Reassessing Military Assistance to the Civil Powers: Are Traditional British Anti-Terrorist Responses Still Effective?

The provision of Military Assistance to the Civil Powers (MACP) encapsulates the traditional approach towards countering terrorism on the British mainland, which emphasises minimum force, proportionality, police primacy and the rule of law, with the military retained as a supporting instrument, being employed only as a measure of last resort. Recent terrorist incidents in major urban centres do, however, question the effectiveness of these established methods. This analysis initially codifies the conceptual issues that underscore the tensions between civil policing and military anti-terrorist approaches in the UK, and proceeds to evaluate and compare a number of operations that indicate the nature of the challenges facing the MACP apparatus. In particular, potential shortcomings in the MACP provisions are identified in the form of threat perception and deployment and enforcement gaps. The assessment finds that there are facets of MACP that are of enduring relevance in the current era, yet a continuing need persists to reconcile police and military imperatives toward serious civil disorder contingencies and conditions of emergency.

针对压制干扰对雷达网的威胁描述问题,研究了雷达网的探测威力模型.根据雷达基本方程和压制干扰下的雷达方程,结合单部雷达的检测概率模型,研究了一种基于融合规则的雷达网探测范围及探测威力的绘制算法,并用MATLAB进行仿真实现,结果表明,基于融合规则的雷达网探测范围和探测威力均较融合前增大,更好地体现了雷达组网的优势,该算法亦为衡量雷达网的融合能力及抗干扰能力提供了参考.     

基于RDC模块的角度测量仪的设计与实现

设计了一种便携式的角度测量仪.介绍了自整角机/旋转变压器信号处理原理,设计了信号量程放大电路.通过单片机控制,将角度信息显示在测量仪上并将数据传输显示在PC机,实现了角度监测.测试验证表明:该设计方法测量精度高、电压信号输入范围宽、可靠性好,完全可以满足角度测量及实时监测的要求.

基于HTCPN的飞机备件需求预测方法

针对航空兵部队飞机备件需求预测问题,提出了一种基于分层赋时着色Petri网(Hierarchical Timed Colored Petri Net,HTCPN)的飞机备件需求预测方法.根据飞机维修保障工作内容与流程,运用CPN Tools软件,构建飞机维修保障工作HTCPN总网仿真模型,以及故障维修工作HTCPN子网仿真模型.提出了备件需求量确定规则,建立了基于飞机出动架次率的备件需求预测模型.通过算例分析,验证了该方法的科学性和有效性.     

Multi-objective design optimization of composite submerged cylindrical pressure hull for minimum buoyancy and maximum buckling load capacity

This paper presents the design optimization of composite submersible cylindrical pressure hull subjected to 3 MPa hydrostatic pressure. The design optimization study is conducted for cross-ply layups [0s/90t/0u], [0s/90t/0u]s, [0s/90t]s and [90s/0t]s considering three uni-directional composites, i.e. Carbon/Epoxy, Glass/Epoxy, and Boron/Epoxy. The optimization study is performed by coupling a Multi-Objective Genetic Algorithm (MOGA) and Analytical Analysis. Minimizing the buoyancy factor and maximizing the buckling load factor are considered as the objectives of the optimization study. The objectives of the optimization are achieved under constraints on the Tsai-Wu, Tsai-Hill and Maximum Stress composite failure criteria and on buckling load factor. To verify the optimization approach, optimization of one particular layup configuration is also conducted in ANSYS with the same objectives and constraints.     

Maximizing project cash availability

Consider a project during the life cycle of which there are cash payouts and in‐flows. To better meet his financial commitments, the project owner would like to meet all deadlines without running out of cash. We show that the cash availability objective is similar to the total weighted flowtime used to measure work‐in‐progress performance in the scheduling and inventory control literatures. In this article we provide several specialized solution methods for the problem of minimizing total weighted flowtime in an arbitrary acyclic project network, subject to activity release times and due dates, where the activity weights may be positive or negative and represent cash in‐ and out‐flows. We describe the structure of an optimal solution and provide several efficient algorithms and their complexity based on mincost and maxflow formulations. © 2006 Wiley Periodicals, Inc. INTEGRATING NUCLEAR WEAPONS STOCKPILE MANAGEMENT AND NUCLEAR ARMS CONTROL OBJECTIVES TO ENABLE SIGNIFICANT STOCKPILE REDUCTIONS

In his 2009 Prague speech and the 2010 Nuclear Posture Review, President Barack Obama committed the United States to take concrete steps toward nuclear disarmament while maintaining a safe, secure, and effective nuclear deterrent. There is an inherent tension between these two goals that is best addressed through improved integration of nuclear weapons objectives with nuclear arms control objectives. This article reviews historical examples of the interaction between the two sets of objectives, develops a framework for analyzing opportunities for future integration, and suggests specific ideas that could benefit the nuclear weapons enterprise as it undergoes transformation and that could make the future enterprise compatible with a variety of arms control futures.     

The Importance of Safeguards Culture

International safeguards is the system of measures put in place by the International Atomic Energy Agency and states to ensure nuclear programs remain dedicated to peaceful purposes. This international safeguards system consists of agreements, inspections, and evaluations that have never considered the safeguards culture of a state or facility. Neither a common definition nor an understanding of safeguards culture is internationally recognized. This article provides an analysis of the concept of safeguards culture and gauges its value to the international safeguards community. The authors explore distinctions among safeguards culture, safeguards compliance, and safeguards performance, and suggest possible indicators of safeguards culture and methods to promote a strong, positive safeguards culture.     

PEACEKEEPERS AS PERPETRATORS OF ABUSE

Despite promulgating a comprehensive set of guidelines to deter UN personnel from committing acts of sexual misconduct, allegations of sexual exploitation and abuse have become widespread within United Nations peacekeeping missions. The policy of zero-tolerance for peacekeeper misconduct has not been matched by strong disciplinary measures, and crimes are often ignored and rarely punished: absentee fathers, rapists and murderers simply disappear back in their home countries. In countries where women and children rarely have the same economic resources, political rights and authority or control over their environment—or their bodies—they easily become prey for those in perceived positions of power and authority. By failing to hold those responsible to account, the UN may in fact be fuelling even greater discrimination and violence against women and children. In order to ensure those who are mandated to protect to do not become perpetrators of abuse, the UN must take a stronger stand against those who commit acts of sexual misconduct, and must ensure that victims see that their abuser is brought to justice and that reparation is offered. A recent report submitted by the Secretary-General's Special Envoy on Sexual Exploitation and Sexual Abuse makes a comprehensive set of recommendations to prevent, detect, and respond to these allegations. The aim of this essay is to highlight some of the main points of the Special Envoy's report, and to examine the practical challenges the UN and troop/police contributing countries will face when attempting to implement these recommendations.
