This paper argues for effective parliamentarian oversight of the expenditure of the security services. It discusses the general principles of public expenditure management and submits that, as the security services render a public service using public monies, they need to be subject to the same principles. The most important of these principles in relation to the security services are those of transparency and accountability. The security services are, however, involved in sensitive issues of state security and some modification in the application of these principles can be substantiated. Not detracting from the principles of public expenditure management and parliamentary oversight, special provisions regarding the management of security expenditure can be instituted. These include special legislation, the conduct of closed parliamentary committee meetings, and the institution of special parliamentary committees. The fundamental question is, however, ‘who decides’. The paper argues that the answer to this question lies squarely in the domain of parliament, which should ultimately decide on any deviations and exclusions from these principles as related to the security services. 相似文献

We develop and estimate optimal age replacement policies for devices whose age is measured in two time scales. For example, the age of a jet engine can be measured in the number of flight hours and the number of landings. Under a single‐scale age replacement policy, a device is replaced at age τ or upon failure, whichever occurs first. We show that a natural generalization to two scales is to replace nonfailed devices when their usage path crosses the boundary of a two‐dimensional region M, where M is a lower set with respect to the matrix partial order. For lifetimes measured in two scales, we consider devices that age along linear usage paths. We generalize the single‐scale long‐run average cost, estimate optimal two‐scale policies, and give an example. We note that these policies are strongly consistent estimators of the true optimal policies under mild conditions, and study small‐sample behavior using simulation. © 2003 Wiley Periodicals, Inc. This article examines why paramilitary campaigns in Northern Ireland have continued despite the current peace process. In advancing three instrumental explanations of paramilitary violence, the author provides a useful analytical framework which shows that while organizational interpretations are dominating the public discourse, republicans and loyalists continue to use paramilitary violence as a strategic means of threat and coercion. Furthermore, even though policy implications are not discussed in detail, it will be demonstrated that the dominance of organizational imperatives has resulted in excessive leniency by the state, which - in turn - has contributed to the fragility of the peace process. 相似文献
