A cycle time‐throughput (CT‐TH) curve, which quantifies the relationship of long‐run average cycle time to throughput rate, plays an important role in strategic planning for manufacturing systems. In this paper, a nonlinear regression metamodel supported by queueing theory is developed to represent the underlying CT‐TH curve implied by a manufacturing simulation model. To estimate the model efficiently, simulation experiments are built up sequentially using a multistage procedure. Machine maintenance is modeled in the setting of a single‐server queue. Machine deterioration corresponds to slower service rates and failure. This leads to higher congestion and an increase in customer holding costs. The decision‐maker decides when to perform maintenance, which may be done pre‐emptively; before catastrophic failures. Similar to classic maintenance control models, the information available to the decision‐maker includes the state of the server. Unlike classic models, the information also includes the number of customers in queue. Considered are both a repair model and a replacement model. In the repair model, with random replacement times, fixed costs are assumed to be constant in the server state. In the replacement model, both constant and variable fixed costs are considered. It is shown in general that the optimal maintenance policies have switching curve structure that is monotone in the server state. However, the switching curve policies for the repair model are not always monotone in the number of customers in the queue. This commentary analyses the international response to the crisis that struck the Central African Republic (CAR) in early December 2013. It examines three intertwined dimensions defining the courses of action available to policymakers dealing with pre-genocidal crises: the politics and institutional manoeuvring shaping the United Nations (UN) Security Council's decision to authorise an enforcement mission without deploying ‘blue helmets’ on the ground; the operational complexities involved in launching rapid reaction forces; and the interdependent logics between peacebuilding and atrocity prevention. The author argues that there are three ways for the UN Secretariat to ensure a more effective response to CAR-type situations: generating political will to respond swiftly to deteriorating crises leading to widespread abuses of human rights by advancing the concept of Responsibility to Protect as a core component of states' national interests; developing strategic frameworks for the deployment of multi-plural missions equipped to avert the actual or potential threat of atrocities; and developing joint early warning and scenario planning between peacebuilding and atrocity prevention agencies.  相似文献

As an integral component of the Military Observer Mission Ecuador and Peru (MOMEP), 1995-99, Special Operations Forces (SOF) performed as a true confidence-building measure (CBM). They succeeded in changing the behaviour of states, helping to resolve a longstanding conflict. MOMEP consequently serves as an example of risk management and reduction measures that insure regional stability. Further, it is an example of a regional multi-national military peacekeeping effort (PKO), conducted by conventional forces from various nations with influence and guidance from SOF, that succeeded without the reliance upon the United Nations.  相似文献

We present a group testing model for items characterized by marker random variables. An item is defined to be good (defective) if its marker is below (above) a given threshold. The items can be tested in groups; the goal is to obtain a prespecified number of good items by testing them in optimally sized groups. Besides this group size, the controller has to select a threshold value for the group marker sums, and the target number of groups which by the tests are classified to consist only of good items. These decision variables have to be chosen so as to minimize a cost function, which is a linear combination of the expected number of group tests and an expected penalty for missing the desired number of good items, subject to constraints on the probabilities of misclassifications. We treat two models of this kind: the first one is based on an infinite population size, whereas the second one deals with the case of a finite number of available items. All performance measures are derived in closed form; approximations are also given. Furthermore, we prove monotonicity properties of the components of the objective function and of the constraints. In several examples, we study (i) the dependence of the cost function on the decision variables and (ii) the dependence of the optimal values of the decision variables (group size, group marker threshold, and stopping rule for groups classified as clean) and of the target functionals (optimal expected number of tests, optimal expected penalty, and minimal expected cost) on the system parameters.© 2011 Wiley Periodicals, Inc. We study a service design problem in diagnostic service centers, call centers that provide medical advice to patients over the phone about what the appropriate course of action is, based on the caller's symptoms. Due to the tension between increased diagnostic accuracy and the increase in waiting times more in‐depth service requires, managers face a difficult decision in determining the optimal service depth to guide the diagnostic process. The specific problem we consider models the situation when the capacity (staffing level) at the center is fixed, and when the callers have both congestion‐ and noncongestion‐related costs relating to their call. We develop a queueing model incorporating these features and find that the optimal service depth can take one of two different structures, depending on factors such as the nurses' skill level and the maximum potential demand. Sensitivity analyses of the two optimal structures show that they are quite different. In some situations, it may (or may not) be optimal for the manager to try to expand the demand at the center, and increasing skill level may (or may not) increase congestion. © 2012 Wiley Periodicals, Inc.
