Stochastic linear fractional programming with the ratio of independent Cauchy variates

In this article is studied a stochastic linear fractional programming problem, in which the parameters of both the numerator and the denominator are assumed to be mutually independent Cauchy variates. The deterministic equivalent of the problem is obtained and is shown to be a linear fractional program. A numerical example is also added for illustration.     

Estimation of the common scale parameter of two pareto distributions in censored samples

The problem of estimation of the common scale parameter of two Pareto distributions with unknown and unequal shape parameters in censored samples is considered. The uniformly minimum variance unbiased estimator (UMVUE) is given along with the UMVUE of its variance.     

An extremal problem in subconnectivity

The connectivity of a subgraph of a graph can exceed the connectivity of the graph. We call the largest of the connectivities of all subgraphs the subconnectivity. We then give the exact solution to the extremal problem of determining the maximum number of lines in a p-point graph of subconnectivity two.     

Asymmetry of Values,Indigenous Forces,and Incumbent Success in Counterinsurgency: Evidence from Chechnya

This article fills the gap in existing scholarship on asymmetric conflict, indigenous forces, and how socio-cultural codes shape the dynamics and outcomes of conflict transformation. Specifically, it identifies three key socio-cultural values commonplace in honorific societies: retaliation, hospitality, and silence. As sources of effective pro-insurgent violent mobilisation and support from among the local population, these values provide insurgents with an asymmetric advantage over much stronger incumbents. Using the case studies of the two Russian counterinsurgencies in Chechnya, the article shows the mechanisms on the ground through which Moscow’s deployment of indigenous forces against insurgents helped to stem the tide of conflict, reversing the insurgents’ initial advantage in terms of asymmetry of values.     

Reliability growth of repairable systems

This paper considers the problem of modeling the reliability of a repairable system or device that is experiencing reliability improvement. Such a situation arises when system failure modes are gradually being corrected by a test-fix-test-fix procedure, which may include design changes. A dynamic reliability model for this process is discussed and statistical techniques are derived for estimating the model parameters and for testing the goodness-of-fit to observed data. The reliability model analyzed was first proposed as a graphical technique known as Duane plots, but can also be viewed as a nonhomogeneous Poisson process with a particular mean value function.     

On nash subsets and mobility chains in bimatrix games

This work is concerned with constructing, analyzing, and finding “mobility chains” for bimatrix games, sequences of equilibrium points along which it is possible for the two players to progress, one equilibrium point at a time, to an equilibrium point that is preferred by both players. The relationship between mobility chains and Nash subsets is established, and some properties of maximal Nash subsets are proved.     

Review Article: Reading Guerrilla Radio in Wartime Liberia

Numerous writers have acknowledged the importance of radio communications and hate propaganda in the Liberian civil war (1990–1997), but none have explored the subject in depth. A wide variety of related issues have been neglected, including military efforts to seize control of broadcast facilities, the deliberate manipulation of public information and perceptions, and the implications of both for wartime atrocities and post-war justice. In the following essay, I identify and discuss six general strands of thought on guerrilla radio broadcasting and communications in wartime Liberia. The first looks to the relationship between mass media and the state in the pre-civil war era. The second covers the cooption of the wartime free press. Three further themes – Charles Taylor's cultivation of personal power, the relevance of broadcasting for rebel command and control capabilities, and Taylor's media dominance during the 1997 Presidential campaign – demonstrate the strategic and public roles of radio communications and broadcasting. Finally, I look to written survivor memoirs for elite responses to wartime media monopolies, guerrilla propaganda, and psychological warfare. I conclude with some notes on indicators for future research, and their implications for historical and contemporary issues in Liberia.
