Passenger prescreening is a critical component of aviation security systems. This paper introduces the Multilevel Allocation Problem (MAP), which models the screening of passengers and baggage in a multilevel aviation security system. A passenger is screened by one of several classes, each of which corresponds to a set of procedures using security screening devices, where passengers are differentiated by their perceived risk levels. Each class is defined in terms of its fixed cost (the overhead costs), its marginal cost (the additional cost to screen a passenger), and its security level. The objective of MAP is to assign each passenger to a class such that the total security is maximized subject to passenger assignments and budget constraints. This paper shows that MAP is NP‐hard and introduces a Greedy heuristic that obtains approximate solutions to MAP that use no more than two classes. Examples are constructed using data extracted from the Official Airline Guide. Analysis of the examples suggests that fewer security classes for passenger screening may be more effective and that using passenger risk information can lead to more effective security screening strategies. © 2006 Wiley Periodicals, Inc. The standard issue bayonet of the British Army immediately preceding and during the First World War was the Pattern 1907. This was manufactured at different times and in varying numbers during that period by one official body, the Royal Small Arms Factory at Enfield, and by five private contractors. These bayonets were made according to published official specifications issued by the War Department and based on a ‘pattern example’ provided by the Royal Small Arms Factory. The specifications indicate, inter alia, the quality of metal used in making the bayonets, methods of inspection and proofing, and the required maximum and minimum weight range of the completed bayonet. However, examination of a series of these bayonets in a private collection suggested that their weights varied considerably from the mid-point values of the allowed weight ranges in the original and amended specifications (16.5 oz. and 17 oz., respectively). To establish if this was a common feature among this class of bayonet as opposed to a chance factor, the weights of other surviving Pattern 1907 bayonets were determined and compared to establish the degree of variance from the official specifications as originally set out by the Royal Small Arms Factory. Seventy-six percent of the 142 bayonets surveyed were found to be above the mid-point of the allowed weight range given in the amended manufacturing specifications, with many being at the upper end of the allowed range. This is a statistically unusual result. It is speculated that the target weight may have been deliberately set higher by the individual manufacturers to eliminate the possibility of rejection of any underweight bayonets by the Royal Small Arms Factory inspectors and so a refusal of acceptance and payment for the work.  相似文献

The war that Portugal was obliged to fight in Africa began in 1961 and immediately stretched the resources of its armed forces. Nowhere was this thinness more apparent than in policing the vast territory of Angola. The east and southeast of Angola were particularly vulnerable, as the area was a vast, sparsely populated region characterised by enormous featureless plains or chanas covered in tall grass and broken by an extensive river system and mountainous forests. The only military solution to policing these immense spaces was aviation and specifically the helicopter that could carry troops into battle, protect them with a gunship and bring them home when the operation was concluded. The immediate problem for the Portuguese Air Force (Força Aérea Portuguesa or FAP) in Angola and elsewhere was a scarcity of helicopters. The solution was an alliance with South Africa, which had a strong inventory of Alouette IIIs, to help in policing the east. This move was likewise in the interest of South Africa, as its threat came from Zambia through south-eastern Angola. This article examines the strategic and tactical development of this unusual, cross-cultural alliance and the symbiotic relationship that resulted in destruction of the enemies of both in Angola.  相似文献

The nature of crime and conflict is rapidly evolving. Postmodern war is increasingly influenced by non-traditional and irregular combatants: non-state soldiers. These actors are exploiting technology and networked doctrine to spread their influence across traditional geographic boundaries. This emphasis on non-traditional actors accompanies a shift in political and social organization. This shift may well be a shift in state form: from nation-state to market-state. This transition is fueled by rapid developments in technology and the adoption of network organizational forms. Conflict during this transition blurs the distinctions between and among crime, terrorism and warfare. This essay explores the dynamics of terrorism, crime and private armies during this epochal shift.  相似文献

The U.S. Navy Prowler aircraft is designed for electronic surveillance and countermeasures. In this paper, we describe the problem of scheduling Prowler crew training, and we present two integer programming models to solve it. The first model maximizes the number of aviators trained above 75% in each mission area, subject to the available number of flights, over a single month. The second model distinguishes peacetime from mobilization, and minimizes the number of flights done in mobilization subject to the available number of flights in peacetime. Our models distinguish different types of crew and allow more than one qualification to be earned on a given flight. We give numerical results using real data, comparing our results to the actual readiness of a squadron. A natural extension of the bucket brigade model of manufacturing is capable of chaotic behavior in which the product intercompletion times are, in effect, random, even though the model is completely deterministic. This is, we believe, the first proven instance of chaos in discrete manufacturing. Chaotic behavior represents a new challenge to the traditional tools of engineering management to reduce variability in production lines. Attitudes towards a regional military force are of paramount importance when exploring public support for regional integration. Until now, however, scholarly research has not considered the influence of attitudes towards a regional military mechanism in the sub-Saharan African context. Using Afrobarometer data, we demonstrate that military concerns are vital when exploring Tanzanian attitudes towards the proposed political federation of the East African Community (EAC), the East African Federation (EAF). More specifically, opposition to military cooperation strongly influences Tanzanian scepticism of the EAF. This finding is highly relevant given that referendums in the participating member states must be passed to facilitate political integration. Heightened opposition towards military cooperation raises the possibility of the public rejecting a politically integrated EAC. This poses a potential obstacle to the implementation of joint security policies and crucial mechanisms to provide a more stable region at large. We account for alternative explanations of Tanzanian opinion formation and reflect on the strength of military-orientated concerns for investigating public support for the East African project specifically and regional integration in sub-Saharan Africa more widely.  相似文献

An efficient algorithm for determining the optimal arrival schedule for customers in a stochastic service system is developed. All customers arrive exactly when scheduled, and service times are modeled as iid Erlang random variables. Costs are incurred at a fixed rate per unit of time each customer waits for service, and an additional cost is incurred for every unit of time the server operates beyond a scheduled closing time. The objective is to minimize total operating cost. This type of problem arises in many operational contexts including transportation, manufacturing, and appointment‐based services. © 1999 John Wiley & Sons, Inc.
