There have been growing claims in media circles and law-enforcement settings that street gangs and criminal groups are turning to Internet-based social networking sites for various reasons ranging from the showcasing of their images and exploits to the suspected recruitment of members. The present study investigates whether such a trend is, in fact, in place. The presence of street gangs on these Internet sites is referred to as cyberbanging. While there is some anecdotal evidence suggesting that gangs are turning to social networking sites, there is little available research on exactly how street gangs and criminal groups use the Internet. Our main argument is that gang culture is in many ways an individualized phenomenon and this feature ties in directly with recent assessments of the Internet as a setting that is governed by a process of networked individualism. This theoretical link between the individualized gang setting and the presence of gang members on social networking sites helps us understand why recruitment is improbable even in a context where people are openly diffusing their image and exploits to a growing number of Internet users. The empirical segment of this research adds to this general outlook. Based on a keyword search of over 50 street gang names, the three main social networking sites (Twitter, Facebook, and MySpace) were monitored for street gang presence. Results illustrate that gang presence on social networking sites is linked primarily to promoting a general gang or street culture through individual displays. In regard to the visitors to such sites, there is no evidence that they are being tricked or manipulated in any way. They are, however, showing their curiosity in regard to such groups and, for those who share their comments and opinions, signs of support are evident. Thus, whereas criminal gangs are not proactively using the Internet to convert anyone into being gang members, social networking sites are creating a new venue for people who share or are sensitive to the values underlying street gang lifestyle to come together. These sites essentially create a new convergence setting for gang members to interact with a wider number of people who would probably never have been exposed to their lifestyles and exploits through physical interactions. The study's conclusion extends these findings toward further research in this area, as well as outlining the more relevant implications for law-enforcement monitoring of this growing phenomenon.  相似文献

If the US has wielded power as global hegemon, then there should be evidence of a linkage between American resources and the ability to influence behavior. However, there is widespread disagreement on how this power is manifested (see Krause, ). Methodological and epistemological issues have hampered empirical studies of US hegemonic behavior. For example, does the US reward past behavior or does it offer inducements for future behavior? We document and discuss these issues in terms of the aid–foreign policy compliance nexus. The empirical portion of our paper tests whether US military and non‐military aid are correlated with foreign policy similarity. The main merits of our study are that: (1) we test a new measure of foreign policy similarity developed by Signorino and Ritter () and compiled by Gartzke et al. (); (2) we relax the causality issue and test using vector autoregression (VAR) for 76 developing countries; and (3) our time horizon is a minimum of 30 years for each country. Our central finding is that aid is most often used as a reward. More specifically, foreign policy similarity leads to greater economic aid for most African countries, foreign policy similarity leads to greater military aid for a majority of Latin American states, and there are no overarching patterns for Asia and the Middle East. We discuss the implications of our findings in the context of the bargaining and structural approaches to statecraft.  相似文献

Uruguay is a country with a very unusual profile, since it has just 3.4 million inhabitants but is among the top ten troop contributors to the UN PKO (Peace Keeping Operations) and is the first contributor per capita. In 2002 and 2003 it was the seventh troop contributor to the UN, and by the end of 2005 it was eighth in the UN ranking. Uruguay has never had any imminent external threat to its security after its independence in 1828, and it has had no internal threat since the end of the urban guerrillas’ actions in the 1970s. The country has no defence industry, and has always had an all‐volunteer military service, which presently involves almost 1% of the total population, and about 2% of the labour force. The empirical evidence presented in this paper shows that, in the past decades, Uruguayan defence spending has been influenced mainly by internal factors, most of them of an economic nature. The high participation in PKO has not increased military expenditure and it has produced a positive impact on the country’s economy.  相似文献

The last decade has seen several advances in the study of deterrence. These advances have sparked some strong disagreements regarding interpretation of the models and what their contributions signify. This paper appraises the discussions from a model theoretic perspective. It is argued that when comparing rivalling models three aspects; (i) target, (ii) criteria and (iii) type of purpose should be taken into account in order to make a proper appraisal. Informed by these aspects it is evident that the three deterrence models analysed address different aspects, in different ways and to different ends. From this perspective, the so-called Perfect Deterrence model must be recognised as a clear advancement in the research field. Model comparison will always be context relative and a plurality of models should be viewed favourably.  相似文献

The dielectric constant (DC) is one of the key properties for detection of threat materials such as Improvised Explosive Devices (IEDs). In the present paper, the density functional theory (DFT) as well as ab-initio approaches are used to explore effective methods to predict dielectric constants of a series of 12 energetic materials (EMs) for which experimental data needed to experimentally determine the dielectric constant (refractive indices) are available. These include military grades energetic materials, nitro and peroxide compounds, and the widely used nitroglycerin. Ab-initio and DFT calculations are conducted. In order to calculate dielectric constant values of materials, potential DFT functional combined with basis sets are considered for testing. Accuracy of the calculations are compared to experimental data listed in the scientific literature, and time required for calculations are both evaluated and discussed. The best functional/basis set combinations among those tested are CAM-B3LYP and AUG-cc-pVDZm, which provide great results, with accuracy deviations below 5% when calculated results are compared to experimental data.  相似文献

The decision to employ force abroad is often a contentious political decision, where partisanship plays a crucial role. Prior to military intervention, political parties usually make their ideologically distinctive preferences clear and seek to implement them once in power. What remains unclear, however, is how ideology affects the decision to use military force. This article contends that alliance and electoral calculations constrain the ability of political parties to implement their ideological preferences with regards to the use of force. It examines a “most likely” case for the partisan theory of military intervention, namely Canada’s refusal to take part in the invasion of Iraq and its decision to commit forces to the war against the Islamic State. It finds that only in combination with alliance and electoral calculations does executive ideology offer valuable insights into Canada’s military support to U.S.-led coalition operations, which contributes to our understanding of allied decision-making.  相似文献

In the last decade, cyber conflict has become a main feature of international politics and a growing concern for strategic stability and collective security. Unfortunately, cyber conflict suffers from a lack of conceptual clarity about its impact on collective security and a lack of consensus among international actors on how to interpret it. This article proposes to understand cyber conflict as an evolving process driven by two factors: the way in which digital space is configured and the way in which tactical, organizational, strategic, and doctrinal characteristics related to cyber have been included in the field of national and international security. Both tend to encourage offensive behavior but also demonstrate features pointing to restraint.  相似文献

Strategic studies deals intimately with the topic of power. Most scholars in the discipline work with a concept of power as an adversarial zero-sum competition. This is natural and necessary. However, other conceptions of power developed within political science and sociology could enrich strategic studies. Approaching two typical, traditional tasks of strategy – alliance building and war-fighting – this article demonstrates the heuristic mileage of theories of collective power. In particular, we can shed new light on the post-Cold War transformation of NATO as well as state-building as a strategy in counter-insurgencies with new ideas of power. Broadening the palette of theories of power is thus valuable if strategic studies is to prosper as an independent field of study.  相似文献

The aim of this article is to evaluate how French Major Conventional Weapons (MCW) exports impact on the conflict intensity of recipient countries. The recent increase in French arms exports seems to contradict the French political discourse on the promotion of regional stability. We run zero-inflated ordered probit model in order to analyze the role of the arms trade on the intensity of civil conflicts in 144 countries from 1992 to 2014, using SIPRI and UCDP/PRIO data. Our results suggest that French MCW exports tended not to exacerbate intrastate conflicts during this period. This finding is robust to changes in the empirical framework. We propose two lines of explanations: France seems to be prone to choosing partners that respect human rights and selling more ‘defense-oriented’ MCW than the rest of the world.  相似文献
