In nuclear nonproliferation negotiations, many governments pursue multiple objectives, and changes in policy can occur rapidly—and often unexpectedly. For these reasons, understanding nonproliferation requires empathy and imagination rather than just historical fact. This article considers one teaching tool to encourage such insight—simulations—and demonstrates how teaching and scholarship can interact to improve our understanding of the complex decisions and negotiations involved in nuclear nonproliferation. The article consists of five parts: first, it explains the benefits of simulations as both a policy development tool in Washington and as a teaching tool in universities; second, it describes the pedagogical strategy of the Stanford University simulation program; third, it shows how the simulations have identified and highlighted theoretical and substantive insights that are often neglected in scholarly studies of nonproliferation; and fourth, it describes how students are tested to enhance the learning experience from the simulation. Fifth and finally, the article provides concluding observations about how using simulations in the classroom can help scholars develop insights that improve their understanding of real-world nuclear negotiation dynamics and outcomes.  相似文献

This article examines the complex legacy of David Petraeus who was a key figure in the emergence of the US military shift towards counterinsurgency doctrine in the years after 2006. Although Petraeus has been perceived by critics as a publicity seeker, he can be credited with laying the foundations for a more serious commitment to COIN involving in particular in integrating conventional and Special Forces in arenas like village stability operations. The article looks a Petraeus's role in both Iraq and Afghanistan: it concludes that, in the case of Afghanistan, it is too early to assess whether counterinsurgency has had a decisive impact of the outcome of the war against the Taliban.  相似文献

Person-borne improvised explosive devices (PBIEDs) are often used in terrorist attacks in Western countries. This study aims to predict the trajectories of PBIED fragments and the subsequent safety risks for people exposed to this hazard. An explosive field test with a typical PBIED composed of a plastic explosive charge and steel nut enhancements was performed to record initial fragment behaviour, including positions, velocity, and trajectory angles. These data were used to predict the full trajectory of PBIED fragments using a probabilistic analysis. In the probabilistic analyses a probability of fatality or serious injury was computed. Based on the results presented, many practical conclusions can be drawn, for instance, regarding safe evacuation distances if a person were exposed to a suspected PBIED.  相似文献

The “gold‐mining” decision problem is concerned with the efficient utilization of a delicate mining equipment working in a number of different mines. Richard Bellman was the first to consider this type of a problem. The solution found by Bellman for the finite‐horizon, continuous‐time version of the problem with two mines is not overly realistic since he assumed that fractional parts of the same mining equipment could be used in different mines and this fraction could change instantaneously. In this paper, we provide some extensions to this model in order to produce more operational and realistic solutions. Our first model is concerned with developing an operational policy where the equipment may be switched from one mine to the other at most once during a finite horizon. In the next extension we incorporate a cost component in the objective function and assume that the horizon length is not fixed but it is the second decision variable. Structural properties of the optimal solutions are obtained using nonlinear programming. Each model and its solution is illustrated with a numerical example. The models developed here may have potential applications in other areas including production of items requiring the same machine or choosing a sequence of activities requiring the same resource. © 2002 Wiley Periodicals, Inc.
