简析老子将帅素质观

老子被王夫之称为“言兵者之祖”,所著《道德经》虽非严格意义上的兵书,但蕴涵着丰富的军事思想。将帅素质是其着力论述的内容之一,本文从“以道佐人主,不以兵强天下”的政治智慧,“恬淡为上”的心性修养,“慈”、“俭”、“后”治军用兵操守,“不争而善胜”的军事才华四个方面,对其将帅素质观进行筒析,掘其精华,以期展现老子对将帅素质的独特要求及其现实意义。     

湘军将领曾国荃及其所部湘军述论

作为湘军集团的重要将领,曾国荃在镇压太平天国运动中,以先后攻陷吉安、安庆、天京的“战功”,为湘军摆脱不利地位、取得战争主动权发挥了巨大作用,也为清王朝最终扑灭太平军尽了犬马之劳。此后,曾国荃所部“吉字营”虽被裁撤,但他的军事将领身份并没有随之很快改变,又投入到镇压捻军、捍卫边防的战争中。曾国荃及其所部与湘军集团共同走过了从崛起、发展至衰落的历程。

本文针对我军现装备手榴弹存在的性能偏低、安全性不高等问题,分析了手榴弹的发展趋势和未来展望,提出了尽快研发具有碰炸／延时双作用全保险型多功能引信的手榴弹的建议。     

基于改进遗传算法的空舰导弹火力分配方法

描述了空舰导弹火力分配问题,建立了火力分配优化模型。在此基础上,提出了一种采用十进制部分编码策略与动态调节交叉、变异概率相结合的改进遗传算法,将其用于火力分配优化模型的求解,通过仿真分析与算例比较,证明该算法在运算速度和寻优能力上比标准遗传算法和传统搜索算法强,可为制定空舰导弹作战指挥自动化决策提供参考。

军队参加抢险救灾,是指人民解放军和人民武装警察部队抢救各种险情和抵御各种灾害,保护国家和人民群众的生命财产,帮助人民群众恢复生产、重建家园的活动.它是和平时期人民解放军的一项重要职能,是实践人民军队性质和宗旨的具体行动,是加强军政军民团结的重要途径,是锻炼和检验部队、提高快速动员和遂行作战任务能力的极好时机.     

Two-agent scheduling with linear resource-dependent processing times

This paper considers a two-agent scheduling problem with linear resource-dependent processing times, in which each agent has a set of jobs that compete with that of the other agent for the use of a common processing machine, and each agent aims to minimize the weighted number of its tardy jobs. To meet the due date requirements of the jobs of the two agents, additional amounts of a common resource, which may be in discrete or continuous quantities, can be allocated to the processing of the jobs to compress their processing durations. The actual processing time of a job is a linear function of the amount of the resource allocated to it. The objective is to determine the optimal job sequence and resource allocation strategy so as to minimize the weighted number of tardy jobs of one agent, while keeping the weighted number of tardy jobs of the other agent, and the total resource consumption cost within their respective predetermined limits. It is shown that the problem is -hard in the ordinary sense, and there does not exist a polynomial-time approximation algorithm with performance ratio unless ; however it admits a relaxed fully polynomial time approximation scheme. A proximal bundle algorithm based on Lagrangian relaxation is also presented to solve the problem approximately. To speed up convergence and produce sharp bounds, enhancement strategies including the design of a Tabu search algorithm and integration of a Lagrangian recovery heuristic into the algorithm are devised. Extensive numerical studies are conducted to assess the effectiveness and efficiency of the proposed algorithms.     

Dynamic evacuation routes for personnel on a naval ship

We propose a dynamic escape route system for emergency evacuation of a naval ship. The system employs signals that adapt to the causative contingency and the crew's physical distribution about the ship. A mixed‐integer nonlinear programming model, with underlying network structure, optimizes the evacuation process. The network's nodes represent compartments, closures (e.g., doors and hatches) and intersections, while arcs represent various types of passageways. The objective function integrates two potentially conflicting factors: average evacuation time and the watertight and airtight integrity of the ship after evacuation. A heuristic solves the model approximately using a sequence of mixed‐integer linear approximating problems. Using data for a Spanish frigate, with standard static routes specified by the ship's designers, computational tests show that the dynamic system can reduce average evacuation times, nearly 23%, and can improve a combined measure of ship integrity by up to 50%. In addition, plausible design changes to the frigate yield further, substantial improvements. Published 2008 Wiley Periodicals, Inc. Naval Research Logistics 2008     

论中国特色国防理论的创新

本文认为,中国传统兵学文化是党的军事指导理论不断创新的历史土壤,我国整体的国家战略是中国特色国防理论创新的立足点和出发点,世界新军事变革的时代潮流是中国特色国防理论创新的着眼点与前进方向;中国特色国防理论的创新必须扎根深厚的历史土壤、立足整体的国家战略、着眼变革的时代潮流,如此方能准确分析和把握国防军事领域的发展规律,科学指导国防和军队建设的发展进步,赢得中国特色军事变革的光辉未来。     

略论清末北方军事集团的军事教育及其影响

清末北方军事集团,前后有两个界定：一是洋务运动时期以李鸿章为首的“北洋海军军事集团”;二是新政时期至北洋前期以袁世凯为首的“新建陆军军事集团”。二者前后并没有直系的承接关系。但他们在创办军事教育方面都做出有目共睹的成就,促进了中国教育,尤其是军事科技教育的现代化发展,对中国近代社会产生重要影响。同时也应该看到,由于军事集团创办并掌握教育主导权,导致教育的集团化和教育的私人化,形成中国军队派系对立,是最终促成近代中国军阀割据局面出现的重要因素。
