ABSTRACTSince 9/11, the United States has achieved notable gains against al Qaeda, and also Islamic State (IS), all while avoiding another mass-casualty attack at home. Yet, institutionally, culturally, and in its capabilities, the US government remains seriously ill-equipped for the task of countering irregular threats. Partly as a result, Islamist extremism shows no sign of being defeated, having instead metastasized since 9/11 and spread. Why, given the importance accorded to counterterrorism, has the US approach remained inadequate? What is impeding more fundamental reforms? The article evaluates the United States’ way of irregular warfare: its troubled engagement with counterinsurgency and its problematic search for lower cost and lower risk ways of combating terrorism. It suggests needed reforms but acknowledges also the unlikelihood of change. 相似文献

ABSTRACTFollowing frustrating campaigns in Iraq and Afghanistan, Western interventions are becoming more limited, with troops being deployed for short bursts and residual peace-building tasks being left to others. Although this approach limits exposure for the intervening government, it struggles to achieve meaningful political change. Examining the comparatively successful British intervention in Sierra Leone (2000–02), this article identifies the conditions for effectiveness in these campaigns. It challenges the historiography of the case by framing armed confrontations and raids as enablers of politics rather than ends in themselves; indeed, in both the conduct and study of intervention, politics must reign supreme. 相似文献

ABSTRACTIn recent years, an upward trend in terrorist attacks has mirrored an increase in suicide attacks. According to our preliminary analysis, the events of September 11th marked a sea change in the number of terrorist attacks. While a rich literature has evaluated why terrorists participate in suicide attacks, none have considered the uptick in volume after 9/11, and fewer yet have considered how female fighters may be contributing to this. We evaluate how both structural and female-specific factors affect the likelihood of female fighter suicide attacks. Recent literature discovered a trend in terrorist groups using females as suicide bombers due to cultural norms that permit them to get closer to targets. We test our theory using data from the Chicago Project on Security and Threats Suicide Attack Database (CPOST-SAD) and various datasets from the Quality of Government (QOG) compendium for the 1986–2016 time period. We construct a series of models that consider both female-specific and structural factors that could explain variation in the number of female suicide attacks. Our results indicate that our models encompass relatively stable patterns. Female political empowerment, female educational attainment, and female employment rates are significant and positive in our post-9/11 models, indicating that they may increase female suicide attacks. Democracy is a relevant structural factor and generally yields a positive effect on female suicide attacks across both time periods and multiple models. Ethnic fractionalization is significant in both time periods but yields a negative effect before 9/11 and a positive effect in the later period. 相似文献

Economic freedom has increased living standards worldwide. Concurrent with such gains are rising concerns about potential human costs associated with free markets. This paper uses data on human trafficking and anti-trafficking policies, in conjunction with a measure of economic freedom, to examine whether free markets exacerbate or attenuate the incidence of human trafficking and policies designed to combat it. We do not find evidence suggesting that economic freedom is associated with human trafficking. In addition, our results suggest that economically free countries are more likely to enact and enforce policies to fight human trafficking. 相似文献

The cyclic best‐first search (CBFS) strategy is a recent search strategy that has been successfully applied to branch‐and‐bound algorithms in a number of different settings. CBFS is a modification of best‐first search (BFS) that places search tree subproblems into contours which are collections of subproblems grouped in some way, and repeatedly cycles through all non‐empty contours, selecting one subproblem to explore from each. In this article, the theoretical properties of CBFS are analyzed for the first time. CBFS is proved to be a generalization of all other search strategies by using a contour definition that explores the same sequence of subproblems as any other search strategy. Further, a bound is proved between the number of subproblems explored by BFS and the number of children generated by CBFS, given a fixed branching strategy and set of pruning rules. Finally, a discussion of heuristic contour‐labeling functions is provided, and proof‐of‐concept computational results for mixed‐integer programming problems from the MIPLIB 2010 database are shown. © 2017 Wiley Periodicals, Inc. At NATO’s 2014 Wales Summit, the UK and Germany unveiled two new initiatives for European defence cooperation, known, respectively, as the Joint Expeditionary Force (JEF) and the Framework Nations Concept (FNC). Both were the result of economic pressures and the need to exercise intra-alliance leadership, but they represented very different approaches to cooperation. The JEF was to be a UK-led contingency force for short-notice operations, selectively incorporating forces from allies and partners. The FNC sought to coordinate capability development between groups of allies, centred on larger framework nations, to develop coherent capability-clusters available to meet NATO’s force requirements. The common denominator and novelty of the initiatives was the building of forces and capabilities multinationally by having major states act as framework nations for groups of smaller allies. The UK and Germany have ownership and continue to provide leadership to these initiatives. This is one key reason why they continue to evolve to accommodate changing circumstances and are likely to endure. 相似文献

