In recent years, there have been several changes in the weapon‐system acquisition market which have the potential to negatively impact the financial condition of defense contractors. This study evaluates the financial health of defense firms vis‐a‐vis nondefense firms using a fiscal distress identification model developed by E.I. Altman. We conclude that the financial condition of defense firms has deteriorated but the deterioration is the same as experienced by nondefense firms.  相似文献

ABSTRACT

The recent use of chemicals in warfare in Syria and Iraq illustrates that, despite the important work of the 1997 Chemical Weapons Convention (CWC), the world has not yet been totally successful in stopping the use of indiscriminate toxic agents in conflicts, either by states or non-state actors. Michael Crowley's excellent and timely new book, Chemical Control, analyzes the use of “riot control agents” (RCAs) and “incapacitating chemical agents” (ICAs), including launch and dispersal systems, by police, paramilitary, and military forces over the last decades and raises the challenging question about where the red line might be drawn between banned and permitted uses of chemicals. He discusses this problem not only in the context of the CWC, which allows use of RCAs for civilian riot control, but also in the context of international law, human rights, and criminal justice, including the Biological and Toxin Weapons Convention and other disarmament and abolition regimes. He proposes a “holistic, three-stage approach” to addressing this issue “for effective regulation or prohibition of the weapon or weapon-related technology of concern.” As we approach the global abolition of a whole class of weapons of mass destruction in the next decade or even sooner, Chemical Control is helpful in better understanding and solving the dilemma of what's actually banned or permitted under international law, and precluding states undermining the chemical weapons ban.  相似文献

Conventional wisdom on the phenomenon of war is criticised for providing little relevant guidance to deal with the security challenges of our era. One reason is that this attitude uncritically assumes power as synonymous with force. In response, ‘productive war’ is here proposed as a re-conceptualisation of war based on Michel Foucault's alternative understanding of power. Productive war appreciates the role of violence but subordinates it to non-kinetic dynamics influencing the dimension of meaning in international security. This theoretical perspective provides a conceptual framework to deal with the dynamics of political mobilisation essential to create public support for nation-building abroad and for visions of world order.  相似文献

The pattern of civil–military interaction in India is informed by the notion that civilians should refrain from involvement in operational matters. The emergence of this trend can be traced back to the defeat against China in 1962. In its aftermath, the belief that the debacle occurred because of civilian interference took hold. Thereafter, politicians restricted themselves to giving overall directives, leaving operational matters to the military. The Indian ‘victory’ in the subsequent war with Pakistan was seen as vindicating this arrangement. This essay argues that the conventional reading of the China crisis is at best misleading and at worst erroneous. Further, it contends that the subsequent war with Pakistan actually underscores the problems of civilian non-involvement in operational issues. The historical narrative underpinning the norm of civilian abstention is at the very least dubious.  相似文献

In this paper we consider n jobs and a number of machines in parallel. The machines are identical and subject to breakdown and repair. The number may therefore vary over time and is at time t equal to m(t). Preemptions are allowed. We consider three objectives, namely, the total completion time, ∑ Cj, the makespan Cmax, and the maximum lateness Lmax. We study the conditions on m(t) under which various rules minimize the objective functions under consideration. We study a deterministic two‐machine flowshop scheduling problem with an assumption that one of the two machines is not available in a specified time period. This period can be due to a breakdown, preventive maintenance, or processing unfinished jobs from a previous planning horizon. The problem is known to be NP‐hard. Pseudopolynomial dynamic programming algorithms and heuristics with worst case error bounds are given in the literature to solve the problem. They are different for the cases when the unavailability interval is for the first or second machine. The existence of a fully polynomial time approximation scheme (FPTAS) was formulated as an open conjecture in the literature. In this paper, we show that the two cases of the problem under study are equivalent to similar partition type problems.
