Assume the payoffs of a matrix game are concave in the index of the maximizing player. That player is shown to have an optimal strategy which uses at most two consecutive pure strategies, identifiable through approximate solution of a related continuous game. Most ammunition is produced long before its ultimate consumption and stored in a series of different depots for a considerably long period of time. During storage, the quality of the ammunition stockpile deteriorates proportionally to the condition of the depots. We view different conditions associated with a series of depots as step stress. A random effects logistic regression model is employed to predict the quality of ammunition stockpile in terms of the routing information such as a series of locations and duration of storage of ammunition lots. The resultant prediction model can be used to determine the appropriate time for reorder or renovation of ammunition before the quality becomes substandard. An example is given to illustrate the implementation procedure of the prediction model suggested in this article. © 1994 John Wiley & Sons, Inc.  相似文献

The gas turbine engine is used to power many different types of commercial and military aircraft. During the scheduled maintenance of these engines, many of the turbine components are replaced. Of particular importance to us is the replacement of nozzle guide vanes in the nozzle assembly section of the engine. Individual vanes are selected from inventory to make up sets, and each set must meet certain characteristics in order to be feasible. The vanes in each set must then be sequenced in order to meet additional criteria. In this article, we give heuristics for the above partitioning and sequencing problems. Empirical analyses, using actual data from a branch of the armed services and a major engine manufacturer, are used to evaluate the proposed heuristics. The results of these analyses indicate that the heuristics are effective.  相似文献

In this article, we study the Shewhart chart of Q statistics proposed for the detection of process mean shifts in start‐up processes and short runs. Exact expressions for the run‐length distribution of this chart are derived and evaluated using an efficient computational procedure. The procedure can be considerably faster than using direct simulation. We extend our work to analyze the practice of requiring multiple signals from the chart before responding, a practice sometimes followed with Shewhart charts. The results show that waiting to receive multiple signals severely reduces the probability of quickly detecting shifts in certain cases, and therefore may be considered a risky practice. An extensive literature on the effect of military expenditures on economic growth yields conflicting results. However, a crucial issue that has not been investigated in this context is the possible effect of inequality. The impact of military expenditures on economic growth in Turkey has also received substantial attention. Yet, the majority of these studies are not constructed based on a structural model, but rather examine the causality between the variables in question. Considering these two shortcomings in the literature and the lack of consistent results, this study attempts to provide further evidence for the relationship between military expenditures and economic growth for the case of Turkey by considering income inequality within an augmented Solow growth model. Our findings for the 1963–2008 period show that while income inequality has a positive impact on economic growth, military expenditures have no significant effect.  相似文献

Why do armies often fail to transmit and coherently apply lessons from their past? Using the concept of ‘layered organizational culture’, this article formulates a pioneering theoretical argument to explain how military organizations learn from their historical experience. Analysing empirical material from internal debates within the British Army, the article observes an inherent incompatibility between lessons gleaned from, on the one hand, the Anglo-Afghan Wars and, on the other hand, British counterinsurgency campaigns after 1945. This is less a result of actual differences in the external context but of changing organizational ‘filters’: different layers of military organizational culture result in different ways of selecting and transmitting relevant lessons from warfare experience. Older and newer cultural layers can interact and thus contribute to incoherent strategy-making in the present. This argument is illustrated by reviewing the layering process within the British Army since the 19th century. The article shows a shift from emphasizing the specificity of local contexts towards the application of universal principles. This has contemporary relevance: co-exisiting yet incompatible historical lessons contributed to significant incoherence in operational strategy during the initial months of the British deployment in Afghanistan in 2006.  相似文献

Traditionally, policy and planning have been institutionally weak in the Naval Staff (Office of the Chief of Naval Operations – OPNAV). In their place, the N8 (Programming) has dominated resource decision-making, and, by default, decisions relating to policy and planning. Recent uncertainty over defense authorization and appropriations has resulted in calls for a greater role to be played by the N3/5, Policy and Plans Directorate. The article argues that reform of the Department of the Navy’s planning process is urgently needed. OPNAV’s weak planning and overly dominant programming practices are compared with those of the Departments of the Army and Air Force and are shown to be out of conformance with them. The article concludes with specific and detailed recommendations for reform of both the current planning and programming processes.  相似文献
