Abstract

This paper seeks to critically appraise Africa's position within the United Nations Security Council from the inception of the UN in 1945 until the end of 2010, spanning the entire history of the world body. A few factors make such an appraisal a useful exercise. These include the ongoing debates about the reform of the Council in particular and the UN as a whole, and the growing interest that many African students and observers of and actors in international relations seem to have developed in recent years in the working of the world body. In this appraisal, emphasis will be placed on the origin and rationale behind the establishment of the Security Council as well as the use of the veto power by its permanent members, with a special reference to Africa.     

THE REGIONAL ECONOMIC EFFECTS OF MILITARY BASE REALIGNMENTS AND CLOSURES IN GERMANY

We identify the causal effect of a reduction in military personnel on a number of socioeconomic indicators within the peripheries of military bases. The base realignments and closures in Germany are used as an exogenous source of variation that allows us to identify the effect of a demand shock on household income, output, unemployment, and tax revenue within a specified buffer zone around each base. The analysis covers 298 communities for the period 2003–2007. Consistent with evidence found elsewhere, we find that these base adjustments have only a marginal impact on the local community in which the bases are located.     

Reinventing the Revolution: Technological Visions,Counterinsurgent Criticism,and the Rise of Special Operations

Two big ideas have shaped recent debate about military doctrine: the Revolution in Military Affairs (RMA) and Counterinsurgency (COIN). These ‘network centric’ and ‘population centric’ worldviews appear contradictory, but this is a false dichotomy. American forces have actively developed RMA concepts in COIN environments during recent wars in Iraq and Afghanistan; the exemplar par excellence is innovation by US Special Operations Command (SOCOM) in doctrine, technology, and organization for counterterrorism. Ironically, SOCOM's reimagining of the RMA managed to both improve the strengths and underscore the weaknesses of the American military's technological prowess.     

Decommissioning and paramilitary strategy in Northern Ireland: A problem compared

This study examines the problems of paramilitary decommissioning in Northern Ireland. It analyses why decommissioning has become so contentious in the Northern Ireland peace process. Decommissioning, though, is not a unique or intrinsically insurmountable problem. This is demonstrated by highlighting the issue in international context. Three examples of decommissioning in conflict resolution processes are assessed: the Lebanon, El Salvador and Mozambique. These varied examples do supply some limited lessons for Northern Ireland. This study argues that the explanation for the intractability of decommissioning in Northern Ireland resides, to a greater extent, in the tactical and strategic reasoning of the main paramilitary groupings in Northern Ireland. The factors that condition their thinking, however, can be found in the nature of the peace process itself which provides the paramilitiaries with every incentive to retain possession of their weapons.     

Whose Hearts and Whose Minds? The Curious Case of Global Counter-Insurgency

Traditionally regarded as a secondary activity in military thinking and practice, the notion of counter-insurgency (COIN) has undergone a remarkable renaissance. This analysis traces the origins of this renaissance to two distinctive schools: a neo-classical school and a global insurgency school. The global insurgency school critiques neo-classical thought and presents itself as a more sophisticated appreciation of current security problems. An examination of the evolution of these two schools of counter-insurgency reveals how the interplay between them ultimately leaves us with a confused and contradictory understanding of the phenomenon of insurgency and the policies and strategies necessary to combat it.     

Formulations for dynamic lot sizing with service levels

In this article, we study deterministic dynamic lot‐sizing problems with a service‐level constraint on the total number of periods in which backlogs can occur over a finite planning horizon. We give a natural mixed integer programming formulation for the single item problem (LS‐SL‐I) and study the structure of its solution. We show that an optimal solution to this problem can be found in \begin{align*}\mathcal O(n^2\kappa)\end{align*} time, where n is the planning horizon and \begin{align*}\kappa=\mathcal O(n)\end{align*} is the maximum number of periods in which demand can be backlogged. Using the proposed shortest path algorithms, we develop alternative tight extended formulations for LS‐SL‐I and one of its relaxations, which we refer to as uncapacitated lot sizing with setups for stocks and backlogs. {We show that this relaxation also appears as a substructure in a lot‐sizing problem which limits the total amount of a period's demand met from a later period, across all periods.} We report computational results that compare the natural and extended formulations on multi‐item service‐level constrained instances. © 2013 Wiley Periodicals, Inc. Winning the ‘War on Terror’? Roy Mason's Contribution to Counter-Terrorism in Northern Ireland

Roy Mason's tenure as Northern Ireland Secretary marked a watershed, yet it has provoked little analysis. Contrary to his popular image, security policy under Mason remained within the limits that had determined the formulation of British counter-terrorism ever since 1972. It was precisely because of this strategic environment that Mason's contribution was little more than a change in rhetoric, the implications of which were contradictory. Likewise, his key political idea of promoting ‘constitutional security’ negated its stated purpose by furthering instability, and – in the longer term – by making Dublin's permanent inclusion in the government of the province a political imperative.
