This paper demonstrates that US–Scandinavian intelligence relations in general, and Signals Intelligence (Sigint) relations in particular, during the period 1945 through 1960 were more extensive and complicated than had previously been believed. Bilateral US intelligence liaison relations with nominally neutral Sweden were of particular importance in the early years of the Cold War given its geographic location adjacent to the northwestern portion of the USSR. Moreover, the importance of Sigint received from the three principal Scandinavian countries covered by this paper (Norway, Denmark, and Sweden) proved to be quite important to the US intelligence community during the early years of the Cold War, when the US Sigint infrastructure was relatively weak and stretched thin by commitments in Asia and elsewhere. This paper covers the quantity, quality, and types of intelligence information provided to the US by each of the Scandinavian nations, demonstrating that the nature of US intelligence relations with these countries changed substantially as time went by.  相似文献

In October 1959 the Eisenhower administration dispatched a CIA Special Team to survey the violence problem in Colombia. This article, part one of a two‐part series, examines this first significant attempt by a US administration to influence that nation's internal security situation. It investigates the Special Team's actions and analyses its recommendations for transforming Colombia's conventionally‐orientated security forces. The Team's survey, which focuses on counter‐insurgency tactics, civil action, intelligence operations, psychological warfare, and covert action, is the foundation from which Colombia's modern internal security structures are derived.  相似文献

The issue that this paper tackles is the assessment of the relative security benefits that Cyprus and Greece derive in the context of their cooperation on defence matters. This form of cooperation, known as the ‘Integrated Defence Space Doctrine’, aims at defending their interests in the Aegean Sea and the broader East Mediterranean theatre. The paper relies heavily on earlier research on this topic, which deals with the Greek–Cypriot alliance facing an arms race against Turkey, and uses a coefficient especially designed to assess the optimal levels of security and the associated defence expenditure of the two allies. A comparison of the relative security coefficient values for the two allies suggests that the security benefit that Greece derives thanks to its alliance with Cyprus exceeds the corresponding Cypriot benefit by far. Given the importance assigned to human resources by this index, in conjunction with the demographic problems of Greece, this conclusion justifies the recent Greek defence policy revision, emphasizing quality, capital equipment and flexibility of forces. This revision aims at satisfying the security requirements of the alliance and the increasing demands of an arms race against Turkey.  相似文献

Russian naval nuclear fuel and reactors pose both proliferation and environmental threats, ranging from the possible theft of highly enriched uranium fuel to the radioactive contamination of the environment, whether due to accident, neglect, or sabotage. Current conditions at Russian naval bases, together with a history of accidents and incidents involving Russia's nuclear fleet, make a convincing case for the large-scale assistance that the G8 is now providing to improve the safety and security of Russian naval reactors and fuel. However, virtually no data has been released to allow accurate, reliable, and independent analysis of reactor and fuel properties, risking misguided international efforts to assist in the areas of nuclear cleanup, nonproliferation, and security. This article identifies and assesses relevant properties and developments related to reactor and fuel design, provides a comprehensive presentation of Russian nuclear naval technologies, and examines technological trends in the context of proliferation and environmental security.  相似文献

The Biological Weapons Convention (BWC) regime currently suffers from a lack of effective compliance procedures. Because a legally binding compliance protocol to the BWC is not available, other measures are needed to stabilize the regime against the risk of violations of its rules. The Treaty on the Non-Proliferation of Nuclear Weapons, the Chemical Weapons Convention, and the experiences of UN inspection teams show that among the necessary components of effective compliance mechanisms are an intermediary level between bilateral consultations of states parties and involvement of the UN Security Council as well as independent assessment capabilities. This article suggests that the UN Secretary General could assume such an intermediary function and, using the authority contained in Article 99 of the UN Charter, could investigate not only alleged use of biological weapons but also alleged breaches of the BWC. A standing expert unit in the Department for Disarmament Affairs could provide the independent expertise necessary for such investigations. Such a compliance mechanism could provisionally help stabilize the BWC regime until a permanent compliance system can be agreed.  相似文献

Traditionally regarded as a secondary activity in military thinking and practice, the notion of counter-insurgency (COIN) has undergone a remarkable renaissance. This analysis traces the origins of this renaissance to two distinctive schools: a neo-classical school and a global insurgency school. The global insurgency school critiques neo-classical thought and presents itself as a more sophisticated appreciation of current security problems. An examination of the evolution of these two schools of counter-insurgency reveals how the interplay between them ultimately leaves us with a confused and contradictory understanding of the phenomenon of insurgency and the policies and strategies necessary to combat it.  相似文献
