It has become commonplace, especially in the post-Vietnam strategic environment, to quote Clausewitz's dictum that war is the continuation of policy by other means. We are told that military operations are dictated by, and must serve, clear political ends. Such thinking has been invoked to support everything from punitive strikes, to peacekeeping missions, to the ‘Powell’ doctrine and its political ‘exit strategies’, but at times political policy and military operations do not mix. In 1942 the Royal Navy bowed to political pressure and, against its collective better judgement, continued the Arctic convoys to the Soviet Union. These military operations culminated in the destruction of convoy PQ 17 in early July. This conflict between political policy and military strategy provides an object lesson of why in war issues of means and priorities must outweigh the importance of any given political policy. 相似文献

The insurgency in southern Thailand has proven to be intractable over the last few years. The insurgents, who comprise several different groups, have largely retained the initiative in a series of relatively unsophisticated operations. Although involving ethnic Malay Muslims – and marked by an increasingly strong Islamist ideology – the insurgency has been predominantly ethnic rather than religious. External jihadist involvement has been minimal at best. The recent coup in Thailand may improve the odds of reaching some form of accommodation with the southern insurgents; but it is likely that the south will remain a continuing security problem for Bangkok. 相似文献

Multiple ethnic insurgencies have existed in Myanmar since independence. The military junta's response has been extremely brutal at the tactical level, but has shown some political astuteness at the strategic level, with a series of ceasefires with most of the ethnic groups. Despite these ceasefires – most of which have resulted in the continued existence of quasi-independent armed groups – other ethnic movements have continued their armed operations. The northeast states of India have faced a series of insurgencies almost since independence. Most insurgent groups have been based on the competing demands of various ethnic groups, with conflicts not only between the insurgents and the government, but also between groups. The combination of anti-government and intercommunal violence shows little sign of ending. The Moro insurgency in the Philippines represents an interesting case of Islamically‐based insurgency with very differing roots and developments from the more widely studied Islamic movements in the Middle East. The Moro groups in the Philippines have displayed the difficulties in combining ethnic and religiously based ideologies of insurgencies. The insurgent groups have been marked by considerable factionalism and defections, but the government's counterinsurgency operations have been largely ineffective. Croatia's successful bid for independence was one of the defining moments of the immediate post-Cold War period. Nevertheless, the means that Croatia used to obtain independence remains relatively unexamined by academics. This article focuses on the early period of Croatia's bid for secession, and specifically the role that Yugoslavia's policy of Total National Defence played in facilitating its independence. Unlike in Slovenia, where the legacies of Total National Defence facilitated Slovenia's bid for secession, in Croatia the decision of its political leaders meant that the country largely neglected its positive legacies, resulting in a protracted four-year struggle. 相似文献
