On constraint qualifications in nonlinear programming

In this paper we examine the relationship between two constraint qualifications developed by Abadie and Arrow, Hurwicz, and Uzawa. A third constraint qualification is discussed and shown to be weaker than either of those mentioned above.     

Asymptotic joint normality of an increasing number of multivariate order statistics and associated cell frequencies

Take n independent identically distributed (IID) observations from a continuous r-variate population, and choose some order statistics from each of the r variates. These order statistics are used to construct a grid in r-dimensional space. Under certain conditions, it is shown that as n increases we can choose an increasing number of order statistics in such a way that the asymptotic joint distribution of the chosen order statistics and of the frequencies of sample points falling in the cells of the grid can be assumed to be a normal distribution. An application to testing independence of random variables is given.     

A sampling procedure and public policy

This paper describes the background of the Office of Management Budget Circular A-21, “Principles for Determining Costs Applicable to Grants, Contracts, and Other Agreements with Educational Institutions,” that describes the requirement for effort reporting. A sampling procedure is proposed as an alternative to 100% reporting.     

Linearly constrained pseudo-Newton method

Must Newton-type methods for linearly constrained optimization be either of the modified Newton or quasi-Newton variety? The contention of this paper is that explicity recomputing part of the projected Hessian may be superior to both approaches. A computational comparison with MINOS is presented.     

Periodic replacement when minimal repair costs vary with time

A policy of periodic replacement with minimal repair at failure is considered for a complex system. Under such a policy the system is replaced at multiples of some period T while minimal repair is performed at any intervening system failures. The cost of a minimal repair to the system is assumed to be a nonde-creasing function of its age. A simple expression is derived for the expected minimal repair cost in an interval in terms of the cost function and the failure rate of the system. Necessary and sufficient conditions for the existence of an optimal replacement interval are exhibited in the case where the system life distribution is strictly increasing failure rate (IFR).     

On the equivalence between the Node-ARC and ARC-Chain formulations for the multi-commodity maximal flow problem

The purpose of this article is to formulate the multi-commodity maximal flow problem into a node-arc form and to show that when decomposition is applied to this form the resulting master and subproblems become precisely those described by Ford & Fulkerson [3] using the arc-chain formulation. A generalization to the problem is then considered which can potentially speed its convergence.     

Optimal spares for stochastically failing equipment

A mathematical model is formulated for determining the number of spare components to purchase when components stochastically fail according to a known life distribution function and there is a cost incurred when a component is replaced. Bounds are determined for the optimal inventory which indicate that the inclusion of the replacement cost lowers the optimal inventory. Since these bounds are no easier to calculate than the optimal spares level, the theory is specialized to components with exponentially distributed time to failure. Procedures are given for calculating the optimal spares level, and numerical examples are provided.
