Assessing military reform in Indonesia

This article seeks to assess the magnitude of military reform in Indonesia and its impact in establishing greater levels of professionalism within the armed forces. To this end, the authors will offer some reflections on the studies of civil-military relations and military transformation for inculcating a higher degree of military professionalism; analyse to what extent the process of military reform in Indonesia has reshaped the institutional role of the armed forces; and discern three major strategic gaps in Indonesia's military reform, namely the “legal loopholes and regulation vacuum,” the “shortcomings of democratic civilian control,” and the “defence-economic gap.” This article asserts that military professionalism will grow more substantially depending on the ability of civilian elites to exercise effective control over the military and the capacity of the government to transform the military establishment keeping pace with strategic challenges and operational requirements.     

To avert impending disaster: American military plans to use atomic weapons during the Korean War

Though historians continue to argue about the role of American nuclear threats in producing an armistice in the Korean War, by 1953 the United States was moving closer to actually escalating the war with the employment of atomic bombs. While military studies and unsatisfactory exercises during the first two years of the conflict had relegated such weapons to a role just as a last resort to prevent a catastrophe, frustration with stalemated peace talks and the aggressiveness of General Mark Clark combined to produce a set of contingencies envisioning an expanded war involving nuclear air strikes.     

‘What Kind of War is This?’

This article explores the nature of the American war in Vietnam in an effort to determine whether it was a response to an indigenous uprising or an external effort by the Communist Party of Vietnam (CPV) to use a wide array of policies and programs to unite North Vietnam and South Vietnam under the party’s leadership. It argues that, although there initially were elements of the South Vietnamese population that rose against the southern leadership, the CPV gained control of their resistance and relegated it to a secondary role in the CPV war effort.     

On the Road to the 2015 NPT Review Conference

The second session of the Preparatory Committee for the 2015 Review Conference (RevCon) of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) highlighted two issues in particular—progress toward a Middle East Weapons of Mass Destruction–Free Zone and the Joint Statement on the humanitarian impact of nuclear weapons—that may not only greatly affect the health and vitality of the NPT and the 2015 RevCon, but possibly also have implications for the international nonproliferation regime as a whole. Dr. William Potter, director of the James Martin Center for Nonproliferation Studies, interviewed Ambassador Cornel Feruta, chairman of the 2013 PrepCom, to discuss these and other issues related to the meeting and the future of the treaty and its review process.     

Criteria and approximate methods for path-constrained moving-target search problems

A search is conducted for a target moving in discrete time among a finite number of cells according to a known Markov process. The searcher must choose one cell in which to search in each time period. The set of cells available for search depends upon the cell chosen in the last time period. The problem is to find a search path, i.e., a sequence of search cells, that either maximizes the probability of detection or minimizes the mean number of time periods required for detection. The search problem is modelled as a partially observable Markov decision process and several approximate solutions procedures are proposed. © 1995 John Wiley & Sons, Inc.     

Jointly constrained order quantities with all-units discounts

In this article we investigate situations where the buyer is offered discounted price schedules from alternative vendors. Given various discount schedules, the buyer must make the best buying decision under a variety of constraints, such as limited storage space and restricted inventory budgets. Solutions to this problem can be utilized by the buyer to improve profitability. EOQ models for multiple products with all-units discounts are readily solvable in the absence of constraints spanning the products. However, constrained discounted EOQ models lack convenient mathematical properties. Relaxing the product-spanning constraints produces a dual problem that is separable, but lack of convexity and smoothness opens the door for duality gaps. In this research we present a set of algorithms that collectively find the optimal order vector. Finally, we present numerical examples using actual data. to illustrate the application of the algorithms. © 1993 John Wiley & Sons, Inc.     

A proof for the longest-job-first policy in one-machine scheduling

We consider a one-machine scheduling problem with earliness and tardiness penalties. All jobs are assigned a common due date and the objective is to minimize the total penalty due to job earliness and tardiness. We are interested in finding the optimal combination of the common due-date value and the job sequence. Despite the fact that this problem in general is very hard to solve, we prove that there exists at least a common property for all optimal solutions: The first job in an optimal sequence is one of the longest jobs. We also prove that this property holds for a general class of unimodal penalty functions.
