US–China military relations: competition and cooperation

ABSTRACT

China’s efforts to build a ‘new type of great power relations’ and a ‘new type of military-to-military relations’ do not constitute a major turning point in relations with the United States. Political relations set limits on military cooperation, and the two sides have been unable to construct a sustainable strategic basis for relations. This has contributed to an ‘on-again, off-again’ pattern in military ties. Trends show a pattern of frequent disruptions in military-to-military relations from 2000 to 2010, followed by an increase in interactions beginning in 2012. Nevertheless, obstacles on both sides are likely to limit mutual trust and constrain future development of military-to-military relations.     

An exact method for finding shortest routes on a sphere,avoiding obstacles

On the surface of a sphere, we take as inputs two points, neither of them contained in any of a number of spherical polygon obstacles, and quickly find the shortest route connecting these two points while avoiding any obstacle. Strategic capacity decision‐making in a stochastic manufacturing environment using real‐time approximate dynamic programming

In this study, we illustrate a real‐time approximate dynamic programming (RTADP) method for solving multistage capacity decision problems in a stochastic manufacturing environment, by using an exemplary three‐stage manufacturing system with recycle. The system is a moderate size queuing network, which experiences stochastic variations in demand and product yield. The dynamic capacity decision problem is formulated as a Markov decision process (MDP). The proposed RTADP method starts with a set of heuristics and learns a superior quality solution by interacting with the stochastic system via simulation. The curse‐of‐dimensionality associated with DP methods is alleviated by the adoption of several notions including “evolving set of relevant states,” for which the value function table is built and updated, “adaptive action set” for keeping track of attractive action candidates, and “nonparametric k nearest neighbor averager” for value function approximation. The performance of the learned solution is evaluated against (1) an “ideal” solution derived using a mixed integer programming (MIP) formulation, which assumes full knowledge of future realized values of the stochastic variables (2) a myopic heuristic solution, and (3) a sample path based rolling horizon MIP solution. The policy learned through the RTADP method turned out to be superior to polices of 2 and 3. © 2010 Wiley Periodicals, Inc. Naval Research Logistics 2010

Credibility over Courage: NATO's Mis-Intervention in Kosovo

NATO officials have cited various reasons for conducting their air campaign in Kosovo. Though not emphasised as much, the concern that NATO's credibility was at stake stood out as the most paramount on the basis of logical comparison. In fact, NATO intervened in Kosovo primarily to maintain its credibility as the Trans- Atlantic's only multilateral security mechanism because its continued existence depended on it. While NATO's search for its new role in the post-Cold War strategic environment has been fraught with several problems, the inclination towards collective security and crisis management has placed it in a position of proactive military obligation. Predictably, NATO's venture in the Balkans this time around has had various implications on its future prospects as an organisation.     

The concept of logistics derived from Clausewitz: All that is required so that the fighting force can be taken as a given

This article assesses the existing literature on logistics in war, concluding that there is no satisfactory conceptual definition of logistics. It proposes a concept of logistics derived from Clausewitz's theory of war to fill that void. This is presented as a derivation because Clausewitz's distinction between (1) the use of the fighting forces (tactics and strategy) and (2) all other activities in war that were required so that forces could be taken as a given. The latter, left unnamed by Clausewitz, corresponds to a concept of logistics that proves to be an analytical peer to Clausewitz's categories of politics, tactics and strategy.
