We study the determinants of social preferences for national defence and for police and law enforcement. For this task, we estimate a bivariate ordered probit model for a set of European countries (France, Finland, Norway, Portugal, Spain and Sweden) in 2006. Determinants of spending decisions for defence and police are found to be linked but are of significantly different magnitudes. Besides, measures against terrorist threats are positively linked to police and defence spending increases, while the subjective perception of fiscal pressure has no influence. By way of an evolutionary game model we show that mediation in international conflicts might be harmful to the conflicting parties. In fact, under anarchy both parties can be better off than under an international regime if mediation reduces the parties’ reactive capacities (i.e. their abilites to respond to an aggression). Rearming Germany was a long and complicated process. It was especially difficult to create a new German air force. The army generals who dominated the Bundeswehr cadre did not even want an air force but rather a small arm air corps. Moreover, Adenauer's defense staff failed to adequately budget or plan for a new air force. As rearmament began, US Air Force leaders, working closely with the small Luftwaffe staff in West Germany's shadow Defense Ministry, basically took charge of the process to ensure that the Germans built a new Luftwaffe on the American model – a large, multipurpose force organized as an independent service and fully integrated into NATO. The first Bundesluftwaffe commanders allied themselves to the Americans, often in opposition to their army comrades, to overcome the political problems caused by Adenauer's poor defense planning and create a modern air force on American lines. 相似文献

We consider an M/G/1 retrial queue with finite capacity of the retrial group. First, we obtain equations governing the dynamic of the waiting time. Then, we focus on the numerical inversion of the density function and the computation of moments. ABSTRACTChina’s efforts to build a ‘new type of great power relations’ and a ‘new type of military-to-military relations’ do not constitute a major turning point in relations with the United States. Political relations set limits on military cooperation, and the two sides have been unable to construct a sustainable strategic basis for relations. This has contributed to an ‘on-again, off-again’ pattern in military ties. Trends show a pattern of frequent disruptions in military-to-military relations from 2000 to 2010, followed by an increase in interactions beginning in 2012. Nevertheless, obstacles on both sides are likely to limit mutual trust and constrain future development of military-to-military relations. 相似文献

We consider two‐stage tandem queueing systems with dedicated servers in each station and a flexible server that is trained to serve both stations. We assume no arrivals, exponential service times, and linear holding costs for jobs present in the system. We study the optimal dynamic assignment of servers to jobs assuming a noncollaborative work discipline with idling and preemptions allowed. For larger holding costs in the first station, we show that (i) nonidling policies are optimal and (ii) if the flexible server is not faster than the dedicated servers, the optimal server allocation strategy has a threshold‐type structure. For all other cases, we provide numerical results that support the optimality of threshold‐type policies. Our numerical experiments also indicate that when the flexible server is faster than the dedicated server of the second station, the optimal policy may have counterintuitive properties, which is not the case when a collaborative service discipline is assumed. © 2014 Wiley Periodicals, Inc.
