The Quality Measurement Plan (QMP) and the Universal Sampling Plan (USP) are the data analysis and sampling plans for the AT&T Technologies quality audit. This article describes QMP/USP, an acceptance sampling plan based on QMP and USP principles. QMPIUSP is a complete acceptance sampling system. It combines the elements of classical rectification inspection plans with those of MIL-STD-IOSD. There is no switching between plans, no tables of numbers to look through, and no discontinue state. QMP/USP is a computerized, self-contained system that features:
- Acceptance decisions based on the QMP Bayes empirical Bayes analysis of current and past sampling result
- Sample size selection based on USP, i.e., lot size, AQL, a cost ratio, the QMP analysis, and a budget constraint
- Guaranteed AOQ
- A complete statistical analysis of the quality process.

We formulate the set partitioning problem as a matching problem with simple side constraints. As a result we obtain a Lagrangian relaxation of the set partitioning problem in which the primal problem is a matching problem. To solve the Lagrangian dual we must solve a sequence of matching problems each with different edge-weights. We use the cyclic coordinate method to iterate the multipliers, which implies that successive matching problems differ in only two edge-weights. This enables us to use sensitivity analysis to modify one optimal matching to obtain the next one. Capacity providers such as airlines and hotels have traditionally increased revenues by practicing market segmentation and revenue management, enabling them to sell the same capacity pool to different consumers at different prices. Callable products can enhance profits and improve consumers' welfare by allowing the firm to broker capacity between consumers with different willingness to pay. A consumer who buys a callable product gives the capacity provider the right to recall capacity at a prespecified recall price. This article studies callable products in the context of the model most commonly used in industry, which handles time implicitly imposing fewer restrictions on the nature of randomness compared to the Poisson arrival process favored in academia. In the implicit time model, capacity providers set booking limits to protect capacity for future high-fare demand. We examine the problem of estimating the item fill rate in a periodic inventory system. We show that the traditional expressions for line item fill rate, found in many operations management textbooks, perform well for high fill rates (above 90%), but they consistently underestimate the true fill rate. The problem of underestimation becomes significant as the fill rate falls below 90% and is greatly amplified in cases with very low fill rates (below 50%). We review other more accurate expressions for fill rate, discussing their relative merits. We then develop an exact fill rate expression that is robust for both high and low fill rates. We compare the new expression to others found in the literature via an extensive set of simulation experiments using data that reflect actual inventory systems found at Hewlett-Packard. We also examine the robustness of the expressions to violations in the underlying assumptions.
