Since the global war on terror began, the pursuit of Al Qaeda is widely considered as warfare and not the pursuit of criminals. In light of counter-terrorism being redefined as war, the criteria applied for tracking militaries of conventional enemies may also be applicable to Al Qaeda. Intelligence analysts have long used the nine order-of-battle (OB) criteria as part of the estimative process for conventional, or nation-state, enemies. Applying OB criteria to Al Qaeda may assist intelligence analysts in knowing the enemy and identifying changes that will allow for predictive analysis. Many elements of Al Qaeda's OB prior to the events of 11 September were viewed as clutter and not significant changes that might have otherwise alerted intelligence analysts to the impending attack. This essay suggests how one might go about applying the nine OB criteria to analysis of Al Qaeda. Although more difficult and requiring modification, using an analytical procedure that has been tested successfully over many years is a logical step in the war on Al Qaeda. If all OB changes are tracked and analyzed using a systematic approach as outlined in this essay, Al Qaeda attacks may be predicted and/or curtailed in the future.  相似文献

Multiple Objectives Optimization is much seen in combination with linear functions and even with linear programming, together with an adding of the objectives by using weights. With distance functions, normalization instead of weights is used. It is also possible that together with an additive direct influence of the objectives on the utility function a mutual utility of the objectives exists under the form of a multiplicative representation. A critical comment is brought on some representations of this kind. A full‐multiplicative form may offer other opportunities, which will be discussed at length in an effort to exclude weights and normalization. A system of two parallel queues where the arrivals from a single stream of customers join the shorter queue is considered. Arrivals form a homogeneous Poisson stream and the service times in each of the two queues are independent exponential variates. By treating one of the queues as bounded, the steady-state probability vector for the system can be expressed in a modified matrix-geometric form and can be computed efficiently. Computational procedures for the sojourn time distribution and characteristics of the departure stream are developed. Some numerical results are presented, and based on these results an efficient approximation scheme for the model is developed which can be readily extended to systems with more than two parallel queues.  相似文献

We study the (s,S) inventory system in which the server takes a rest when the level of the inventory is zero. The demands are assumed to occur for one unit at a time. The interoccurrence times between successive demands, the lead times, and the rest times are assumed to follow general distributions which are mutually independent. Abstract

The Military Compensation and Retirement Modernization Commission was established by the Congress in 2013 to perform a systematic review of military compensation to address rising costs and other trends. Their recommendation for reforming the TRICARE health care program was sweeping, and differed greatly from earlier proposals that focused on increasing beneficiary cost shares. Specifically, the commission proposed overhauling the current benefit delivery model and replacing it with a premium-based insurance model offering a menu of DoD-sponsored private health plans. The analysis presented here is based on work that supported the commission by estimating the budgetary impact of its proposed reforms. Results indicate that movement towards the premium-based model would produce an annual budgetary cost savings in the $2 billion to $4 billion range, with a best savings estimate of $3.2 billion.  相似文献

In recent years, there has been a sharp growth in political and sociological interest in the British military. Set against the backdrop of the armed forces’ increasing presence in everyday life, alongside the organizations’ ongoing restructuring, the current paper focuses on the MoD’s problematic attempts to recruit 30,000 reservists by 2020; what has become known as the Future Reserves 2020 programme (FR2020). We argue that these changes are driven in part by the need to cut costs in defence. However, we also suggest that they are a reflection of the changing nature of modern military organisation, and the manner in which armed forces engage with the societies of which they are a part, and with the citizens that make up that society. We locate FR2020 programme in the context of a wider narrative about the changing nature of military organisation in contemporary western democracies, identifying structural, circumstantial and normative reasons for change. We also examine the specific challenges of implementing FR2020 in practice, including issues of recruitment and retention, integration and support, and relations with families and employers, drawing on the experience of comparator countries to do so. We conclude by considering the implications of these changes, both for the future of UK armed forces, and for the evolving nature of military-society relations in Britain.  相似文献

We study the assignment of flexible servers to stations in tandem lines with service times that are not necessarily exponentially distributed. Our goal is to achieve optimal or near‐optimal throughput. For systems with infinite buffers, it is already known that the effective assignment of flexible servers is robust to the service time distributions. We provide analytical results for small systems and numerical results for larger systems that support the same conclusion for tandem lines with finite buffers. In the process, we propose server assignment heuristics that perform well for systems with different service time distributions. Our research suggests that policies known to be optimal or near‐optimal for Markovian systems are also likely to be effective when used to assign servers to tasks in non‐Markovian systems. © 2010 Wiley Periodicals, Inc. We study a stochastic scenario‐based facility location problem arising in situations when facilities must first be located, then activated in a particular scenario before they can be used to satisfy scenario demands. Unlike typical facility location problems, fixed charges arise in the initial location of the facilities, and then in the activation of located facilities. The first‐stage variables in our problem are the traditional binary facility‐location variables, whereas the second‐stage variables involve a mix of binary facility‐activation variables and continuous flow variables. Benders decomposition is not applicable for these problems due to the presence of the second‐stage integer activation variables. Instead, we derive cutting planes tailored to the problem under investigation from recourse solution data. These cutting planes are derived by solving a series of specialized shortest path problems based on a modified residual graph from the recourse solution, and are tighter than the general cuts established by Laporte and Louveaux for two‐stage binary programming problems. The importance of subset selection in multiple regression has been recognized for more than 40 years and, not surprisingly, a variety of exact and heuristic procedures have been proposed for choosing subsets of variables. In the case of polynomial regression, the subset selection problem is complicated by two issues: (1) the substantial growth in the number of candidate predictors, and (2) the desire to obtain hierarchically well‐formulated subsets that facilitate proper interpretation of the regression parameter estimates. The first of these issues creates the need for heuristic methods that can provide solutions in reasonable computation time; whereas the second requires innovative neighborhood search approaches that accommodate the hierarchical constraints. We developed tabu search and variable neighborhood search heuristics for subset selection in polynomial regression. These heuristics are applied to a classic data set from the literature and, subsequently, evaluated in a simulation study using synthetic data sets. © 2009 Wiley Periodicals, Inc.
