Russia holds the largest stocks of civilian highly enriched uranium (HEU) of any country, operating more than fifty research reactors, pulsed reactors, and critical assemblies using HEU, as well as nine HEU-fueled icebreakers. Russia's participation in international efforts to phase out civilian HEU is crucial if international HEU minimization efforts are to succeed. Individual Russian institutes and organizations participate in international programs to replace HEU with low-enriched uranium in Soviet-supplied research reactors, develop alternative fuels, and repatriate fresh and spent HEU fuel from third countries. However, an overarching national policy on HEU phase-out has yet to be adopted. There are many obstacles to obtaining such a commitment from Moscow. At the same time, the ongoing reform of the Russian nuclear industry and plans for expansion of domestic nuclear power generation and for increased nuclear exports create opportunities for securing such a commitment.  相似文献

We consider a manufacturer (i.e., a capacitated supplier) that produces to stock and has two classes of customers. The primary customer places orders at regular intervals of time for a random quantity, while the secondary customers request a single item at random times. At a predetermined time the manufacturer receives advance demand information regarding the order size of the primary customer. If the manufacturer is not able to fill the primary customer's demand, there is a penalty. On the other hand, serving the secondary customers results in additional profit; however, the manufacturer can refuse to serve the secondary customers in order to reserve inventory for the primary customer. We characterize the manufacturer's optimal production and stock reservation policies that maximize the manufacturer's discounted profit and the average profit per unit time. We show that these policies are threshold‐type policies, and these thresholds are monotone with respect to the primary customer's order size. Using a numerical study we provide insights into how the value of information is affected by the relative demand size of the primary and secondary customers. © 2007 Wiley Periodicals, Inc. We study the optimal contracting problem between two firms collaborating on capacity investment with information asymmetry. Without a contract, system efficiency is lost due to the profit‐margin differentials among the firms, demand uncertainty, and information asymmetry. With information asymmetry, we demonstrate that the optimal capacity level is characterized by a newsvendor formula with an upward‐adjusted capacity investment cost, and no first‐best solution can be achieved. Our analysis shows that system efficiency can always be improved by the optimal contract and the improvement in system efficience is due to two factors. While the optimal contract may bring the system's capacity level closer to the first‐best capacity level, it prevents the higher‐margin firm from overinvesting and aligns the capacity‐investment decisions of the two firms. Our analysis of a special case demonstrates that, under some circumstances, both firms can benefit from the principal having better information about the agent's costs. © 2007 Wiley Periodicals, Inc. The idea of combining relatively simple continuous methods with discrete procedures is used for the construction of suboptimal algorithms for quadratic assignment problems. Depending on the nature of the special problem these steps may vary in complexity. The simplest procedures require minimum storage space and result in tolerable computation times. Different choices of parameters and random variations may be used in order to obtain statistical distributions of suboptimal solutions. Computational results for sample problems indicate improvements on results of Steinberg, Gilmore, and Hillier and Connors.  相似文献

The paper describes an approach to the evaluation of the effectiveness of a minefield in terms of the number of mines that are detonated by a convoy of sweepers and ships and the corresponding number of vessels that are immobilized. The positions of the mines and the tracks of the vessels are assumed to be known, which means that the evaluation measures are dependent on a large number of disjoint events, each event being the immobilization of particular vessels by particular mines. This may render combinatorial methods computationally infeasible, but by introducing approximations in the assumptions, the difficulty can be overcome, specifically by modelling the arrival of each individual vessel in the neighborhood of a mine by an inhomogeneous Poisson stream for which the arrival rate is nonzero only over a short time interval. The plausibility of the approach is supported by results of a critical-event simulation model.  相似文献

In this article we present an optimum maintenance policy for a group of machines subject to stochastic failures where the repair cost and production loss due to the breakdown of machines are minimized. A nomograph was developed for machines with exponential failure time distributions. The optimal schedule time for repair as well as the total repair cost per cycle can be obtained easily from the nomograph. Conditions for the existence of a unique solution for the optimum schedule and the bounds for the schedule are discussed.  相似文献

In this article, we study deterministic dynamic lot‐sizing problems with a service‐level constraint on the total number of periods in which backlogs can occur over a finite planning horizon. We give a natural mixed integer programming formulation for the single item problem (LS‐SL‐I) and study the structure of its solution. We show that an optimal solution to this problem can be found in \begin{align*}\mathcal O(n^2\kappa)\end{align*} time, where n is the planning horizon and \begin{align*}\kappa=\mathcal O(n)\end{align*} is the maximum number of periods in which demand can be backlogged. Using the proposed shortest path algorithms, we develop alternative tight extended formulations for LS‐SL‐I and one of its relaxations, which we refer to as uncapacitated lot sizing with setups for stocks and backlogs. {We show that this relaxation also appears as a substructure in a lot‐sizing problem which limits the total amount of a period's demand met from a later period, across all periods.} We report computational results that compare the natural and extended formulations on multi‐item service‐level constrained instances. © 2013 Wiley Periodicals, Inc. The performance of a laser weapon system based on coherent beam combining (CBC) depends on its propagation properties in the atmosphere. In this study, an analytical model based on partial coherent beam combining (PCBC) for assumed coherence coefficients between beams in a CBC lattice was developed. The Kolmogorov model of atmospheric turbulence and the Hufnagel-Valley model of Cn2 dependence on atmospheric parameters were implemented. Novel simplified metrics were proposed to assess the CBC performance. Several beam profiles (super-Gaussian, truncated Gaussian, etc.) and ge-ometries were analyzed in terms of maximal intensity in the far field. An approximate formula for PCBC efficiency dependent on the Fried radius was proposed. The results of CBC modeling were compared to those of the Gaussian beam propagation model in a turbulent atmosphere. The dependence of CBC performance on the Cn2 parameter, range, and elevation angle was analyzed. It could be concluded that the application of CBC for medium and long range propagation is impractical without an effective adaptive optics system.  相似文献

This paper discusses situations in which the distribution of a lifetime response variable T is taken to depend upon a vector x of regressor variables. We specifically consider the case in which T, given x , has an exponential distribution, and in which x represents levels of fixed factors in an experimental design. Methods of analyzing data under this type of model are discussed, with maximum likelihood and least squares methods being presented and compared.  相似文献
