The stage may be set for what could be a historic turning point in America's reliance on nuclear weapons to meet its fundamental national security interests. Proponents of a refurbished nuclear stockpile and infrastructure are convinced that nuclear weapons will remain central to U.S. security interests, yet they admit that there is no national consensus on the need for and role of nuclear weapons. Nuclear opponents are gravely concerned that to the extent nuclear refurbishment creates a global perception that nuclear weapons remain essential instruments, it will eviscerate nuclear nonproliferation measures precisely at a time when nuclear ambitions are growing. Moreover, opponents see deterrence through advanced conventional weapons as decisively more credible than any nuclear alternative. With hopes of elevating discourse to the national level, this article examines the key current arguments pro and con within the specialist community and forecasts changes in the U.S. nuclear arsenal over the next decade. It concludes with a brief prognosis on prospects for complete nuclear disarmament.  相似文献

Britain's failure to cut military commitments in spite of escalating defence costs was not the result of blocking policies by disgruntled services. Rather, there was no determination among Whitehall's political departments to cut commitments even before the service departments could obstruct a decision on force levels. The Conservative governments under Macmillan and Douglas‐Home showed a propensity for substantial force reductions in Europe rather than in out‐of NATO areas. This remained London's long‐term aim even after it had been accepted to build up British troops in Europe to agreed force levels. During Alec Douglas‐Home's premiership Britain's global military role, especially east of Suez, gained a greater significance. An Anglo‐American military axis operating in the Far East and the Indian Ocean became a prominent feature. Ultimately, Anglo‐American military interdependence outside NATO was to ensure that Britain would be able to pursue a policy with more room for independent action.  相似文献

In this paper the effects of inspector error on a cost-based quality control system are investigated. The system examined is of a single sampling plan design involving several cost components. Both type I and type II inspector errors are considered. The model employs a process distribution, thus assuming that a stochastic process of some kind governs the quality of incoming lots. Optimal plan design is investigated under both error-free and error-prone inspection procedures and some comparisons are made.  相似文献

In this paper, the mathematical model for the allocation of resources among a general mix of percentage vulnerable and of numerically vulnerable weapon systems is presented and solved. Percentage vulnerable systems consist of mobile weapons which are difficult to locate, but relatively easy to destroy once located; numerically vulnerable systems comprise easily located fixed base weapons which are difficult to destroy. The distinguishing feature of this analysis is the inclusion of development costs. The theory of max-min is extended as necessary to solve this problem. In the aftermath of Israel's stunning victory over Egyptian, Jordanian and Syrian forces during the 1967 Six-Day War, accolades for the victory were often showered upon the Israeli Air Force (IAF). Indeed, many believed that it had been Israeli air power that had been the decisive element in the war by first eliminating the Arab air forces and then obliterating the Arab armies in turn. While the IAF did play an extremely important role in the fighting, it was not the decisive element of Israeli victory, and its impact was felt in very different ways from the common perception. Indeed, an appreciation of the true role of Israeli air power in the war reinforces both the importance of psychological factors in combat, and the ability of air forces to have a psychological impact disproportionate to their physical impact.  相似文献

ABSTRACT

In analysing trends in Chinese defence engagement and their impact on defence development in African states, it is important to consider both China's changing policy priorities and its capabilities for the provision of defence support. China's international ambitions and its economic development contribute to its emergence as a key supporter of defence capability development in Africa, occupying a crucial niche as a provider of support, particularly arms transfers, appropriate to evolving local requirements. The economic and politico-military imperatives driving China's engagement of Africa, which stem from its economic reforms and re-emergence as a great power, are facilitating defence modernisation by accelerating the introduction of modern arms in substantial quantities. The commercial importance of arms exports and the growing importance of strategic ties strongly situate China to help sustain processes of defence capability development in African states over the long term.  相似文献
