An analysis of US assessments of Germany's development of armored warfare illustrates the problems that intelligence agencies face as they attempt to understand military innovation. The covert nature of German Army's tank research in the years immediately following World War I limited the number of indicators of Berlin's interest in armored warfare. Similarly, the United States possessed at best a fragmentary picture of German experimentation with armor. By the outbreak of World War II, however, US military attaches had nonetheless developed an accurate understanding of German concepts of armored warfare. If the United States is to avoid strategic surprise in the future, it must cultivate intelligence sources and employ considerably different methods from those of the Cold War.  相似文献

Throughout the 1990s Pakistan sought to cultivate ‘strategic depth’ throughout Iran, Afghanistan and the newly emergent Central Asian Republics while seeking to restrict Indian influence in the region. Chastened by its past failures, Pakistan now embraces more modest regional goals. Despite the diminution in objectives, several factors augur failure including Pakistan's policies in Afghanistan, which diminish the likelihood of a stable Afghanistan, and Pakistan's inability to pacify the various insurgencies roiling both Baluchistan and the Pashtun areas of the Federally Administered Tribal Areas as well as the Northwest Frontier Province.  相似文献

On 9 February 2012 the Somali terrorist organization al-Shabaab officially merged with al-Qaeda. While the significance of the merger is highly contested, it does expose internal weaknesses within the two organizations along ideological, clan, and sectarian lines. The article identifies three key weaknesses of the merger and concludes with a discussion of al-Qaeda's growing presence in trans-Saharan Africa.  相似文献

The Pakistan Army elicits many concerns about terrorism, nuclear and the coherence of the state. However, very little is actually known about this institution. This article mobilizes unique data to address one important facet: the Army's geographical recruitment base. We find that the Pakistan Army has been successful at expanding the geographical recruitment base while some groups (namely those who are native to Sindh) remain highly under-represented. We also find that the officer corps is increasingly coming from urban areas. We conclude with a discussion of the implications of these important shifts subject to the limitations of our data.  相似文献

This article proposes a case study to illustrate the usefulness of sociological institutional analysis as a method to uncover ‘blue force’ challenges to deal with irregular warfare. The French Army's adaptation to revolutionary warfare in Algeria, starting in 1954, is used to illustrate both the application of the methodology and how institutional forces can hinder as well as overwhelm transformation for irregular warfare. The analysis emphasizes three key dimensions of the French Army's institutional adaptation: the regulative, normative and cognitive. These empirical elements are used to show how they interacted and influenced the institutional implementation of the French COIN structures.  相似文献

This article uses a novel database of 1,625 posthumously published biographies of members of two Islamist militant organizations (Lashkar-e-Taiba (LeT) and Hizb-ul-Mujahideen (HM)), all of whom were killed in the course of carrying out militant attacks. In general, each biography provides data on the militant’s birthplace, education, recruitment, and training. The number of observations in this database is a full order of magnitude larger than those of previous databases assembled from militant biographies. While the sample of militants in this database is the product of multiple selection effects, analysis of the database undermines many common myths about Pakistani militants and casts doubt on current policy approaches to mitigating Islamist militancy in Pakistan.  相似文献
