In hinterland container transportation the use of barges is getting more and more important. We propose a real‐life operational planning problem model from an inland terminal operating company, in which the number of containers shipped per barge is maximized and the number of terminals visited per barge is minimized. This problem is solved with an integer linear program (ILP), yielding strong cost reductions, about 20%, compared to the method used currently in practice. Besides, we develop a heuristic that solves the ILP in two stages. First, it decides for each barge which terminals to visit and second it assigns containers to the barges. This heuristic produces almost always optimal solutions and otherwise near‐optimal solutions. Moreover, the heuristic runs much faster than the ILP, especially for large‐sized instances.  相似文献

This paper experimentally tests a number of hypotheses that follow from models of international competition that are based on Tullock style rent‐seeking models. Specifically, we designed and performed experiments to see how variations in the degree of publicness in the prize as well as changes in the values assigned to the prize affect alliances in terms of individual nation contributions, total contributions, burden sharing, and the likelihood of winning the prize. While there was substantial variation in individual behavior, the results of the experiments generally conform to the theoretical predictions of the rent‐seeking model of international competition and alliances.  相似文献

In discussing China's January 2007 hit-to-kill intercept of the Chinese weather satellite FengYun-1C, most American analysts sought the “message” for the United States—either by asserting that China's test was a deliberate step toward a comprehensive counterspace capability to offset U.S. conventional military superiority or an attempt to force the United States to the negotiating table on “the prevention of an arms race in outer space.” Chinese officials, after a long silence, eventually claimed the test was an “experiment” that was “not targeted at any country.” We traveled to China several times in 2007 and had a series of conversations with Chinese individuals knowledgeable about the history of this particular antisatellite program and with access to information about the decision-making process prior to and after the final test. These discussions were off the record, not for attribution, given the sensitivity of the subject. They reflected the views of some of the key institutions involved in the test from the State, the Communist Party, the People's Liberation Army, and aerospace experts involved in debris calculations. The information conveyed to us suggests that American commentators tend to place much greater importance on the United States as a driver in China's decision to develop the technology and conduct the test than do the Chinese.  相似文献

Ship berthing plans reserve a location for inbound U.S. Navy surface vessels prior to their port entrance, or reassign ships once in port to allow them to complete, in a timely manner, reprovisioning, repair, maintenance, training, and certification tests prior to redeploying for future operational commitments. Each ship requires different services when in port, such as shore power, crane, ordnance, and fuel. Unfortunately, not all services are offered at all piers, and berth shifting is disruptive and expensive: A port operations scheduler strives to reduce unnecessary berth shifts. We present an optimization model for berth planning and demonstrate it for Norfolk Naval Station, which exhibits all the richness of berthing problems the Navy faces. ® 1994 John Wiley & Sons, Inc.  相似文献

This paper describes the Value Added Analysis methodology which is used as part of the U.S. Army's Planning, Programming, Budgeting, and Execution System to assist the Army leadership in evaluating and prioritizing competing weapon system alternatives during the process of building the Army budget. The Value Added Analysis concept uses a family of models to estimate an alternative system's contribution to the Army's effectiveness using a multiattribute value hierarchy. A mathematical optimization model is then used to simultaneously determine an alternative's cost‐benefit and to identify an optimal mix of weapon systems for inclusion in the Army budget. © 1999 John Wiley & Sons, Inc. We consider a parallel‐machine scheduling problem with jobs that require setups. The duration of a setup does not depend only on the job just completed but on a number of preceding jobs. These setup times are referred to as history‐dependent. Such a scheduling problem is often encountered in the food processing industry as well as in other process industries. In our model, we consider two types of setup times—a regular setup time and a major setup time that becomes necessary after several “hard‐to‐clean” jobs have been processed on the same machine. We consider multiple objectives, including facility utilization, flexibility, number of major setups, and tardiness. We solve several special cases assuming predetermined job sequences and propose strongly polynomial time algorithms to determine the optimal timing of the major setups for given job sequences. We also extend our analysis to develop pseudopolynomial time algorithms for cases with additional objectives, including the total weighted completion time, the total weighted tardiness, and the weighted number of tardy jobs. © 2012 Wiley Periodicals, Inc. The discrete evasion game with three-move lag, formulated over 30 years ago, was one of the earliest games with time-lag complications. This game remains unsolved even though it is well known that the game has a value. In this article we obtain an upper bound for the value by constructing a strategy which consists of 400 conditional probabilities for the minimizing player. In this article, we consider a loss‐averse newsvendor with stochastic demand. The newsvendor might procure options when demand is unknown, and decide how many options to execute only after demand is revealed. If the newsvendor reserves too many options, he would incur high reservation costs. Yet reserving too few could result in lost sales. So the newsvendor faces a trade‐off between reservation costs and losing sales. When there are multiple options available, the newsvendor has to consider how many units of each to reserve by studying the trade‐off between flexibility and costs. We show how the newsvendor's loss aversion behavior affects his ordering decision, and propose an efficient algorithm to compute his optimal solution in the general case with n options.
