Readers of reports on ethical failures by four-star general officers must wonder, “Don’t they have staffs to ensure that the general follows ethics rules?” The Department of Defense publishes robust ethics guidance in several documents; however, a staff’s best efforts to implement this guidance may fail to make an impression on a senior leader who is susceptible to the “Bathsheba syndrome,” an allusion to the biblical account where the prophet Nathan rebuked King David for his moral failings. This paper proposes a methodology to enable senior headquarters staffs to play the role of Nathan in supporting ethical behaviors by high-level officers. It examines the mechanisms that embed ethical behavior within members of those staffs in carrying out their three principal roles of advising, scheduling, and transporting the four-star officer. The authors offer a framework based on an ethical infrastructure of organizational climate that focuses the staff’s daily efforts to mitigate risk across seven ethical “danger areas” that threaten ethical failures by senior officers.  相似文献

Many attempts have been made in the past to obtain estimates for the weights and ratings values of a multicriteria linear utility function. In particular, the problem arises when both criteria importance and alternatives' ratings are expressed in a qualitative ordinal manner. This article proposes an extreme-point approach for obtaining the overall ratings in the presence of ordinal preferences both for the criteria importance and the alternatives' rankings. The article develops a theorem which shows that the Lanchester linear war equations are not in general equal to the Kolmogorov linear war equations. The latter are time‐consuming to solve, and speed is important when a large number of simulations must be run to examine a large parameter space. Run times are provided, where time is a scarce factor in warfare. Four time efficient approximations are presented in the form of ordinary differential equations for the expected sizes and variances of each group, and the covariance, accounting for reinforcement and withdrawal of forces. The approximations are compared with “exact” Monte Carlo simulations and empirics from the WWII Ardennes campaign. The band spanned out by plus versus minus the incremented standard deviations captures some of the scatter in the empirics, but not all. With stochastically varying combat effectiveness coefficients, a substantial part of the scatter in the empirics is contained. The model is used to forecast possible futures. The implications of increasing the combat effectiveness coefficient governing the size of the Allied force, and injecting reinforcement to the German force during the Campaign, are evaluated, with variance assessments. © 2005 Wiley Periodicals, Inc. As Chancellor of the Exchequer during the late 1920s, Winston Churchill was at the center of British strategic decision making about how to respond to the naval challenge posed by Japan's rise as a rival sea power. Churchill downplayed the likelihood of war with Japan. The leadership of the Royal Navy disagreed: they saw Japan as a dangerous threat to the security of the British Empire. Examining this dispute between Churchill and the Admiralty highlights the awkward political, economic, and strategic tradeoffs confronting British leaders between the world wars.  相似文献

This article examines the Dhofar campaign in Oman (1965–75), and the role Britain played in assisting the Omani royal government against left-wing insurgents. Using existing secondary sources and declassified British government papers, it reassesses the contribution of British military advisers and special forces to the counter-insurgency (COIN) campaign, the balance between military action and civil affairs, the external dimension of the conflict, and intelligence and covert operations. It concludes by assessing whether the Dhofar War offers any guidance to Western armed forces involved in contemporary COIN campaigns such as those in Afghanistan and Iraq.  相似文献
