US national security guidance, as well as the US Army’s operational experiences since 2001, emphasizes the importance of working closely with partner countries to achieve US strategic objectives. The US Army has introduced the global landpower network (GLN) concept as a means to integrate, sustain and advance the Army’s considerable ongoing efforts to meet US national security guidance. This study develops the GLN concept further, and addresses three questions. What benefits can the GLN provide the Army? What are the essential components of the GLN? What options exist for implementing the GLN concept? By developing the GLN concept, the Army has the opportunity to transition the GLN from an often ad hoc and reactive set of relationships to one that the Army more self-consciously prioritizes and leverages as a resource to meet US strategic objectives. 相似文献

Egypt plays a pivotal role in the security of the Middle East as the doorway to Europe and its military expenditure reflects its involvement in the machinations of such an unstable region, showing considerable variation over the last 40?years. These characteristics make it a particularly interesting case study of the determinants of military spending. This paper specifies and estimates an econometric model of the Egyptian demand for military spending, taking into account important strategic and political factors. Both economic and strategic factors are found to play a role in determining military burden/spending, with clear positive effects of lagged military burden, suggesting some sort of institutional inertia, plus negative output and net exports effects. The strategic effect as a result of the impact of Israel’s military burden is mostly positive and significant, though its impact is reduced when the impact of important strategic events are taken into account. The military spending of Egypt’s allies Jordan and Syria generally seems to have had no effect on Egypt’s spending. These results are consistent over a range of econometric techniques. 相似文献

In this article we try to identify appropriate solution procedures for different types of multiechelon production planning problems. We conduct an extensive computational study on uncapacitated multiechelon production planning problems with serial and assembly types of bill-of-material structures. Problems are formulated as both single-source fixed charge network problems and as multicommodity flow problems with fixed charges. Solution procedures considered are branch and cut, Lagrangean relaxation (for the network formulation), and branch and bound (for the multicommodity formulation). Using a system-point (SP) method of level crossings, we derive the stationary distribution of the inventory level (stock on hand) in a continuous-review inventory system with compound Poisson demand, Erlang as well as hyperexponentially distributed lead times, and lost sales. The threat posed by the proliferation of weapons of mass destruction is real and urgent. Combating this threat requires a new and comprehensive approach by the federal government. It requires sustained leadership at the top and an organizational structure that can set policies and objectives for combating proliferation; develop integrated, government‐wide plans to implement those policies and objectives, including plans for acquiring necessary technology; make appropriate decisions regarding how resources should be allocated to carry out those plans; and regularly evaluate the effectiveness of our policies, programs, and operations.
