During their 60 years within the North Atlantic Treaty Organisation (NATO), Denmark and Norway have experienced both high and low standings within the alliance, which can be attributed to both external and internal factors influencing their alliance strategies. During the ‘first’ Cold War and Détente, 1949–79, Danish and Norwegian alliance strategy aimed to simultaneously deter and reassure the Soviet Union. During the ‘second’ Cold War, 1979–89, Danish alliance policy became driven by domestic politics, and the Danish government was forced to formally dissociate the country from NATO's policies. Norway was not uncritical, but held a much lower profile. After the Cold War this situation shifted. Denmark successfully rehabilitated itself as a loyal and dependable ally by responding to the call for focusing on out-of-area operations. Meanwhile, Norway's continued focus on the lingering Russian Threat made the country seem out-of-touch with priorities in the post-Cold War alliance, and domestic politics prevented a more active out-of-area engagement.  相似文献

This article introduces maximum cooperative purchasing (MCP)‐situations, a new class of cooperative purchasing situations. Next, an explicit alternative mathematical characterization of the nucleolus of cooperative games is provided. The allocation of possible cost savings in MCP‐situations, in which the unit price depends on the largest order quantity within a group of players, is analyzed by defining corresponding cooperative MCP‐games. We show that a decreasing unit price is a sufficient condition for a nonempty core: there is a set of marginal vectors that belong to the core. The nucleolus of an MCP‐game can be derived in polynomial time from one of these marginal vectors. To show this result, we use the new mathematical characterization for the nucleolus for cooperative games. Using the decomposition of an MCP‐game into unanimity games, we find an explicit expression for the Shapley value. Security Intergovernmental Organizations, here illustrated by NATO, persist in a “permitted interval” of internationalization, i.e. permitted by its member-states. On the one hand, they are seldom or never permitted to vanish due to member-states' vested interests in retaining them as tools of statecraft, even if their original purposes have become redundant. On the other hand, there is an internationalization ceiling that they must respect: they should not become too autonomous and thereby no longer be suitable as member-state tools. In spite of post-Cold War reform, interviews carried out at NATO Headquarters (HQ) in the late 1980s compared to interviews in 2012 display that a continuous pulling and hauling of forces of internationalization and renationalization have taken place around NATO HQ. The only instance of clear internationalization can be observed in the proactive diplomacy of Secretary General Fogh Rasmussen. There is stiff opposition to the internationalization of abolishing the Military Committee/International Military Staff among minor and South European states, and there is no waning in states' attempts to micro-manage the International Staff. Only external shocks can overcome resistance to internationalizing reform.  相似文献

The goal of this paper is to investigate the relationship between type of welfare regimes and military expenditures. There is a sizeable empirical literature on the development of the welfare state and on the typology of the welfare regimes. There appear to be, however, no empirical studies that examine welfare regimes with special attention to military spending. This study aims at providing a comprehensive analysis on the topic by considering several different welfare regime typologies. To do so, we use dynamic panel data analysis for 37 countries for the period of 1988–2003 by considering a wide range of control variables such as inequality measures, number of terrorist events, and size of the armed forces. We also replicate the same analyses for the political regimes. Our findings, in line with the literature, show that there is a positive relationship between income inequality and share of military expenditures in the central government budget, and that the number of terrorist events is a significant factor that affects both the level of military expenditure and inequality. Also, the paper reveals a significant negative relationship between social democratic welfare regimes and military expenditures.  相似文献

At NATO’s 2014 Wales Summit, the UK and Germany unveiled two new initiatives for European defence cooperation, known, respectively, as the Joint Expeditionary Force (JEF) and the Framework Nations Concept (FNC). Both were the result of economic pressures and the need to exercise intra-alliance leadership, but they represented very different approaches to cooperation. The JEF was to be a UK-led contingency force for short-notice operations, selectively incorporating forces from allies and partners. The FNC sought to coordinate capability development between groups of allies, centred on larger framework nations, to develop coherent capability-clusters available to meet NATO’s force requirements. The common denominator and novelty of the initiatives was the building of forces and capabilities multinationally by having major states act as framework nations for groups of smaller allies. The UK and Germany have ownership and continue to provide leadership to these initiatives. This is one key reason why they continue to evolve to accommodate changing circumstances and are likely to endure.  相似文献

Risk management is a decision-support process and a vital tool for military planning and decision-making. Today, several nations utilize risk-based approaches to analyze the level of security in military operations. There are both strengths and challenges in applying risk-based approaches to support military decisions. In this article, the challenges related to risk communication are investigated with the aim of describing how a military organization should train to create a good environment for effective risk communication. The analysis finds that it is important for the organization to define and consistently use a shared risk understanding. Such a shared risk understanding will need a systematic development process that focuses on the future decision makers’ and analysts’ education and training. To reach understanding, all involved parties must have the chance to identify the problem, reflect on its implications, test different solutions and develop a solution.  相似文献

We consider a problem of scheduling jobs on m parallel machines. The machines are dedicated, i.e., for each job the processing machine is known in advance. We mainly concentrate on the model in which at any time there is one unit of an additional resource. Any job may be assigned the resource and this reduces its processing time. A job that is given the resource uses it at each time of its processing. No two jobs are allowed to use the resource simultaneously. The objective is to minimize the makespan. We prove that the two‐machine problem is NP‐hard in the ordinary sense, describe a pseudopolynomial dynamic programming algorithm and convert it into an FPTAS. For the problem with an arbitrary number of machines we present an algorithm with a worst‐case ratio close to 3/2, and close to 3, if a job can be given several units of the resource. For the problem with a fixed number of machines we give a PTAS. Virtually all algorithms rely on a certain variant of the linear knapsack problem (maximization, minimization, multiple‐choice, bicriteria). © 2008 Wiley Periodicals, Inc. In this paper we deal with the d‐dimensional vector packing problem, which is a generalization of the classical bin packing problem in which each item has d distinct weights and each bin has d corresponding capacities. We address the case in which the vectors of weights associated with the items are totally ordered, i.e., given any two weight vectors ai, aj, either ai is componentwise not smaller than aj or aj is componentwise not smaller than ai. An asymptotic polynomial‐time approximation scheme is constructed for this case. As a corollary, we also obtain such a scheme for the bin packing problem with cardinality constraint, whose existence was an open question to the best of our knowledge. We also extend the result to instances with constant Dilworth number, i.e., instances where the set of items can be partitioned into a constant number of totally ordered subsets. We use ideas from classical and recent approximation schemes for related problems, as well as a nontrivial procedure to round an LP solution associated with the packing of the small items. © 2002 Wiley Periodicals, Inc.
