基于RDC模块的角度测量仪的设计与实现

设计了一种便携式的角度测量仪.介绍了自整角机/旋转变压器信号处理原理,设计了信号量程放大电路.通过单片机控制,将角度信息显示在测量仪上并将数据传输显示在PC机,实现了角度监测.测试验证表明:该设计方法测量精度高、电压信号输入范围宽、可靠性好,完全可以满足角度测量及实时监测的要求.

基于信号强度比值的定向方法

测定来波的方向,可以通过测量接收实时信号的幅度或者相位等信息来实现.但是均需要进行更复杂的信号处理.因此,提出了一种新的方法,基于两个接收信号强度的比值关系来确定信号源的方向.该方法采用负反馈的方式,根据两个接收信号强度的比值关系对指向进行修正.在实验中完成了信号源方向的测量,精度能达到4°以内.     

基于CAS理论的两栖编队作战体系能力涌现模型

研究两栖编队作战体系能力涌现机理是组建两栖编队、构建两栖编队作战体系,提升两栖编队作战效能的依据.在具体分析两栖编队作战体系复杂性的基础上,从体系多元组成相互作用、整体层次关联递进协同角度,研究两栖编队作战体系层次相干作用、功能递进关系,进而应用矢量矩阵集合工具给出其在多域组分效应、结构效应、规模效应和环境效应共同制约和塑造下的能力涌现模型.分析两栖编队作战能力涌现模型核心影响因素和信息融合特征指标.最后,得出"两栖攻击舰是两栖编队作战体系能力生成的核心要素、信息融合水平是两栖编队作战能力生成高低的突出表征"等结论和启示.     

要地防空群对敌主攻方向确定度分析

针对目前防空作战中对敌主攻方向判断的困难和复杂性,运用系统工程理论、模糊数学等理论探索要地防空群对敌主攻方向定量判断问题。全面分析了影响敌主攻方向选取的诸多因素,建立了分析指标体系和模糊综合分析模型,为判断敌主攻方向提供了一种新的思路和定量分析的方法。在影响敌空袭目标选取的因素中,不确定和灰色的因素多,模糊综合分析方法采取定量与定性分析相结合的办法,把定性的因素定量化,较科学地解决了要地防空群对敌主攻方向判断的问题,进一步丰富了防空兵作战指挥精确决策理论。

在近程反导中,片面强调提高高炮随动系统的跟踪瞄准速度,已经不现实,通过对拦阻射击模式的研究,探讨了采用多重命中体制弥补随动系统缺陷的可行性。     

Maximizing project cash availability

Consider a project during the life cycle of which there are cash payouts and in‐flows. To better meet his financial commitments, the project owner would like to meet all deadlines without running out of cash. We show that the cash availability objective is similar to the total weighted flowtime used to measure work‐in‐progress performance in the scheduling and inventory control literatures. In this article we provide several specialized solution methods for the problem of minimizing total weighted flowtime in an arbitrary acyclic project network, subject to activity release times and due dates, where the activity weights may be positive or negative and represent cash in‐ and out‐flows. We describe the structure of an optimal solution and provide several efficient algorithms and their complexity based on mincost and maxflow formulations. © 2006 Wiley Periodicals, Inc. INTEGRATING NUCLEAR WEAPONS STOCKPILE MANAGEMENT AND NUCLEAR ARMS CONTROL OBJECTIVES TO ENABLE SIGNIFICANT STOCKPILE REDUCTIONS

In his 2009 Prague speech and the 2010 Nuclear Posture Review, President Barack Obama committed the United States to take concrete steps toward nuclear disarmament while maintaining a safe, secure, and effective nuclear deterrent. There is an inherent tension between these two goals that is best addressed through improved integration of nuclear weapons objectives with nuclear arms control objectives. This article reviews historical examples of the interaction between the two sets of objectives, develops a framework for analyzing opportunities for future integration, and suggests specific ideas that could benefit the nuclear weapons enterprise as it undergoes transformation and that could make the future enterprise compatible with a variety of arms control futures.     

The Importance of Safeguards Culture

International safeguards is the system of measures put in place by the International Atomic Energy Agency and states to ensure nuclear programs remain dedicated to peaceful purposes. This international safeguards system consists of agreements, inspections, and evaluations that have never considered the safeguards culture of a state or facility. Neither a common definition nor an understanding of safeguards culture is internationally recognized. This article provides an analysis of the concept of safeguards culture and gauges its value to the international safeguards community. The authors explore distinctions among safeguards culture, safeguards compliance, and safeguards performance, and suggest possible indicators of safeguards culture and methods to promote a strong, positive safeguards culture.
