Pathbreaking logistics research over the next 10 years will focus on systems problems. Whereas past research generally has taken a “bottom-up” approach, future investigations are likely to pursue a “top-down” philosophy. Specifically, attention will concentrate on diagnosis of systems' improvement potentials; easy-to-use analytic approaches, inherently approximative, will be devised for quickly ascertaining whether a complex operating system can be substantially and effectively improved. Theories to assist in overall systems design, particularly the setting of boundaries and buffers among systems components, will be developed. At the same time, techniques for accurately forecasting future systems performance will be investigated. Underlying such research will be efforts to gain better understanding of management information requirements, including approaches for monitoring systems performance and providing early warning detection of systems degradation Improved management information systems will have to be coupled with appropriate design of managerial organizations and assignment of decision making responsibilities. Important avenues of research will he development of robust approaches, that is, both mathematical techniques and organizational approaches that are not too adversely affected by limited data, a changing environment, and human frailly. Finally, critical research will be directed at the implementation process, especially the interaction among initiation, design, testing and ultimate adoption This prognosis will explore the above themes in the context of large-scale, complex systems. The decision areas will encompass inventory replenishment, multiechelon hierarchies for stockage and maintenance, procurement, transportation, scheduling, facilities planning, budgeting, reliability and personnel management. 相似文献

ABSTRACTFrom 1944 to 1973 Australia attempted to acquire atomic weaponry. This ambition was driven by the desire to contribute to defending British interests in Asia, fears of invasion by China, Indonesia, and Japan, great-power war, and the belief that nuclear weapons were merely bigger and better conventional weapons, that they would proliferate, and that US security assurances lacked credibility. Although the pursuit of the bomb was eventually abandoned, this was not the result of US assurances. Rather, geopolitical changes in Australia’s environment meant that a major attack on the continent was unlikely to occur outside the context of a confrontation between the US, China, and the Soviet Union. This article argues that Australia may soon have to rethink its policies towards US extended deterrence and instead focus on developing its own deterrent. 相似文献

Today, few countries fight alone; most fight as allies or partners in multilateral campaigns. The end of the Cold War opened a window of opportunity for multinational military operations (MMOs). These have seen varying degrees of participation, enthusiasm, and success. This special forum is devoted to the politics of multilateral warfare including their formation, maintenance, and durability. The introduction sketches past research and derives some key questions of continuing relevance. The contributions shed light on the domestic and international politics of MMOs, focusing on the implementation of national restrictions and their repercussions for MMOs, party politics of military intervention, the conditions under which states decide to defect from military operations, and the role of junior partners in MMOs. In sum, this forum offers a fresh look at the politics of MMOs, including conceptual contributions to the study of national restrictions, domestic constraints, and coalition warfare. 相似文献

ABSTRACTThis article examines British responses to the Sino-Indian border war of 1962. It illustrates how, in the years leading up to the war, Britain’s colonial legacy in the Indian subcontinent saw it drawn reluctantly into a territorial dispute between Asia’s two largest and most powerful nations. It analyses disagreements in Whitehall between the Foreign Office and Commonwealth Relations Office over the relative strength of India and China’s border claims, and assesses how these debates reshaped British regional policy. It argues that the border war was instrumental in transforming Britain’s post-colonial relationship with South Asia. Continuing to filter relations with India through an imperial prism proved unsatisfactory, what followed was a more pragmatic Indo-British association. 相似文献

ABSTRACT In the decades following independence from Spain, ‘civil wars’ ravaged the newly established polities in South America. Former vice-regal capitals inherited a larger portion of the colonial administration and had larger economic resources and a hegemonic project they were able to have permanent and professional armed forces, capable of leading the offensive and giving battle following the European rules of military art. The central hypothesis of this work is that there is a necessary relationship between the shape of these asymmetrical conflicts, their outcome and the political territorial configuration of each country in post-revolutionary Spanish America. When permanent armies took over from local militias, the capital kept the integrity of its territories and there was a tendency towards political centralization. When this did not happen and the militias managed to find a way to defeat their centralizing enemies, the local powers had an opportunity to renegotiate their participation in the political body, and sought to maintain their independence, which was manifest in federal agreements, otherwise a process of territorial fragmentation began. Perceptions of Third World nations as susceptible to communist subversion and revolutionary warfare led the Eisenhower administration to formulate a coordinated internal security strategy known simply as ‘1290d’. Later renamed the Overseas Internal Security Program (OISP), this policy initiative sought to strengthen host‐nation security forces, judicial systems, and public information media in an effort to combat indirect communist intervention strategies. Implementing OISP policy in Latin America proved difficult. In Congress, the administration was criticised for colluding with dictatorial regimes, while Latin Americans feared that the new program would be used as a ‘Trojan Horse’ to penetrate their security structures. After the Cuban Revolution, however, OISP policies developed under Eisenhower came to dominate US‐Latin American security relations for the remainder of the Cold War. 相似文献

We consider server scheduling on parallel dedicated machines to minimize the makespan. Each job has a loading operation and a processing operation. The loading operation requires a server that serves all the jobs. Each machine has a given set of jobs to process, and the processing sequence is known and fixed. We design a polynomial‐time algorithm to solve the two‐machine case of the problem. When the number of machines is arbitrary, the problem becomes strongly NP‐hard even if all the jobs have the same processing length or all the loading operations require a unit time. We design two heuristic algorithms to treat the case where all the loading times are unit and analyze their performance. 相似文献

Strengthening the United States' ability to prevent adversaries from smuggling nuclear materials into the country is a vital and ongoing issue. The prospect of additional countries, such as Iran, obtaining the know‐how and equipment to produce these special nuclear materials in the near future underscores the need for efficient and effective inspection policies at ports and border crossings. In addition, the reduction of defense and homeland security budgets in recent years has made it increasingly important to accomplish the interdiction mission with fewer funds. Addressing these complications, in this article, we present a novel two‐port interdiction model. We propose using prior inspection data as a low‐cost way of increasing overall interdiction performance. We provide insights into two primary questions: first, how should a decision maker at a domestic port use detection data from the foreign port to improve the overall detection capability? Second, what are potential limitations to the usefulness of prior inspection data—is it possible that using prior data actually harms decision making at the domestic port? We find that a boundary curve policy (BCP) that takes into account both foreign and domestic inspection data can provide a significant improvement in detection probability. In this article, a distribution system is studied where the sum of transportation and inventory costs is to be minimized. The inventory holding cost is assumed to be the same for all retailers. A fixed partition (FP) periodic policy is proposed with tight asymptotic worst‐case performance of 3/2 with respect to the best possible policy. This bound cannot be improved in the class of FP periodic policies. In partition‐based PB policies, the retailers are first partitioned into sets and then the sets are grouped in such a way that sets of retailers within a group are served together at selected times. A PB periodic, policy is presented with tight worst‐case asymptotic performance of with respect to the best possible policy. This latter performance improves the worst‐case asymptotic performance of of the previously best known policy for this problem. We also show that the proposed PB periodic policy has the best worst‐case asymptotic performance within the class of PB policies. Finally, practical heuristics inspired by the analyzed policies are designed and tested. The asymptotic worst–case performances of the heuristics are shown to be the same of those of the analyzed policies. Computational results show that the heuristics suggested are less than 6.4% on average from a lower bound on the optimal cost when 50 or more retailers are involved. © 2013 Wiley Periodicals, Inc.
