A general model for the failure of fibrous composite materials is described. It is shown to contain some of the well-known models in the literature. The composite material is viewed as a coherent system of independent identically distributed component strengths. Under the assumption that the applied load is redistributed “homotonically” to the unfailed components upon the failure of a component (an individual fiber segment) and that the distributions of component strengths are IFRA, it is shown that the system (composite) strength distribution is also IFRA. Examples are given using carbon reinforced composite data to illustrate the IFRA property.  相似文献

The issue that this paper tackles is the assessment of the relative security benefits that Cyprus and Greece derive in the context of their cooperation on defence matters. This form of cooperation, known as the ‘Integrated Defence Space Doctrine’, aims at defending their interests in the Aegean Sea and the broader East Mediterranean theatre. The paper relies heavily on earlier research on this topic, which deals with the Greek–Cypriot alliance facing an arms race against Turkey, and uses a coefficient especially designed to assess the optimal levels of security and the associated defence expenditure of the two allies. A comparison of the relative security coefficient values for the two allies suggests that the security benefit that Greece derives thanks to its alliance with Cyprus exceeds the corresponding Cypriot benefit by far. Given the importance assigned to human resources by this index, in conjunction with the demographic problems of Greece, this conclusion justifies the recent Greek defence policy revision, emphasizing quality, capital equipment and flexibility of forces. This revision aims at satisfying the security requirements of the alliance and the increasing demands of an arms race against Turkey.  相似文献

The most recent major document on human security tells us more about the ideal of human security than how this worthy objective can best be achieved. This is a problem because most African states were created to serve as a bulwark against further colonial rule rather than provide domestic order and protection for their citizens. Many African states have since become battlegrounds for ethnic or economic struggles. Neither a new and committed African leadership, nor intervention by the international community, is likely to transcend this problem and effectively advance the human security agenda. A reformed African state—one which induces leaders to be more concerned with advancing the interests of their people more broadly—remains the only viable alternative. The problem is that any reform of African states will also involve difficult trade-offs and dilemmas.  相似文献

This paper looks into the Greek–Turkish arms race a decade after an earlier contribution to the issue that relied heavily on artificial neural networks. The time period between the two papers contributes to the reliability of the results derived, not just by increasing the number of observations, but also mainly by incorporating the progress made in the realm of artificial intelligence. The focus on the case of both countries unlike the paper mentioned above that dealt with just the Greek side provides ample room for comparative purposes regarding the determinants of defense expenditure on both sides. The results derived in terms of input significance estimation support the findings of the earlier research as indicated above, pointing to the leading role of the demographic preponderance of Turkey over Greece. The paper also points to the fact that 10 years later, Turkey continues to set the arms race rules against its rival by determining the defense expenditure of Greece, whereas the role of the latter in affecting the military spending of Turkey is non‐existent.  相似文献

For 74 days in mid-1999, India waged an intense war against intruding Pakistani forces on the Indian side of the Line of Control dividing Kashmir in the Himalayas. The Indian Air Force (IAF) was a key contributor to India's eventual victory in that war. Among other things, the IAF's combat performance showed how the skillful application of air-delivered firepower, especially if unmatched by the other side, can shorten and facilitate the outcome of an engagement that might otherwise have persisted indefinitely. It also showed that a favorable position in the conventional balance remains strategically useful even in conditions of mutual nuclear deterrence.  相似文献

This paper examines a convex programming problem that arises in several contexts. In particular, the formulation was motivated by a generalization of the stochastic multilocation problem of inventory theory. The formulation also subsumes some “active” models of stochastic programming. A qualititative analysis of the problem is presented and it is shown that optimal policies have a certain geometric form. Properties of the optimal policy and of the optimal value function are described.  相似文献

This paper investigates the problem of choosing between two simple hypothesis, H0 and H1, in terms of independent, identically distributed random variables, when observations can be taken in groups. At any stage in the decision process it must be decided whether to stop and take action now or to continue, in which case the size of the next group of observations must be decided upon. The problem is to find an optimal procedure incorporating a stopping, group size (batch) and terminal action rule. It is proven, in general, that the optimal stopping and terminal action rule is of the sequential probability ratio type (SPRT). Fixed stopping rules of the SPRT type are studied and an iterative procedure of the policy improvement type, both with and without a value determination step, is developed. It is shown, for the general situation, that both the average risk and scheduling rule converge to the optima. Also, six suboptimal scheduling rules are considered with respect to the average risks they achieve. Numerical results are presented to illustrate the effectiveness of the procedures.  相似文献

This article generalizes the classical dichotomic reliability model to include states of partial operation. The generalized model can be considered as a special case of a general jump process. Both continuous and discrete state spaces are included. The relationship to cumulative damage shock models is discussed. Properties of the model are investigated and these are illustrated via examples. The equivalence of three forms of component independence is proved, but this equivalence does not generalize to the property of zero covariance. Alternative forms of series and parallel connections and the effect of component replacement are discussed.  相似文献

Consider the following situation: Each of N different combat units is presented with a number of requirements to satisfy, each requirement being classified into one of K mutually exclusive categories. For each unit and each category, an estimate of the probability of that unit satisfying any requirement in that category is desired. The problem can be generally stated as that of estimating N different K-dimensional vectors of probabilities based upon a corresponding set of K-dimensional vectors of sample proportions. An empirical Bayes model is formulated and applied to an example from the Marine Corps Combat Readiness Evaluation System (MCCRES). The EM algorithm provides a convenient method of estimating the prior parameters. The Bayes estimates are compared to the ordinary estimates, i.e., the sample proportions, by means of cross validation, and the Bayes estimates are shown to provide considerable improvement.  相似文献
