The terrorist attacks in France and Belgium of 2015–2016 that occurred while these countries were in a heightened state of alert raise questions about indications and warning methodology as well as effectiveness of the blanket-protection deployment of security services assisted even by the military. Response and perhaps even more anticipation may require strategic rethinking in light of the predatory attacks that target the most vulnerable spots of the public space. This study looks at threat analysis in Belgium as conducted through her intelligence fusion centre Coordination Unit for Threat Analysis (CUTA)?????? since its inception in 2006. With a special focus on what is known, at the time of writing, about the terrorist attacks in Paris and Brussels, this study hopes to put into context how the system (mal)functions and will also consider the preventive measures that respond to the threat, and the international aspects which have implications far beyond Belgian borders. South Korea is threatened by its troubled relationship with North Korea. North Korea possesses a large cache of missiles as well as chemical and biological weapons, and the future potential to mount nuclear weapons on its missiles. The United States is also challenged because of its defense commitments to Seoul. As a countermeasure, the United States and South Korea decided to deploy Terminal High Altitude Area Defense (THAAD) missile defenses in South Korea. However, China has objected. Chinese scholars believe the THAAD radar would be able to track Chinese inter-continental ballistic missiles, thereby weakening their deterrent. A technical analysis does not support this assertion. However, it is vital for South Korea, given its proximity and economic interdependence, to reassure China. South Korea should highlight that THAAD will be deployed by the United States Forces Korea and is not a commitment by Seoul to become part of U.S.-led missile defenses in the Asia-Pacific. 相似文献

Because of the complexities of tire-road interaction,the wheels of a multi-wheel distributed electric drive vehicle can easily slip under certain working conditions.As wheel slip affects the dynamic per-formance and stability of the vehicle,it is crucial to control it and coordinate the driving force.With this aim,this paper presents a driving force coordination control strategy with road identification for eight-wheeled electric vehicles equipped with an in-wheel motor for each wheel.In the proposed control strategy,the road identification module estimates tire-road forces using an unscented Kalman filter al-gorithm and recognizes the road adhesion coefficient by employing the recursive least-square method.According to road identification,the optimal slip ratio under the current driving condition is obtained,and a controller based on sliding mode control with a conditional integrator uses this value for accel-eration slip regulation.The anti-slip controller obtains the adjusting torque,which is integrated with the driver-command-based feedforward control torque to implement driving force coordination control.The results of hardware-in-loop simulation show that this control strategy can accurately estimate tire-road forces as well as the friction coefficient,and thus,can effectively fulfill the purpose of driving force coordinated control under different driving conditions. 相似文献

Damascus has severely impeded an investigation by the International Atomic Energy Agency (IAEA) into Syria's construction of a covert nuclear reactor, which was destroyed in a 2007 Israeli air strike. Pressing Damascus to cooperate with the inquiry is necessary to ascertain that there are no other undeclared activities in Syria, to determine the role of North Korea in the construction of the reactor, and to help prevent future clandestine efforts. With Damascus doing its best to avoid the investigation, securing Syrian cooperation will require adept diplomacy backed by the prospect of special inspections and, if necessary, a referral to the UN Security Council. The case of Syria's secret reactor highlights areas in which the IAEA needs buttressing, from the enhanced sharing of information, to reporting that is less political and more forthright. ABSTRACTThis study seeks to evaluate the threat of malicious chemical use by non-state actors. It finds that non-state actors have primarily turned to ready-to-use crude chemical weapons (CW) instead of traditional CW agents. Interestingly, the worst crude CW attacks have been more destructive than those employing traditional CW. Scenarios for catastrophic consequences exist, but chemical attacks have typically been used to accomplish tactical goals, which leverage psychological and economic impacts.
