Probability inequalities via negative dependence for random variables conditioned on order statistics

Distributions are studied which arise by considering independent and identically distributed random variables conditioned on events involving order statistics. It is shown that these distributions are negatively dependent in a very strong sense. Furthermore, bounds are found on the distribution functions. The conditioning events considered occur naturally in reliability theory as the time to system failure for k-out-of-n systems. An application to systems formed with “second-hand” components is given.     

Modeling the performance of a scanning radio communications sensor

A model which allows the prediction of long-term average report rates against an array of radio emitters by a scanning sensor is presented. The model is based on Markov renewal theory.     

Building Legitimacy: Interactional Dynamics and the Popular Evaluation of the Kurdistan Workers’ Party (PKK) in Turkey

Abstract

Previous research has identified a variety of general mechanisms to explain how insurgents build legitimacy. Yet, there is often a gap between these mechanisms and the interactional dynamics of insurgencies. This article attempts to bridge this gap through a theoretically informed analysis of the Kurdistan Workers’ Party’s (PKK) insurgency in Turkey. I show how the PKK’s efforts to cultivate legitimacy, Turkey’s counterinsurgency strategies, and civilian perceptions of the PKK, all mutually influenced one another. Based on this analysis, I argue that the mechanisms that produce popular legitimacy coevolve with insurgents’ behaviors, states’ interventions, and civilians’ perceptions.     

Damage functions and estimates of fratricide and collateral damage

There are multiple damage functions in the literature to estimate the probability that a single weapon detonation destroys a point target. This paper addresses differences in the tails of four of the more popular damage functions. These four cover the asymptotic tail behaviors of all monotonically decreasing damage functions with well‐behaved hazard functions. The differences in estimates of probability of kill are quite dramatic for large aim‐point offsets. This is particularly important when balancing the number of threats that can be engaged with the chances of fratricide and collateral damage. In general, analysts substituting one damage function for another may badly estimate kill probabilities in offset‐aiming, which could result in poor doctrine. © 2003 Wiley Periodicals, Inc. Coordination of pricing and inventory control across products

We consider the joint pricing and inventory‐control problem for a retailer who orders, stocks, and sells two products. Cross‐price effects exist between the two products, which means that the demand of each product depends on the prices of both products. We derive the optimal pricing and inventory‐control policy and show that this policy differs from the base‐stock list‐price policy, which is optimal for the one‐product problem. We find that the retailer can significantly improve profits by managing the two products jointly as opposed to independently, especially when the cross‐price demand elasticity is high. We also find that the retailer can considerably improve profits by using dynamic pricing as opposed to static pricing, especially when the demand is nonstationary. © 2009 Wiley Periodicals, Inc. Entropy-based selection with multiple objectives

In this article we present an approach to determine the initially unspecified weights in an additive measurable multiattribute value function. We formulate and solve a series of nonlinear programming problems which (1) incorporate whatever partial information concerning the attribute weights or overall relative value of alternatives the decision maker chooses to provide, yet (2) yield a specific set of weights as a result. Although each formulation is rather easily solved using the nonlinear programming software GINO (general interactive optimizer), solutions in closed form dependent on a single parameter are also provided for a number of these problems.     

A theoretical justification for an increasing average failure rate strength distribution in fibrous composites

A general model for the failure of fibrous composite materials is described. It is shown to contain some of the well-known models in the literature. The composite material is viewed as a coherent system of independent identically distributed component strengths. Under the assumption that the applied load is redistributed “homotonically” to the unfailed components upon the failure of a component (an individual fiber segment) and that the distributions of component strengths are IFRA, it is shown that the system (composite) strength distribution is also IFRA. Examples are given using carbon reinforced composite data to illustrate the IFRA property.     

Northern Ireland and minimum force: the refutation of a concept?

The debate over whether there exists a British counter-insurgency tradition of minimum force is one that has been thoroughly discussed. Is there anything left to say? This study suggests there is further insight to be attained if one explicitly evaluates the concept of minimum force in relation to the conduct of the security forces in the years of the Northern Ireland conflict. Through an examination of three key periods in the conflict, it will be shown that while there was invariably an awareness of the need to act with restraint among senior officers at the strategic level, this was often difficult to apply at the tactical level in the heat of confrontation. The argument demonstrates that the British Army, and other instruments of the state, rarely acted in a manner that could be described as ‘minimal’. Instead, it was the broader liberal values of the British state that explains largely the degrees of restraint exhibited by the government and security forces.
