Security sector reform,ethnic representation and perceptions of safety: evidence from Kosovo

This article explores the relationship between ethnic representation in security sector institutions and perceptions of safety. While most studies on post-conflict institutional reform focus on national institutions and outcomes, this article argues that a more nuanced view on ethnic representation is fruitful in order to account for the everyday perceptions of local people. Drawing on post-conflict Kosovo, the article analyzes how the representation of ethnic minorities in security institutions affects perceptions of safety among individuals across Kosovo’s municipalities. It also analyzes original interview data collected in the Pristina and Mitrovica municipalities that are typical cases of our sample. Both approaches validate that those municipalities that have ethnically representative security institutions also have higher levels of perceived safety.     

The right place at the right time,or the right person in the right place?

South Africa's military has, since the First World War, been an oft-used and effective tool in the conduct of South African foreign policy, but this role has not always translated into power for Defence Department principals in its formulation. South African Defence Ministers for most of the country's history have played a minor role in the making of foreign policy; despite a change in this dynamic between approximately 1975–1990, the post-apartheid era has once again seen a diminishment of Defence's power in this arena. This article examines why Defence Ministers have generally been such weak players, with an eye toward disaggregating whether this was a product of interpersonal relationships with Cabinet and – most importantly – the Head of State, or whether this influence (or lack thereof) was more a function of South Africa's international standing. While determining who has influence on this process is difficult given the primacy of the national leader in making foreign policy and a lack of insider accounts by participants in the process, this article relies upon several interviews with participants and knowledgeable observers that help illuminate the process and Defence's role in it.     

An integer decomposition algorithm for solving a two‐stage facility location problem with second‐stage activation costs

We study a stochastic scenario‐based facility location problem arising in situations when facilities must first be located, then activated in a particular scenario before they can be used to satisfy scenario demands. Unlike typical facility location problems, fixed charges arise in the initial location of the facilities, and then in the activation of located facilities. The first‐stage variables in our problem are the traditional binary facility‐location variables, whereas the second‐stage variables involve a mix of binary facility‐activation variables and continuous flow variables. Benders decomposition is not applicable for these problems due to the presence of the second‐stage integer activation variables. Instead, we derive cutting planes tailored to the problem under investigation from recourse solution data. These cutting planes are derived by solving a series of specialized shortest path problems based on a modified residual graph from the recourse solution, and are tighter than the general cuts established by Laporte and Louveaux for two‐stage binary programming problems. The single-machine absolute-deviation early-tardy problem with random completion times

We consider sequencing n jobs on a single machine subject to job completion times arising from either machine breakdowns or other causes. The objective is to minimize an expected weighted combination of due dates, completion times, earliness, and tardiness penalties. The determination of optimal distinct due dates or optimal common due dates for a given schedule is investigated. The scheduling problem for a fixed common due date is considered when random completion times arise from machine breakdowns. The optimality of a V-shaped about (a point) T sequence is established when the number of machine breakdowns follows either a Poisson or a geometric distribution and the duration of a breakdown has an exponential distribution. © 1996 John Wiley & Sons, Inc.     

Baixa do Cassang: Ending the abuse of Portuguese Africans

On 4 January 1961 in Baixa do Cassange, in the north of Angola, the blacks who worked in the cotton fields began a strike. The army with air support was called to quell the rebellion, and the article emphasizes the importance of air support tethered to the ground forces, particularly in a remote and vast area of operations in the tropical rainy season. In this case, the support originally came in the form a squadron of Lockheed PV-2 Harpoons from Luanda, some 300 kilometers away. These open-ocean reconnaissance aircraft and their crews were ill-suited for the task. When this became apparent, four small Auster D5/160s were relocated from Negage to Malange, among the ground forces. The Austers flew reconnaissance missions over the troubled zones, dropped provisions and messages to the advancing ground forces, and served as a backup communications link. When the strike ceased after three weeks, the Austers assumed a humanitarian role in support of the starving population. The conclusion is that air support to ground forces is indispensable, must be properly tailored to the job, and must operate as an integral part of the ground forces.