In the aftermath of the tragic events of 11 September 2001, numerous changes have been made to aviation security policy and operations throughout the nation's airports. The allocation and utilization of checked baggage screening devices is a critical component in aviation security systems. This paper formulates problems that model multiple sets of flights originating from multiple stations (e.g., airports, terminals), where the objective is to optimize a baggage screening performance measure subject to a finite amount of resources. These measures include uncovered flight segments (UFS) and uncovered passenger segments (UPS). Three types of multiple station security problems are identified and their computational complexity is established. The problems are illustrated on two examples that use data extracted from the Official Airline Guide. The examples indicate that the problems can provide widely varying solutions based on the type of performance measure used and the restrictions imposed by the security device allocations. Moreover, the examples suggest that the allocations based on the UFS measure also provide reasonable solutions with respect to the UPS measure; however, the reverse may not be the case. Models for integrated production and demand planning decisions can serve to improve a producer's ability to effectively match demand requirements with production capabilities. In contexts with price‐sensitive demands, economies of scale in production, and multiple capacity options, such integrated planning problems can quickly become complex. To address these complexities, this paper provides profit‐maximizing production planning models for determining optimal demand and internal production capacity levels under price‐sensitive deterministic demands, with subcontracting and overtime options. The models determine a producer's optimal price, production, inventory, subcontracting, overtime, and internal capacity levels, while accounting for production economies of scale and capacity costs through concave cost functions. We use polyhedral properties and dynamic programming techniques to provide polynomial‐time solution approaches for obtaining an optimal solution for this class of problems when the internal capacity level is time‐invariant. © 2007 Wiley Periodicals, Inc. In some supply chains serious disruptions are system wide. This happens during periods of severe weather, as when storms cause shuttle tankers serving oil platforms in the North Sea to stop movements of crude oil, barges are frozen in the Mississippi, or all airplanes are grounded after a blizzard. Other notable instances of system‐wide disruption happened after the attack on the World Trade Center when all aircraft were grounded and the natural gas and crude‐oil pipelines were tangled by hurricanes in 2005. We model a situation where shutting down supply facilities is very difficult and expensive because of excessive inventory buildup from an inability to move out the production. We present a planning model that balances the cost of spare capacity versus shutting down production when planning for disruptions. Standard approaches to classical inventory control problems treat satisfying a predefined demand level as a constraint. In many practical contexts, however, total demand is comprised of separate demands from different markets or customers. It is not always clear that constraining a producer to satisfy all markets is an optimal approach. Since the inventory‐related cost of an item depends on total demand volume, no clear method exists for determining a market's profitability a priori, based simply on per unit revenue and cost. Moreover, capacity constraints often limit a producer's ability to meet all demands. This paper presents models to address economic ordering decisions when a producer can choose whether to satisfy multiple markets. These models result in a set of nonlinear binary integer programming problems that, in the uncapacitated case, lend themselves to efficient solution due to their special structure. The capacitated versions can be cast as nonlinear knapsack problems, for which we propose a heuristic solution approach that is asymptotically optimal in the number of markets. The models generalize the classical EOQ and EPQ problems and lead to interesting optimization problems with intuitively appealing solution properties and interesting implications for inventory and pricing management. © 2003 Wiley Periodicals, Inc.
