the same amount of information, the total expected costs can be reduced considerably by choosing an optimal strategy. Our conclusion is that in flexible manufacturing, optimal tool replacement and optimal operations sequencing are not separate issues.
