States confronting cross-border intrusions of terrorism, illegal immigration, and/or drug trafficking weigh the costs of such intrusions against the costs of imposing barriers to prevent or curb the intrusions. In such situations, the degree of national security afforded a state depends, in large measure, upon the degree of border openness the state chooses. Depending upon the intensity and frequency of the intrusions – expressed in terms of opportunity-cost functions – a state might have little choice but to pursue a border policy of zero openness. It is this relationship of border openness to national security that explains why many states choose to construct security fences. In the 49 cases of security fences examined, many – among them Israel vis-à-vis the West Bank, India vis-à-vis Pakistan, Turkey vis-à-vis Greece in Cyprus – the construction of security fences becomes more complicated by their placement on lands whose sovereignties are disputed.  相似文献

This study examines the failures of the William J. Clinton and Barack Obama administrations to secure ratification of the Comprehensive Nuclear-Test-Ban Treaty (CTBT). It applies an integrated analytical framework for assessing treaty ratification that builds upon previous research in order to understand why the Clinton administration failed to achieve CTBT ratification in 1999 and why the Obama administration has so far failed to advance the treaty in the Senate. The study concludes that CTBT ratification, despite Obama administration pledges of support, remains highly unlikely. Finally, the study analyzes the common domestic political factors present in both cases and suggests areas for further research.  相似文献

A unified treatment is given for a class of discrete distributions derived by compounding a bivariate Poisson with a bivariate discrete or continuous distribution. Using generating functions a number of interesting results are obtained for probabilities, moments, cumulants, factorial moments, and factorial cumulants. This paper investigates civil conflict as a product of the survival strategies of African leaders. Specifically, the paper offers a theory of risk substitution that predicts coup-fearing leaders will undermine the military effectiveness of the state when making an effort to extend their own tenure. While ‘coup-proofing’ practices have often been noted as contributors to political survival, considerably less attention has been paid to the influence of these strategies on other forms of conflict. Utilising data from a number of cross-national datasets, the analyses show that having a higher number of ‘coup-proofing’ counterweights significantly worsens a state's civil conflict prospects. A brief consideration of multiple episodes of conflict further suggests that in addition to coup-proofing undermining the counterinsurgency capacity of the state, some leaders are simply indifferent to – or can even potentially benefit from – the existence of an insurgency.  相似文献

Many authors contend that ethnic extremism coupled with political manipulation were the primary factors behind the Rwandan genocide. Yet, to oversimplify the cause of this tragedy makes one blind to the complicated nexus that generated the outcome. Even though this genocide was quick in its execution, the events that lead to this massacre took years to unfold. ABSTRACT

This paper challenges recent claims that competitive market dynamics incentivize Private Military and Security Companies (PMSCs) to fully commit to providing effective services, thereby reducing the duration of civil war. Our assessment of a most-likely case scenario for this argument – Sierra Leone – reveals four critical problems. First, there is rarely direct competition, even if numerous companies are present. Second, the presence of multiple PMSCs usually represents a collaboration among subsidiaries providing distinct services, often under the same corporate umbrella. Third, data aggregation obfuscates the overlap of PMSC presence, inflating the amount of perceived competition. Finally, we raise concerns regarding how quantitative analyses can conflate conflict intensity with conflict termination.  相似文献
