An algorithm, based upon dynamic programming, is developed for a class of fixed-cost cargo loading problems. The problems can be formulated as integer programming problems, but cannot be efficiently solved as such because of computational difficulties. The algorithm developed has proved to be very efficient in an actual operations research study involving over 500 different cargo items, more than 40 possible stops and several types of transportation vehicles. This essay recalls the immediate and longer-term responses of the US and its allies to the events of 9/11. It contends that the die for contemporary developments in transnational terrorism was cast in the immediate aftermath of 9/11 – in particular the launching of sustained ‘anti-terrorist’ military combat operations in Afghanistan and Iraq, and more covert ‘kinetic’ operations elsewhere in the Middle East and Africa. The essay seeks specifically to expose the counter-productivity of using military operations as the primary antidote to transnational terrorism. Focusing on the African ‘laboratory’ and the spread of transnational terrorism and Islamic militancy, particularly in West and East Africa, the essay concludes that radical Islamists have mastered the ‘battle of the narrative’ and that the Western penchant for dispensing a kinetic brand of medication is feeding rather than fighting the virus of global terrorism. 相似文献

This paper considers a warehouse sizing problem whose objective is to minimize the total cost of ordering, holding, and warehousing of inventory. Unlike typical economic lot sizing models, the warehousing cost structure examined here is not the simple unit rate type, but rather a more realistic step function of the warehouse space to be acquired. In the cases when only one type of stock‐keeping unit (SKU) is warehoused, or when multiple SKUs are warehoused, but, with separable inventory costs, closed form solutions are obtained for the optimal warehouse size. When modeling the detection of targets in a simulation of combat, the detection process is frequently represented as a series of independent detections of individual elements of the target. This assumption ignores the effect of a common but unknown field environment within which the detections take place. In this article, multivariate survival distributions are developed for target element detections which occur in an unknown dynamic environment. A proportional hazards representation is adopted, which uses a random variable multiplying the detection rate to account for the effect of the environment. This article presents an extension of the interactive multicriteria linear-programming method of Zionts and Wallenius [see Management Science, 29 (5) (1983)]. The decision maker's underlying utility function is assumed to be pseudoconcave, and his preference structure is assessed through pairwise comparison questions. In the method of Zionts and Wallenius, the decision maker's preference structure is represented as constraints on the weights on the objectives derived from his responses. This representation is only a linear approximation to the underlying nonlinear utility function. Accordingly, inconsistency among the constraints on the weights arises while solving the problem. Therefore, some of the constraints have to be dropped, resulting in a loss of information on the preference structure, and hence an increase in the total number of questions. In this article we develop a hybrid representation scheme to avoid this problem. The proposed scheme is implemented within the algorithmic framework of the method of Zionts and Wallenius, and its underlying theory is developed. Computational results show that the number of questions required by the Zionts and Wallenius method can be sinificantly reduced using the proposed scheme. 相似文献

Unmanned aerial vehicles (UAVs), increasingly vital to the success of military operations, operate in a complex and dynamic environment, sometimes in concert with manned aircraft. We present an extensible modeling framework for the solution to the dynamic resource management (DRM) problem, where airborne resources must be reassigned to time‐sensitive tasks in response to changes in battlespace conditions. The DRM problem is characterized by diverse tasks with time windows, heterogeneous resources with fuel‐ and payload‐capacity limitations, and multiple competing objectives. We propose an integer linear programing formulation for this problem, where mathematical feasibility is guaranteed. Although motivated by airborne military operations, the proposed general modeling framework is applicable to a wide array of settings, such as disaster relief operations. Additionally, land‐ or water‐based operations may be modeled within this framework, as well as any combination of manned and unmanned vehicles. © 2010 Wiley Periodicals, Inc.
